A one-party state, single-party state, one-party system or single-party system is a governance structure in which only a single political party controls the ruling system. In a one-party state, all opposition parties are either outlawed or have limited and controlled participation in elections. The expression "de facto one-party" is sometimes used to describe a dominant-party system that, unlike a one-party state, allows (at least nominally) multiparty elections, but the existing practices or balance of political power effectively prevent the opposition from winning power.

Membership in the ruling party tends to be relatively small compared to the population. Rather, they give out private goods to fellow elites to ensure continued support. One-party, compared to dominant-party dictatorships, structure themselves unlike democracies. They also turn into multi-party democracies at a lower rate than dominant-party dictatorships. While one-party states prohibit opposition parties, some allow for independent candidates to stand for election in competition with party candidates. Therefore, they place elites and sympathetic candidates in key administrative races. For example, the Chinese Communist Party exercises political control by infiltrating village administrations. They view these positions as crucial for gathering information on the population and maintaining a presence in the far reaches of their borders.

General elections were held in Serbia, a constituent federal unit of SFR Yugoslavia, on 12 November 1989, to elect the president of the presidency of the Socialist Republic of Serbia and delegates of the Assembly of SR Serbia. Voting for delegates also took place on 10 and 30 November 1989. In addition to the general elections, local elections were held simultaneously. These were the first direct elections conducted after the adoption of the 1974 Yugoslav Constitution and the delegate electoral system, and the last elections conducted under a one-party system.

The election was preceded by the rise of Slobodan Milošević, who, after being elected president of the presidency of the Central Committee of the League of Communists of Serbia (SKS) in 1986, ousted his mentor Ivan Stambolić and his allies from key positions in 1987. The anti-bureaucratic revolution began and the constitution of Serbia was amended after Milošević came to power. After Milošević was appointed to the position of president of the presidency of SR Serbia in May 1989, presidential and parliamentary elections were announced for November 1989.

A dominant-party system, or one-party dominant system, is a political occurrence in which a single political party continuously dominates election results over running opposition groups or parties. Any ruling party staying in power for more than one consecutive term may be considered a dominant party (also referred to as a predominant or hegemonic party). Some dominant parties were called the natural governing party, given their length of time in power.

Dominant parties, and their domination of a state, develop out of one-sided electoral and party constellations within a multi-party system (particularly under presidential systems of governance), and as such differ from states under a one-party system, which are intricately organized around a specific party. Sometimes the term "de facto one-party state" is used to describe dominant-party systems which, unlike a one-party system, allows (at least nominally) democratic multiparty elections, but the existing practices or balance of political power effectively prevent the opposition from winning power, thus resembling a one-party state. One-party system in the context of Dang Guo

Dang Guo (Chinese: 黨國; pinyin: Dǎngguó; Wade–Giles: Tangkuo; lit. 'party-state'), also known as Tang Kuo, was the one-party system adopted by the Republic of China (ROC) under the Kuomintang, lasting from 1924 to 1987. It was adopted after Sun Yat-sen acknowledged the efficacy of the nascent Soviet Union's political system, including its system of dictatorship, however in practice it also borrowed from fascism. Chiang Kai-shek later used the Kuomintang to control and operate the Nationalist government and the National Revolutionary Army. All major national policies of the government bureaucracy were formulated by the Kuomintang, giving the party supreme power over the whole nation, as well as ideological supremacy across China, dominating the Chinese political landscape until the rise of Chinese Communist Party.

Following the beliefs of Sun Yat-sen, political power should have been returned to the people after the National Revolutionary Army militarily ended the Warlord Era. However, martial law in Taiwan continued from 1949 until 1987, during which other political parties were banned. Martial law was lifted in 1987 by president Chiang Ching-kuo, a move that legalized other political parties such as the Democratic Progressive Party and ended the Dang Guo era.

One-party system in the context of Merger of the KPD and SPD

The Communist Party of Germany (KPD) and the east German branches of the Social Democratic Party of Germany (SPD) merged to form the Socialist Unity Party of Germany (SED) on 21 April 1946. Although nominally a merger of equals, the merged party quickly fell under Communist domination and developed along lines similar to other Communist Parties in what became the Eastern Bloc. The SED would be the ruling party of the German Democratic Republic until the end of the republic in December 1989.
