The National Health Service (NHS) is the collective term for the four separate publicly funded healthcare systems of the United Kingdom: the National Health Service (England), NHS Scotland, NHS Wales, and Health and Social Care (Northern Ireland) which was created separately and is often referred to locally as "the NHS". The original systems were established in 1948 (NHS Wales/GIG Cymru was founded in 1969) as part of major social reforms following the Second World War, and officially launched at Park Hospital in Davyhulme, near Manchester, England (now known as Trafford General Hospital). The founding principles were that services should be comprehensive, universal and free at the point of delivery. Each system provides a comprehensive range of health services, provided without charge for residents of the United Kingdom apart from dental treatment and optical care, though NHS patients in England who are not exempt have to pay prescription charges.

Taken together, the four systems in 2015–16 employed around 1.6 million people with a combined budget of £136.7 billion. In 2024, the total health sector workforce across the United Kingdom was 1,499,368.

The United Kingdom constitutional law concerns the governance of the United Kingdom of Great Britain and Northern Ireland. With the oldest continuous political system on Earth, the British constitution is not contained in a single code but principles have emerged over centuries from common law statute, case law, political conventions and social consensus. In 1215, Magna Carta required the King to call "common counsel" or Parliament, hold courts in a fixed place, guarantee fair trials, guarantee free movement of people, free the church from the state, and it enshrined the rights of "common" people to use the land. After the English Civil War and the Glorious Revolution 1688, Parliament won supremacy over the monarch, the church and the courts, and the Bill of Rights 1689 recorded that the "election of members of Parliament ought to be free". The Act of Union 1707 unified England, Wales and Scotland, while Ireland was joined in 1800, but the Republic of Ireland formally separated between 1916 and 1921 through bitter armed conflict. By the Representation of the People (Equal Franchise) Act 1928, almost every adult man and woman was finally entitled to vote for Parliament. The UK was a founding member of the International Labour Organization (ILO), the United Nations, the Commonwealth, the Council of Europe, and the World Trade Organization (WTO).

The constitutional principles of parliamentary sovereignty, the rule of law, democracy and internationalism guide the UK's modern political system. The central institutions of modern government are Parliament, the judiciary, the executive, the civil service and public bodies which implement policies, and regional and local governments. Parliament is composed of the House of Commons, elected by voter constituencies, and the House of Lords which is mostly appointed on the recommendation of cross-political party groups. To make a new Act of Parliament, the highest form of law, both Houses must read, amend, or approve proposed legislation three times. The judiciary is headed by a twelve-member Supreme Court. Underneath are the Court of Appeal for England and Wales, the Court of Appeal in Northern Ireland, and the Court of Session for Scotland. Below these lie a system of high courts, Crown courts, or tribunals depending on the subject in the case. Courts interpret statutes, progress the common law and principles of equity, and can control the discretion of the executive. While the courts may interpret the law, they have no power to declare an Act of Parliament unconstitutional. The executive is headed by the Prime Minister, who must command a majority in the House of Commons. The Prime Minister appoints a cabinet of people who lead each department, and form His Majesty's Government. The King himself is a ceremonial figurehead, who gives royal assent to new laws. By constitutional convention, the monarch does not usurp the democratic process and has not refused royal assent since the Scottish Militia Bill in 1708. Beyond the Parliament and cabinet, a civil service and a large number of public bodies, from the Department of Education to the National Health Service, deliver public services that implement the law and fulfil political, economic and social rights.

One-nation conservatism, also known as one-nationism or Tory democracy, is a form of British political conservatism and a variant of paternalistic conservatism. It advocates the "preservation of established institutions and traditional principles within a political democracy, in combination with social and economic programmes designed to benefit the ordinary person". According to this political philosophy, society should be allowed to develop in an organic way, rather than being engineered. It argues that members of society have obligations towards each other and particularly emphasises paternalism, meaning that those who are privileged and wealthy should pass on their benefits. It argues that this elite should work to reconcile the interests of all social classes, including labour and management, rather than identifying the good of society solely with the interests of the business class.

The descriptive phrase 'one-nation Tory' originated with Benjamin Disraeli (1804–1881), who served as the chief Conservative spokesman and became Prime Minister in February 1868. He devised it to appeal to working-class people, who he hoped would see it as a way to improve their lives via factory and health acts as well as greater protection for workers. The ideology featured heavily during Disraeli's two terms in government, during which considerable social reforms were passed by the Parliament of the United Kingdom. Towards the end of the 19th century, the Conservative Party moved away from paternalism in favour of free market capitalism. In the first half of the 20th century, fears of extremism saw a revival of one-nation Conservatism. The Conservative Party continued to espouse the philosophy throughout the post-war consensus from 1945. One-nation thinking influenced their tolerance of the Labour government's Keynesian intervention in the economy, formation of a welfare state and the National Health Service. Thanks to Iain Macleod, Edward Heath and Enoch Powell, special attention after 1950 was paid to one-nation conservatism that promised support for the poorer and working class elements in the Party coalition.

Herbert Stanley Morrison, Baron Morrison of Lambeth (3 January 1888 – 6 March 1965) was a British politician who held a variety of senior positions in the Cabinet as a member of the Labour Party. During the inter-war period, he was Minister of Transport during the Second MacDonald ministry, then after losing his parliamentary seat in the 1931 general election, he became Leader of the London County Council in the 1930s. After returning to the Commons, he was defeated by Clement Attlee in the 1935 Labour Party leadership election but later served as Home Secretary in the wartime coalition.

Morrison organised Labour's victorious 1945 election campaign, and was appointed Leader of the House of Commons and acted as Attlee's deputy prime minister in the Attlee ministry of 1945–51. Attlee, Morrison, Ernest Bevin, Stafford Cripps, and initially Hugh Dalton formed the "Big Five" who dominated those governments. Morrison oversaw Labour's nationalisation programme, although he opposed Aneurin Bevan's proposals for a nationalised hospital service as part of the setting up of the National Health Service. Morrison developed his social views from his work in local politics and always emphasised the importance of public works to deal with unemployment. In the final year of Attlee's premiership, Morrison had an unhappy term as Foreign Secretary. He was hailed as "Lord Festival" for his successful leadership of the Festival of Britain, a critical and popular success in 1951 that attracted millions of visitors to fun-filled educational exhibits and events in London and across the country.

Aneurin "Nye" Bevan PC (/əˈnrɪn ˈbɛvən/; Welsh: [aˈnəɨ.rɪn]; 15 November 1897 – 6 July 1960) was a Welsh Labour Party politician, noted for spearheading the creation of the British National Health Service during his tenure as Minister of Health in Clement Attlee's government. He is also known for his wider contribution to the founding of the British welfare state. He was first elected as MP for Ebbw Vale in 1929, and used his Parliamentary platform to make a number of influential criticisms of Winston Churchill and his government during the Second World War. Before entering Parliament, Bevan was involved in miners' union politics and was a leading figure in the 1926 general strike. Bevan is widely regarded as one of the most influential left-wing politicians in British history.

Raised in Monmouthshire, in modern day Blaenau Gwent, by a Welsh working-class family, he was the son of a coal miner and left school at 14. Bevan first worked as a miner during his teens where he became involved in local miners' union politics. He was elected head of his Miners' Lodge when aged 19, where he frequently railed against management. He joined the Labour Party and attended Central Labour College in London. On his return to South Wales he struggled to find work, remaining unemployed for nearly three years before gaining employment as a union official, which led to him becoming a leading figure in the 1926 general strike.

Thatcherism is a form of British conservative ideology named after Conservative Party leader Margaret Thatcher that relates to not just her political platform and particular policies but also her personal character and style of management while in office. Proponents of Thatcherism are referred to as Thatcherites. The term has been used to describe the principles of the British government under Thatcher from the 1979 general election to her resignation in 1990. In international terms, Thatcherites have been described as a part of the general socio-economic movement known as neoliberalism, with different countries besides the United Kingdom (such as the United States) sharing similar policies around expansionary capitalism.

Thatcherism represents a systematic, decisive rejection and reversal of the post-war consensus inside Great Britain in terms of governance, whereby the major political parties largely agreed on the central themes of Keynesianism, the welfare state, nationalised industry, and close regulation of the British economy before Thatcher's rise to prominence. Under her administration, there was one major exception to Thatcherite changes: the National Health Service (NHS), which was widely popular with the British public. In 1982, Thatcher promised that the NHS was "safe in our hands".
