The North Atlantic Treaty Organization (NATO /ˈnt/ NAY-toh; French: Organisation du traité de l'Atlantique Nord, OTAN), also called the North Atlantic Alliance, is an intergovernmental military alliance between 32 member states—30 in Europe and 2 in North America. Founded in the aftermath of World War II, NATO was established with the signing of the North Atlantic Treaty in 1949. The organization serves as a system of collective security, whereby its independent member states agree to mutual defence in response to an attack by any outside party. This is enshrined in Article 5 of the treaty, which states that an armed attack against one member shall be considered an attack against them all.

Throughout the Cold War, NATO's primary purpose was to deter and counter the threat posed by the Soviet Union and its satellite states, which formed the rival Warsaw Pact in 1955. Following the dissolution of the Soviet Union in 1991, the alliance adapted, conducting its first major military interventions in Bosnia and Herzegovina (1992–1995) and Yugoslavia (1999). Article 5 was invoked for the first and only time after the September 11 attacks, leading to the deployment of NATO troops to Afghanistan as part of the International Security Assistance Force (ISAF). The alliance has since been involved in a range of roles, including training in Iraq, intervention in Libya in 2011, and countering piracy.

An international organization, also called an intergovernmental organization (IGO) or an international institution, is an association of states established by a treaty or other type of instrument governed by international law to pursue the common aim of its member states. An IGO possesses its own legal personality separate from its member states and can enter into legally binding agreements with other IGOs or with other states. The United Nations, Council of Europe, African Union, Organization of American States, North Atlantic Treaty Organization, Mercosur, and BRICS are examples of IGOs. International organizations are composed of primarily member states, but may also include other entities, such as other international organizations, firms, and nongovernmental organizations. Additionally, entities may hold observer status. Under international law, although treaties are typically between states, intergovernmental organizations also have the capacity to enter into treaties. The traditional view was that only states were subjects of international law, but with the founding of the United Nations, that view expanded to include intergovernmental organizations.

Within the international relations literature, international organizations facilitate cooperation between states by reducing transaction costs, providing information, making commitments more credible, establishing focal points for coordination, facilitating the principle of reciprocity, extending the shadow of the future, and enabling interlinkages of issues, which raises the cost of noncompliance. States may comply with the decisions of international organizations, even when they do not want to, for rational cost-benefit calculations (to reap concrete rewards of future cooperation and avoid punishment) and normative reasons (social learning and socialization).

Brussels, officially the Brussels-Capital Region, is a region of Belgium comprising 19 municipalities, including the City of Brussels, which is the capital of Belgium. The Brussels-Capital Region is located in the central portion of the country. It is a part of both the French Community of Belgium and the Flemish Community, and is separate from the Flemish Region (Flanders), within which it forms an enclave, and the Walloon Region (Wallonia), located less than 4 kilometres (2.5 mi) to the south.

Brussels grew from a small rural settlement on the river Senne to become an important city-region in Europe. Campania is an administrative region of Italy, located in the south of the country; most of it is in the southwestern portion of the Italian Peninsula (with the Tyrrhenian Sea to its west), but it also includes the small Phlegraean Islands and the island of Capri. The Cold War was a period of global geopolitical rivalry between the United States (US) and the Soviet Union (USSR) and their respective allies, the capitalist Western Bloc and communist Eastern Bloc, which began in the aftermath of the Second World War and ended with the dissolution of the Soviet Union in 1991. The term cold war is used because there was no direct fighting between the two superpowers, though each supported opposing sides in regional conflicts known as proxy wars. In addition to the struggle for ideological and economic influence and an arms race in both conventional and nuclear weapons, the Cold War was expressed through technological rivalries such as the Space Race, espionage, propaganda campaigns, embargoes, and sports diplomacy.

After the end of the Second World War in 1945, during which the US and USSR had been allies, the USSR installed satellite governments in its occupied territories in Eastern Europe and North Korea by 1949, resulting in the political division of Europe (and Germany) by an "Iron Curtain". The USSR tested its first nuclear weapon in 1949, four years after their use by the US on Hiroshima and Nagasaki, and allied with the People's Republic of China, founded in 1949. The US declared the Truman Doctrine of "containment" of communism in 1947, launched the Marshall Plan in 1948 to assist Western Europe's economic recovery, and founded the NATO military alliance in 1949 (matched by the Soviet-led Warsaw Pact in 1955). The Berlin Blockade of 1948 to 1949 was an early confrontation, as was the Korean War of 1950 to 1953, which ended in a stalemate.

NATO in the context of Post–Cold War world

The post–Cold War era is a period of history that follows the end of the Cold War, which represents history after the dissolution of the Soviet Union in December 1991. This period saw many former Soviet republics become sovereign states, as well as the introduction of market economies in Eastern Europe. This period also marked the United States becoming the world's sole superpower.

Relative to the Cold War, the period is characterized by stabilization and disarmament. Both the United States and Russia significantly reduced their nuclear stockpiles. Much of the former Eastern Bloc became democratic and was integrated into the world economy. In the first two decades of the period, NATO underwent three enlargements, and France reintegrated into the NATO command. Russia formed the Collective Security Treaty Organization to replace the dissolved Warsaw Pact, established a strategic partnership with China and several other countries, and entered the Shanghai Cooperation Organisation and BRICS alongside China, which is a rising power. Reacting to the rise of China, the United States began a gradual rebalancing of strategic forces to the Asia–Pacific region and out of Europe.

NATO in the context of Third World

The term Third World arose during the Cold War to define countries that remained non-aligned with either NATO or the Warsaw Pact. The United States, Canada, Japan, South Korea, the Southern Cone, Western European countries and other allies represented the "First World", while the Soviet Union, China, Cuba, North Korea, Vietnam, and their allies represented the "Second World". This terminology provided a way of broadly categorizing the nations of the Earth into three groups based on political divisions. Due to the complex history of evolving meanings and contexts, there is no clear or agreed-upon definition of the Third World. Strictly speaking, "Third World" was a political, rather than economic, grouping.

Since most Third World countries were economically poor and non-industrialized, it became a stereotype to refer to developing countries as "third-world." In political discourse, the term Third World was often associated with being underdeveloped. China was labeled "Third World" for several decades in the 20th century before its robust development of the 21st century. Some countries in the Eastern Bloc, such as Cuba, were often regarded as Third World. The Third World was normally seen to include many countries with colonial pasts in Africa, Latin America, Oceania, and Asia. It was also sometimes taken as synonymous with countries in the Non-Aligned Movement. In the dependency theory of thinkers like Raúl Prebisch, Walter Rodney, Theotônio dos Santos, and others, the Third World has also been connected to the world-systemic economic division as "periphery" countries dominated by the countries comprising the economic "core".

NATO in the context of International recognition of Kosovo

International governments are divided on the issue of recognition of the independence of Kosovo from Serbia, which was declared in 2008. The Government of Serbia does not diplomatically recognise Kosovo as a sovereign state, although the two countries have enjoyed normalised economic relations since 2020 and have agreed not to try to interfere with the other's accession to the European Union.

As of 29 October 2025, at least 109 out of 193 (56.5%) United Nations member states, 22 out of 27 (81.5%) European Union member states, 28 out of 32 (87.5%) NATO member states and 37 out of 57 (64.9%) Organisation of Islamic Cooperation member states have recognised Kosovo. In total, Kosovo has received 120 diplomatic recognitions by UN member states, however conflicts have arisen regarding the exact number of countries recognising Kosovo. Kosovo claims that the number of countries recognising its independence is 120, whilst Serbia claims the number is 84, stating that some countries have withdrawn recognition. Third party sources give the number of recognising countries as around 110.

The Warsaw Pact (WP), formally the Treaty of Friendship, Cooperation and Mutual Assistance (TFCMA), was a collective defense treaty signed in Warsaw, Poland, between the Soviet Union and seven other Eastern Bloc socialist republics in Central and Eastern Europe in May 1955, during the Cold War. The term "Warsaw Pact" commonly refers to both the treaty itself and its resultant military alliance, the Warsaw Pact Organisation (WPO) (also known as ‘Warsaw Treaty Organization’ (‘WTO’)). The Warsaw Pact was the military complement to the Council for Mutual Economic Assistance (Comecon), the economic organization for the Eastern Bloc states.

Dominated by the Soviet Union, the Warsaw Pact was established as a balance of power or counterweight to the North Atlantic Treaty Organization (NATO) and the Western Bloc. There was no direct military confrontation between the two organizations; instead, the conflict was fought on an ideological basis and through proxy wars. Both NATO and the Warsaw Pact led to the expansion of military forces and their integration into the respective blocs. The Warsaw Pact's largest military engagement was the Warsaw Pact invasion of Czechoslovakia, one of its own member states, in August 1968. All member states participated except for Albania and Romania, resulting in Albania's withdrawal from the pact less than one month later. The pact began to unravel with the spread of the Revolutions of 1989 through the Eastern Bloc, beginning with the Solidarity movement in Poland, its electoral success in June 1989 and the Pan-European Picnic in August 1989.

The Baltic states or the Baltic countries is a geopolitical term encompassing Estonia, Latvia, and Lithuania. All three countries are members of NATO, the European Union, the Eurozone, and the OECD. The three sovereign states on the eastern coast of the Baltic Sea are sometimes referred to as the "Baltic nations", less often and in historical circumstances also as the "Baltic republics", the "Baltic lands", or simply the Baltics.

Estonia, officially the Republic of Estonia, is a country in Northern Europe. After centuries of successive rule by the Teutonic Order, Denmark, Sweden, and the Russian Empire, a distinct Estonian national identity began to emerge in the mid-19th century. This culminated in the 1918 Estonian Declaration of Independence from the then-warring Russian and German empires. Democratic throughout most of the interwar period, Estonia declared neutrality at the outbreak of World War II, but the country was repeatedly invaded and occupied, and ultimately annexed into the USSR. Throughout the de facto Soviet occupation, from World War II until 1991, Estonia's de jure state continuity was preserved by diplomatic representatives and the government-in-exile. Following the 1988–90 "Singing Revolution" against Soviet rule, full independence was restored on 20 August 1991.

The Iron Curtain was the political and physical boundary that divided Europe from the end of World War II in 1945 until the end of the Cold War in 1991. East of the Iron Curtain were the smaller states controlled by the Soviet Union, in 1955 formally allied by the Warsaw Pact. Many nations to the west of this geopolitical divide were NATO members. Over time these economic and military alliances developed into broader, more entrenched, cultural barriers that deepened widespread distrust on both sides. Initially, the term "Iron Curtain" was a literal description of physical barriers such as razor wire, fences, walls, minefields, and watchtowers along the borders of the opposing powers. But the term eventually took on a broader, symbolic meaning perceived as a generalized "differentness" of ideology, economy, government, and way of life that emerged when the Cold War severed earlier cultural connections between European populations.

The term's origin is often attributed to the speech "Sinews of Peace" delivered by Winston Churchill on 5 March 1946 in Fulton, Missouri where he said: "an iron curtain has descended across the Continent. Behind that line lie all the capitals of the ancient states of Central and Eastern Europe." In fact, the phrase was originally used by Queen Elisabeth of Belgium, when in 1914 when she described an "Iron Curtain" descending between her people and the nation of Germany.

NATO in the context of Foreign relations of Finland

The foreign relations of Finland are the responsibility of the president of Finland, who leads foreign policy in cooperation with the government. Implicitly the government is responsible for internal policy and decision making in the European Union. Within the government, preparative discussions are conducted in the government committee of foreign and security policy (ulko- ja turvallisuuspoliittinen ministerivaliokunta), which includes the Prime Minister and at least the Minister of Foreign Affairs and the Minister of Defence, and at most four other ministers as necessary. The committee meets with the President as necessary. Laws concerning foreign relations are discussed in the parliamentary committee of foreign relations (ulkoasiainvaliokunta, utrikesutskottet). The Ministry of Foreign Affairs implements the foreign policy.

Finland is a member of the European Union, the Eurozone, NATO, the Nordic Council, and the United Nations.
