A mobile virtual network operator (MVNO) is a wireless communications services provider that does not own the wireless network infrastructure over which it provides services to its customers. An MVNO enters into a business agreement with a mobile network operator (MNO) to obtain bulk access to network services at wholesale rates, then sets retail prices independently. An MVNO may use its own customer service, billing support systems, marketing, and sales personnel, or it could employ the services of a mobile virtual network enabler (MVNE).

Virgin Media Limited is a British telecommunications company which provides telephone, television and internet services in the United Kingdom. Its headquarters are at Green Park in Reading. It is owned by Virgin Media O2, a 50:50 joint venture between Liberty Global and Telefónica. Virgin Media is one of the "big four" internet service providers in the UK along with BT (EE), Sky and TalkTalk. In the past, Virgin Media also operated a mobile virtual network operator (Virgin Mobile) and operated TV channels and produced television content (Virgin Media Television).
