⭐ Core Definition: Majority government

A majority government is a government by one or more governing parties that hold an absolute majority of seats in a legislature. Such a government can consist of one party that holds a majority on its own, or be a coalition government of multiple parties. This is as opposed to a minority government, where the government does not have a majority, and needs to cooperate with opposition parties to get legislation passed. A government majority determines the balance of power. A government is not a majority government if it only has a majority when counting parties outside the government that have a confidence agreement with it.

A majority government is usually assured of having its legislation passed and rarely if ever, has to fear being defeated in parliament, a state also known as a working majority. In contrast, a minority government must constantly bargain for support from other parties in order to pass legislation and avoid being defeated on motions of no confidence. Single-party majority governments tend to be formed in the aftermath of strong election performances.

Majority government in the context of Minority government

A minority government, minority cabinet, minority administration, or a minority parliament is a government and cabinet formed in a parliamentary system when a political party or coalition of parties does not have a majority of overall seats in the legislature. It is sworn into office, with or without the formal support of other parties, enabling a government to be formed. Under such a government, legislation can only be passed with the support or consent of enough other members of the legislature to provide a majority, encouraging multi-partisanship. In bicameral legislatures, the term relates to the situation in the chamber whose confidence is considered most crucial to the continuance in office of the government (generally, the lower house).

A minority government tends to be less stable than a majority government because, if they can unite, opposing parliamentary members have sufficient numbers to vote against legislation, or even bring down the government with a vote of no confidence. If, however, a minority government can negotiate a confidence and supply agreement with parties sufficient to maintain a majority, it can be as stable as a majority government.

Majority government in the context of Brian Mulroney

Martin Brian Mulroney (March 20, 1939 – February 29, 2024) was a Canadian lawyer, businessman, and politician who served as the 18th prime minister of Canada from 1984 to 1993 as leader of the Progressive Conservative Party of Canada.

Born in the eastern Quebec city of Baie-Comeau, Mulroney studied political science and law. He then moved to Montreal and gained prominence as a labour lawyer. He ran for leader of the Progressive Conservative party in 1976, placing third. In 1977, he was appointed as president of the Iron Ore Company of Canada. He held that post until 1983, when he became leader of the Progressive Conservative Party. Mulroney led the party to a landslide victory in the 1984 federal election, winning the second-largest percentage of seats in Canadian history (at 74.8%) and receiving over 50% of the popular vote. He and his party won a second majority government in 1988.

Majority government in the context of Motion of no confidence

A motion or vote of no confidence (or the inverse, a motion or vote of confidence) is a motion and corresponding vote thereon in a deliberative assembly (usually a legislative body) as to whether an officer (typically an executive) is deemed fit to continue to occupy their office. The no-confidence vote is a defining constitutional element of a parliamentary system, in which the government's/executive's mandate rests upon the continued support (or at least non-opposition) of the majority in the legislature. Systems differ in whether such a motion may be directed against the prime minister, against the government (this could be a majority government or a minority government/coalition government), against individual cabinet ministers, against the cabinet as a whole, or some combination of the above.

A censure motion is different from a no-confidence motion. In a parliamentary system, a vote of no confidence leads to the resignation of the prime minister and cabinet, or, depending on the constitutional procedure at hand, a snap election to potentially replace the government.

Majority government in the context of 2005 United Kingdom general election

The 2005 United Kingdom general election was held on Thursday 5 May 2005, to elect 646 members to the House of Commons. The governing Labour Party led by Prime Minister Tony Blair won its third consecutive victory, with Blair becoming the second Labour leader after Harold Wilson to form three majority governments. However, its majority fell to 66 seats; the majority it won four years earlier had been of 167 seats. The UK media interpreted the results as an indicator of a breakdown in trust in the government, and especially in Blair.

This was the first time the Labour Party had won a third consecutive election, but would be the last election victory for Labour until 2024. The Liberal Democrats, led by Charles Kennedy, increased its seat count for a third consecutive election, netting the most seats in its history until 2024 and the most of any of the connected British Liberal parties since 1929. The Labour campaign emphasised a strong economy; however, Blair had suffered a decline in popularity, which was exacerbated by the controversial decision to send British troops to invade Iraq in 2003. Despite this, Labour mostly retained its leads over the Conservatives in opinion polls on economic competence and leadership, and Conservative leaders Iain Duncan Smith (2001–2003) and Michael Howard (2003–2005) struggled to capitalise on Blair's unpopularity, with the party consistently trailing behind Labour in the polls throughout the 2001–2005 parliament. The Conservatives campaigned on policies such as immigration limits, improving poorly managed hospitals, and reducing high crime rates. The Liberal Democrats took a strong stance against the Iraq War, particularly due to the absence of a second United Nations resolution; this anti-war position resonated with disenchanted Labour voters, leading to the Liberal Democrats achieving what was at that point their largest vote share in their history.

Majority government in the context of 2010 Australian federal election

A federal election was held on 21 August 2010 to elect members of the 43rd Parliament of Australia. The incumbent centre-left Australian Labor Party led by Prime Minister Julia Gillard won a second term against the opposition centre-right Liberal Party of Australia led by Opposition Leader Tony Abbott and Coalition partner the National Party of Australia, led by Warren Truss, after Labor formed a minority government with the support of three independent MPs and one Australian Greens MP.

Labor and the Coalition each won 72 seats in the 150-seat House of Representatives, four short of the requirement for majority government, resulting in the first hung parliament since the 1940 election. Six crossbenchers held the balance of power. Greens MP Adam Bandt and independent MPs Andrew Wilkie, Rob Oakeshott and Tony Windsor declared their support for Labor on confidence and supply. Independent MP Bob Katter and National Party of Western Australia MP Tony Crook declared their support for the Coalition on confidence and supply. The resulting 76–74 margin entitled Labor to form a minority government. The Prime Minister, government ministers and parliamentary secretaries were sworn in on 14 September 2010 by the Governor-General Quentin Bryce. In November 2011, Coalition MP and Deputy Speaker Peter Slipper replaced Labor MP Harry Jenkins as Speaker of the House of Representatives, increasing Labor's parliamentary majority from 75–74 (not including Jenkins as he was unable to vote on legislation due to his role as Speaker) to 76–73 (not including Slipper as he was unable to vote on legislation due to his role as Speaker).

Majority government in the context of H. H. Asquith

Herbert Henry Asquith, 1st Earl of Oxford and Asquith (/ˈæskwɪθ/ ASS-kwith; 12 September 1852 – 15 February 1928), generally known as H. H. Asquith, was a British statesman and Liberal politician who was Prime Minister of the United Kingdom from 1908 to 1916. He was the last prime minister from the Liberal Party to command a majority government, and the most recent Liberal to have served as Leader of the Opposition. He played a major role in the design and passage of major liberal legislation and a reduction of the power of the House of Lords. In August 1914 Asquith took the United Kingdom of Great Britain and Ireland and the British Empire into the First World War. During 1915 his government was vigorously attacked for a shortage of munitions and the failure of the Gallipoli Campaign. He formed a coalition government with other parties, but failed to satisfy critics, was forced to resign in December 1916 and never regained power.

After attending Balliol College, Oxford, he became a successful barrister. In 1886 he was the Liberal candidate for East Fife, a seat he held for over thirty years. In 1892 he was appointed Home Secretary in William Ewart Gladstone's fourth ministry, remaining in the post until the Liberals lost the 1895 election. In the decade of opposition that followed, Asquith became a major figure in the party, and when the Liberals regained power under Sir Henry Campbell-Bannerman in 1905, Asquith was named Chancellor of the Exchequer. In 1908 Asquith succeeded him as prime minister. The Liberals were determined to advance their reform agenda. An impediment to this was the House of Lords, which rejected the People's Budget of 1909. Meanwhile, the South Africa Act 1909 passed. Asquith called an election for January 1910, and the Liberals won, though they were reduced to a minority government. After another general election in December 1910, he gained passage of the Parliament Act 1911, allowing a bill three times passed by the Commons in consecutive sessions to be enacted regardless of the Lords. Asquith was less successful in dealing with Irish Home Rule. Repeated crises led to gun running and violence, verging on civil war.

Majority government in the context of Bulgarian Agrarian People's Union

The Bulgarian Agrarian National Union (Bulgarian: Български земеделски народен съюз, romanizedBŭlgarski zemedelski naroden sŭyuz, BZNS), is a political party devoted to representing the causes of the Bulgarian peasantry. It was an agrarian movement and was most powerful between 1900 and 1923. Unlike the socialist movements of the early 20th century, it was devoted to questions concerning agriculture and farmers, rather than industry and factory workers. The BZNS, one of the first and most powerful of the agrarian parties in Eastern Europe, dominated Bulgarian politics during the beginning of the 20th century. It is also the only agrarian party in Europe that ever came to power with a majority government, rather than merely as part of a coalition. It is a founding member of the former International Agrarian Bureau.
