A coalition government, or coalition cabinet, is a government by political parties that enter into a power-sharing arrangement of the executive. Coalition governments usually occur when no single party has achieved an absolute majority after an election. A party not having majority is common under proportional representation, but not in nations with majoritarian electoral systems.

There are different forms of coalition governments, minority coalitions and surplus majority coalition governments. A surplus majority coalition government controls more than the absolute majority of seats in parliament necessary to have a majority in the government, whereas minority coalition governments do not hold the majority of legislative seats.

Coalition government in the context of Minority government

A minority government, minority cabinet, minority administration, or a minority parliament is a government and cabinet formed in a parliamentary system when a political party or coalition of parties does not have a majority of overall seats in the legislature. It is sworn into office, with or without the formal support of other parties, enabling a government to be formed. Under such a government, legislation can only be passed with the support or consent of enough other members of the legislature to provide a majority, encouraging multi-partisanship. In bicameral legislatures, the term relates to the situation in the chamber whose confidence is considered most crucial to the continuance in office of the government (generally, the lower house).

A minority government tends to be less stable than a majority government because, if they can unite, opposing parliamentary members have sufficient numbers to vote against legislation, or even bring down the government with a vote of no confidence. If, however, a minority government can negotiate a confidence and supply agreement with parties sufficient to maintain a majority, it can be as stable as a majority government.

Coalition government in the context of 1948 Czechoslovak coup d'état

In late February 1948, the Communist Party of Czechoslovakia (KSČ), with Soviet backing, assumed undisputed control over the government of Czechoslovakia through a coup d'état. It marked the beginning of four decades of the party's rule in the country.

The KSČ enjoyed a period of popularity following the reestablishment of pre-war Czechoslovakia. After a successful performance during the 1946 parliamentary election, party leader Klement Gottwald became prime minister of a coalition government at the behest of President Edvard Beneš. By summer 1947, however, the KSČ's popularity had significantly dwindled, and the party was expected to be soundly defeated in the May 1948 elections. This, along with the electoral failures of the French and Italian communist parties, prompted Joseph Stalin to harden his approach and order Gottwald to seize power.

Coalition government in the context of Mandate (politics)

In representative democracies, a mandate is a perceived legitimacy to rule through popular support. Mandates are conveyed through elections, in which voters choose political parties and candidates based on their own policy preferences. The election results are then interpreted to determine which policies are popularly supported. A majority government provides a clear mandate, while plurality or coalition government suggests a lesser mandate, requiring greater compromise between parties. Parties with strong mandates are free to implement their preferred policies with the understanding that they are supported by the people. When no mandate exists for a single party, the median voter may be used to determine what policies have a mandate for implementation. The modern concept of a political mandate first developed around the 16th century and became a prominent aspect of politics after the French Revolution.

Coalition government in the context of Motion of no confidence

A motion or vote of no confidence (or the inverse, a motion or vote of confidence) is a motion and corresponding vote thereon in a deliberative assembly (usually a legislative body) as to whether an officer (typically an executive) is deemed fit to continue to occupy their office. The no-confidence vote is a defining constitutional element of a parliamentary system, in which the government's/executive's mandate rests upon the continued support (or at least non-opposition) of the majority in the legislature. Systems differ in whether such a motion may be directed against the prime minister, against the government (this could be a majority government or a minority government/coalition government), against individual cabinet ministers, against the cabinet as a whole, or some combination of the above.

A censure motion is different from a no-confidence motion. In a parliamentary system, a vote of no confidence leads to the resignation of the prime minister and cabinet, or, depending on the constitutional procedure at hand, a snap election to potentially replace the government.

Coalition government in the context of Majority government

A majority government is a government by one or more governing parties that hold an absolute majority of seats in a legislature. Such a government can consist of one party that holds a majority on its own, or be a coalition government of multiple parties. This is as opposed to a minority government, where the government does not have a majority, and needs to cooperate with opposition parties to get legislation passed. A government majority determines the balance of power. A government is not a majority government if it only has a majority when counting parties outside the government that have a confidence agreement with it.

A majority government is usually assured of having its legislation passed and rarely if ever, has to fear being defeated in parliament, a state also known as a working majority. In contrast, a minority government must constantly bargain for support from other parties in order to pass legislation and avoid being defeated on motions of no confidence. Single-party majority governments tend to be formed in the aftermath of strong election performances.

In parliamentary democracies, especially those based on the Westminster system, confidence and supply is an arrangement under which a minority government (one which does not control a majority in the legislature) receives the support of one or more parties or independent MPs on confidence votes and the state budget ("supply"). On issues other than those outlined in the confidence and supply agreement, non-government partners to the agreement are not bound to support the government on any given piece of legislation.

A coalition government is a more formal arrangement than a confidence-and-supply agreement in which junior parties (i.e., parties other than the largest) are generally expected to hold the government whip on passing legislation and formally participate in the government, with members holding office in the cabinet and ministerial roles.

Coalition government in the context of Morihiro Hosokawa

Morihiro Hosokawa (細川 護煕, Hosokawa Morihiro; born 14 January 1938) is a Japanese politician who served as prime minister of Japan from 1993 to 1994. He led an eight-party coalition government which was the first Japanese government not headed by a Liberal Democratic Party (LDP) premier since 1955.

Born to the Hosokawa family, which ruled present-day Kumamoto Prefecture from the 17th to the 19th centuries, Hosokawa is also a grandson of Prince Fumimaro Konoe through his mother. He graduated from Sophia University before working at the Asahi Shimbun newspaper, and was elected to the National Diet in 1971 before leaving to serve as governor of his home prefecture from 1983 to 1991.

Coalition government in the context of Finnish parliament

The Parliament of Finland (Finnish: Suomen eduskunta [ˈsuo̯men ˈeduskuntɑ]; Swedish: Finlands riksdag [ˈfinlɑnds ˈriksdɑː(ɡ)]) is the unicameral and supreme legislature of Finland, founded on 9 May 1906. In accordance with the Constitution of Finland, sovereignty belongs to the people, and that power is vested in the Parliament. The Parliament consists of 200 members, 199 of whom are elected every four years from 13 multi-member districts electing 6 to 37 members using the proportional D'Hondt method. In addition, there is one member from Åland.

Legislation may be initiated by either the Government or one of the members of Parliament. The Parliament passes legislation, decides on the state budget, approves international treaties, and supervises the activities of the government. It may bring about the resignation of the Finnish Government, override presidential vetoes, and alter the constitution. To make changes to the constitution, amendments must be approved by two successive parliaments, with an election cycle in between. The first parliament requires a 1/2 majority to approve it and the second a 2/3 majority. If the matter is urgent and can not wait for an election, the amendment can be declared urgent by a 5/6 majority. An urgent amendment can then be passed by a 2/3 majority. Most MPs work in parliamentary groups which correspond with the political parties. The Parliament currently comprises nine parliamentary groups. Since the establishment of the Parliament in 1905, the parliamentary majority has been held once by a single party: the Social Democrats in the 1916 election. Thus, for the Government to gain a majority in the Parliament, coalition governments are favored. These are generally formed by at least two of the three historically major parties: the Social Democrats, Centre, and National Coalition. Ministers are often but not necessarily MPs. The Parliament meets in the Parliament House (Finnish: Eduskuntatalo, Swedish: Riksdagshuset), which is located in central Helsinki.
