Local government in Scotland comprises thirty-two local authorities, commonly referred to as councils. Each council provides public services, including education, social care, waste management, libraries and planning. Councils receive the majority of their funding from the Scottish Government, but operate independently and are accountable to their local electorates. Councils raise additional income via the Council Tax, a locally variable domestic property tax, and Business rates, a non-domestic property tax.

Councils are made up of councillors who are directly elected by the residents of the area they represent. Each council area is divided into a number of wards, and three or four councillors are elected for each ward. There are currently 1,226 elected councillors in Scotland.Local elections are normally held every five years and use the single transferable vote electoral system. The most recent election was the 2022 Scottish local elections and the next election will be the 2027 Scottish local elections.

Angus (Scots: Angus; Scottish Gaelic: Aonghas) is one of the 32 local government council areas of Scotland, and a lieutenancy area. The council area borders Aberdeenshire, Dundee City and Perth and Kinross. Main industries include agriculture and fishing. Global pharmaceuticals company GSK has a significant presence in Montrose in the east of the county.

Angus was historically a province, and later a sheriffdom and county (called Forfarshire or the County of Forfar until 1928), bordering Kincardineshire to the north-east, Aberdeenshire to the north and Perthshire to the west; southwards it faced Fife across the Firth of Tay. The county included Dundee until 1894, when it was made a county of a city. The pre-1894 boundaries of Angus continue to be used as a registration county. Between 1975 and 1996 Angus was a lower-tier district within the Tayside region. The district took on its modern form and powers in 1996, since when the local authority has been Angus Council.

The 2016 United Kingdom European Union membership referendum took place in the United Kingdom and Gibraltar on 23 June 2016. Membership of the European Union had been a topic of political debate in the United Kingdom since the country joined the European Communities (then commonly referred to as the "Common Market" by the British people) in 1973. This referendum was conducted very differently from the European Communities membership referendum in 1975; a more localised and regionalised counting procedure was used, and the ballot was overseen by the Electoral Commission, a public body that did not exist at the time of the first vote. This article lists, by voting area for Great Britain and Gibraltar and by parliamentary constituency for Northern Ireland, all the results of the referendum, each ordered into national and regional sections.

Under the provisions of the European Union Referendum Act 2015, there were a total of 382 voting areas across twelve regions, using the same boundaries as used in European Parliamentary elections since 1999, under the provisions of the European Parliamentary Elections Act 2002, with votes counted at local authority level. In England the 326 local government districts were used as the voting areas; these consist of all unitary authorities, all metropolitan boroughs, all shire districts, the London boroughs, the City of London and the Isles of Scilly. The nine regions of England were then also used to count the votes at the regional level, with Gibraltar being regarded as part of South West England. Northern Ireland was a single voting area as well as being a regional count, although local totals by Westminster parliamentary constituency area were announced. In Scotland the 32 Scottish council areas were used as voting areas, and there was a single national count. In Wales the 22 Welsh council areas were used as the voting areas, and there was a single national count.

For local government purposes, Scotland is divided into 32 areas designated as "council areas" (Scottish Gaelic: comhairlean), which are all governed by single-tier authorities designated as "councils". They have the option under the Local Government (Gaelic Names) (Scotland) Act 1997 of being known (but not re-designated) as a "comhairle" when opting for a Gaelic name; only Comhairle nan Eilean Siar (Council of the Western Isles) has chosen this option, whereas the Highland Council (Comhairle na Gàidhealtachd) has adopted its Gaelic form alongside its English equivalent, informally.

The council areas have been in existence since 1 April 1996, under the provisions of the Local Government etc. (Scotland) Act 1994. Historically, Scotland was divided into 34 counties or shires. Although these no longer have any administrative function, they are still used to some extent in Scotland for cultural and geographical purposes, and some of the current council areas are named after them. There are also a number of other administrative divisions, some of which are handled by joint boards of the councils.

Strathclyde (Ystrad Clud in Welsh; Srath Chluaidh [s̪t̪ɾa ˈxl̪ˠɯi] in Gaelic, meaning 'strath [valley] of the River Clyde') was one of nine former local government regions of Scotland created in 1975 by the Local Government (Scotland) Act 1973 and abolished in 1996 by the Local Government etc. (Scotland) Act 1994. The Strathclyde region had 19 districts. The region was named after the early medieval Kingdom of Strathclyde centred on Govan, but covered a broader geographic area than its namesake by including Argyll and various Western islands in addition to its Southwestern core.

Glasgow City Council (Scottish Gaelic: Comhairle Baile Ghlaschu) is the local authority for the Glasgow City council area, the most populous of the 32 council areas of Scotland. In its modern form it was created in 1996. Glasgow was formerly governed by a corporation, also known as the town council, from the granting of its first burgh charter in the 1170s until 1975. From 1975 until 1996 the city was governed by City of Glasgow District Council, a lower-tier authority within the Strathclyde region.

Glasgow City Council has been under no overall control since 2017, being led by a Scottish National Party minority administration. The council has its headquarters at Glasgow City Chambers in George Square, completed in 1889.
