The Borough of Halton (/hɒltən/) is a local authority district with borough status in the ceremonial county of Cheshire, North West England. It is administered by Halton Borough Council, a unitary authority since 1998. The borough contains the towns of Runcorn and Widnes and the civil parishes of Daresbury, Hale, Halebank, Moore, Preston Brook, and Sandymoor. Since 2014, it has been part of the Liverpool City Region and the council is a member of the Liverpool City Region Combined Authority.

The neighbouring districts (clockwise from west) are Liverpool, Knowsley and St Helens, which are fellow boroughs of the Liverpool City Region, and Warrington and Cheshire West and Chester in Cheshire.

Merseyside (/ˈmɜːrzisaɪd/ MUR-zee-syde) is a ceremonial and metropolitan county in North West England. It borders Lancashire to the north, Greater Manchester to the east, Cheshire to the south, the Welsh county of Flintshire across the Dee Estuary to the southwest, and the Irish Sea to the west. Sefton Council, or Sefton Metropolitan Borough Council, is the local authority of the Metropolitan Borough of Sefton in Merseyside, England. It is a metropolitan borough council and provides the majority of local government services in the borough. The council has been a member of the Liverpool City Region Combined Authority since 2014.

The council has been under Labour majority control since 2012. Full council meetings generally alternate between Bootle Town Hall and Southport Town Hall. The main administrative offices are at Magdalen House in Bootle.
