Latency, from a general point of view, is a time delay between the cause and the effect of some physical change in the system being observed. Lag, as it is known in gaming circles, refers to the latency between the input to a simulation and the visual or auditory response, often occurring because of network delay in online games. The original meaning of “latency”, as used widely in psychology, medicine and most other disciplines, derives from “latent”, a word of Latin origin meaning “hidden”.  Its different and relatively recent meaning (this topic) of “lateness” or “delay” appears to derive from its superficial similarity to the word “late”, from the old English “laet”.

Latency is physically a consequence of the limited velocity at which any physical interaction can propagate. The magnitude of this velocity is always less than or equal to the speed of light. Therefore, every physical system with any physical separation (distance) between cause and effect will experience some sort of latency, regardless of the nature of the stimulation to which it has been exposed.

The speed of light in vacuum, often called simply speed of light and commonly denoted c, is a universal physical constant exactly equal to 299,792,458 metres per second (approximately 1 billion kilometres per hour; 700 million miles per hour). It is exact because, by international agreement, a metre is defined as the length of the path travelled by light in vacuum during a time interval of 1299792458 second. The speed of light is the same for all observers, no matter their relative velocity. It is the upper limit for the speed at which information, matter, or energy can travel through space.

All forms of electromagnetic radiation, including visible light, travel in vacuum at the speed c. Amazon Leo, formerly known as Project Kuiper, is a subsidiary of Amazon established in 2019 to deploy a large satellite internet constellation providing low-latency broadband connectivity. The project's original codename was inspired by the Kuiper belt. The service was rebranded as Amazon Leo in November 2025.

In July 2020, the Federal Communications Commission authorized Amazon to deploy 3,236 satellites into low Earth orbit. Deployment is planned in five phases, with service expected to begin after the first 578 satellites reach orbit. Under the terms of its license, Amazon must launch and operate half of the constellation by July 30, 2026, and the remainder by July 30, 2029.
