More specifically, the goals of modern land use planning often include environmental conservation, restraint of urban sprawl, minimization of transport costs, prevention of land use conflicts, and a reduction in exposure to pollutants. In the pursuit of these goals, planners assume that regulating the use of land will change the patterns of human behavior, and that these changes are beneficial. The first assumption, that regulating land use changes the patterns of human behavior is widely accepted. However, the second assumption – that these changes are beneficial – is contested, and depends on the location and regulations being discussed.

In urban planning, land use planning seeks to order and regulate land use in an efficient and ethical way, thus preventing land use conflicts. Governments use land use planning to manage the development of land within their jurisdictions. In doing so, the governmental unit can plan for the needs of the community while safeguarding natural resources. To this end, it is the systematic assessment of land and water potential, alternatives for land use, and economic and social conditions in order to select and adopt the best land use options. Often one element of a comprehensive plan, a land use plan provides a vision for the future possibilities of development in neighborhoods, districts, cities, or any defined planning area.

The Greater Cities Commission (formerly the Greater Sydney Commission) was an independent agency of the New South Wales Government responsible for land use planning across the Six Cities Region in New South Wales, Australia. The agency was brought into effect through the Greater Cities Commission Act 2022 which stipulated the composition of the agency and its responsibilities. The Greater Cities Commission was created for Greater Sydney, Central Coast, Newcastle and Wollongong. The objectives of the commission were to act on housing supply issues (including a diversity of housing types), to promote sustainable and environmentally-friendly development, to support housing that fosters productivity liveability and environmental quality, to provide First Nations people with opportunities in their local area, to promote economic activity, and to act on other issues surrounding land use.

Land use planning in the context of Suburbanization

Suburbanization (American English), also spelled suburbanisation (British English), is a population shift from historic core cities or rural areas into suburbs. Most suburbs are built in a formation of (sub)urban sprawl. As a consequence of the movement of households and businesses away from city centers, low-density, peripheral urban areas grow. Proponents of curbing suburbanization argue that sprawl leads to urban decay and a concentration of lower-income residents in the inner city, in addition to environmental harm.

Suburbanization can be a progressive process, as growing population pushes outward the zones of the concentric zone model that move outward to escape the increasing density of inward areas. For example, Kings County, New York served New York City as farmland in the 18th century, with boats carrying produce across the East River. The steam ferry later made Brooklyn Heights a commuter town for Wall Street. Streetcar suburbs spread through the county, and as elevated railways further extended its reach, the City of Brooklyn grew to fill the county. Areas along the river became industrialized and apartment buildings filled the places where factories did not replace the scattered houses. As a result, much of Brooklyn transformed into a suburban economy and later into an urban economy entirely.

Land use planning in the context of Puerto Rico Planning Board

The Puerto Rico Planning Board (Spanish: Junta de Planificación) created in the May 12, 1942 during Rexford G. Tugwell's governorship as the Puerto Rico Planning, Urbanization, and Zoning Board, is the only government agency in charge of centralized planning under the American flag. Its creation was in keeping with Tugwell's New Deal philosophy that Puerto Rico should operate under a highly centralized, all-encompassing territorial government.

For decades, the Planning Board was in charge of all economic planning, land use zoning and case-by-case permitting in Puerto Rico. In the 1970s the permitting process was delegated to another government agency, the Rules and Permits Administration (ARPE) and since the late 1990s, major cities have been taking over that role in their own jurisdictions.
