The Patriotic Union of Kurdistan (PUK; Kurdish: یەکێتیی نیشتمانیی کوردستان, romanizedYekêtîy Nîştimanîy Kurdistan) is a political party active in Kurdistan Region and the disputed territories in Iraq. The PUK describes its goals as self-determination, human rights, democracy and peace for the Kurdish people of Kurdistan and Iraq. The PUK is currently under the leadership of Bafel Talabani. The PUK was founded in 1975 by Adel Murad, Jalal Talabani, Nawshirwan Mustafa, Fuad Masum, Ali Askari and Abdul Razaq Feyli Dawood Mohammed Ali. All presidents of Iraq under the 2005 constitution have been from this party.

Kirkuk (Arabic: كركوك; Kurdish: کەرکووک, romanizedKerkûk; Syriac: ܟܪܟܘܟ, romanizedKerkouk; Turkish: Kerkük) is a major city in northern Iraq, serving as the capital of the Kirkuk Governorate. The city is home to a diverse population of Kurds, Iraqi Turkmens and Arabs. Kirkuk sits on the ruins of the original Kirkuk Citadel which sits near the Khasa River.

It is described by the Kurdish leader and former Iraqi president Jalal Talabani as “the Jerusalem of Kurdistan” even though it is not part of Iraqi Kurdistan region, while it is seen by the Turkmen activist Fatih Salah as the cultural and historical capital of Iraqi Turkmens. The government of Iraq states that Kirkuk represents a small version of Iraq due to its diverse population, and that the city is a model for coexistence in the country.

Jalal Talabani in the context of Democratic Patriotic Alliance of Kurdistan

The Democratic Patriotic Alliance of Kurdistan (DPAK) sometimes referred to simply as the Kurdistan Alliance (KA) is the name of the electoral coalition first presented as a united Kurdish list in the January 2005 election in Iraq. Elections were held simultaneously for the assembly of Kurdistan Region. The Alliance represents a coalition of the two main Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan

The alliance received 1,570,665 votes to the Kurdistan National Assembly, or 90% of the vote. At the federal level, the DPAK took close to 26% of the vote and won 75 seats out of 275 in the Iraqi National Assembly. They were able to secure the selection of Jalal Talabani (the PUK leader) as President of Iraq, while Massoud Barzani (KDP leader) became President of Kurdistan Region.
