Tertiary education (also called higher education or post-secondary education) is the educational level following the completion of secondary education. The World Bank defines tertiary education as including universities, colleges, and vocational schools. Higher education is taken to include undergraduate and postgraduate education, while vocational education beyond secondary education is known as further education in the United Kingdom, or included under the category of continuing education in the United States.

Tertiary education generally culminates in the receipt of certificates, diplomas, or academic degrees. Higher education represents levels 5, 6, 7, and 8 of the 2011 version of the International Standard Classification of Education structure. Tertiary education at a nondegree level is sometimes referred to as further education or continuing education as distinct from higher education.

Institutions of higher education in the context of Fellow

A fellow is a title and form of address for distinguished, learned, or skilled individuals in academia, medicine, research, and industry. The exact meaning of the term differs in each field. In learned or professional societies, the term refers to a privileged member who is specially elected in recognition of their work and achievements. Within institutions of higher education, a fellow is a member of a highly ranked group of teachers at a particular college or university or a member of the governing body in some universities. It can also be a specially selected postgraduate student who has been appointed to a post (called a fellowship) granting a stipend, research facilities and other privileges for a fixed period (usually one year or more) in order to undertake some advanced study or research, often in return for teaching services. In the context of medical education in North America, a fellow (also known as a fellow physician) is a doctor who is undergoing a supervised, sub-specialty medical training (fellowship) after having completed a specialty training program (residency). Lastly, In large, R&D-intensive institutions, the term denotes a small number of senior scientists and engineers.

Institutions of higher education in the context of National Institutional Ranking Framework

National Institutional Ranking Framework (NIRF) is a ranking methodology released annually by the Ministry of Education, Government of India, to rank institutions of higher education in India. The framework was approved by the former Ministry of Human Resource Development (now the Ministry of Education) and launched by the Minister on 29 September 2015.

Depending on their areas of operation, institutions have been ranked under 11 different categories – overall, university, colleges, engineering, management, pharmacy, law, medical, architecture, dental and research. The Framework uses several parameters for ranking purposes like resources, research, and stakeholder perception. These parameters have been grouped into five clusters and these clusters were assigned certain weights. These weights depend on the type of institution. About 3500 institutions voluntarily participated in the first round of rankings.
