Institutional racism, also known as systemic racism, is a form of institutional discrimination based on race or ethnic group and can include policies and practices that exist throughout a whole society or organization that result in and support a continued unfair advantage to some people and unfair or harmful treatment of others. It manifests as discrimination in areas such as criminal justice, employment, housing, healthcare, education and political representation.

The term institutional racism was first coined in 1967 by Stokely Carmichael and Charles V. Hamilton in Black Power: The Politics of Liberation. Carmichael and Hamilton wrote in 1967 that, while individual racism is often identifiable because of its overt nature, institutional racism is less perceptible because of its "less overt, far more subtle" nature. Institutional racism "originates in the operation of established and respected forces in the society, and thus receives far less public condemnation than [individual racism]".

White supremacy is the belief that white people are superior to those of other races. The belief favors the maintenance and defense of any power and privilege held by white people. White supremacy has roots in the now-discredited doctrine of scientific racism and was a key justification for European colonialism.

As a political ideology, it imposes and maintains cultural, social, political, historical or institutional domination by white people and non-white supporters. In the past, this ideology had been put into effect through socioeconomic and legal structures such as the Atlantic slave trade, European colonial labor and social practices, the Scramble for Africa, Jim Crow laws in the United States, the activities of the Native Land Court in New Zealand, the White Australia policies from the 1890s to the mid-1970s, and apartheid in South Africa. This ideology is also today present among neo-Confederates.

The term "person of color" (pl.: people of color or persons of color; abbreviated POC) is used to describe any person who is not considered "white". In its current meaning, the term originated in, and is associated with, the United States. From the 2010s, however, it has been adopted elsewhere in the Anglosphere (often as person of colour), including relatively limited usage in the United Kingdom, Canada, Australia, Ireland, and South Africa.

In the United States, the term is involved in the various definitions of non-whiteness, including African Americans, Asian Americans, Native Americans, Pacific Islander Americans, multiracial Americans, and some Latino Americans, though members of these communities may prefer to view themselves through their cultural identities rather than color-related terminology. The term, as used in the United States, emphasizes common experiences of systemic racism, which some communities have faced. The term may also be used with other collective categories of people such as "communities of color", "men of color" (MOC), "women of color" (WOC), or "librarians of color". The acronym "BIPOC" refers to "black, indigenous, and other people of color" and aims to emphasize the historic oppression of black and indigenous people. The term "colored" was originally equivalent in use to the term "person of color" in American English, but usage of the appellation "colored" in the Southern United States gradually came to be restricted to "Negroes", and it is now considered a racial pejorative. Elsewhere in the world, and in other dialects of English, the term may have entirely different connotations, however; for example, in South Africa, "Coloureds" refers to multiple multiracial ethnic groups and is sometimes applied to other groups in Southern Africa, such as the Basters of Namibia.

Institutional racism in the context of Societal racism

Societal racism is a type of racism based on a set of institutional, historical, cultural and interpersonal practices within a society that places one or more social or ethnic groups in a better position to succeed and disadvantages other groups so that disparities develop between the groups. Societal racism has also been called structural racism, because, according to Carl E. James, society is structured in a way that excludes substantial numbers of people from minority backgrounds from taking part in social institutions. Societal racism is sometimes referred to as systemic racism as well. Societal racism is a form of societal discrimination.

Institutional racism in the context of Xenophobia and discrimination in Turkey

In Turkey, xenophobia and discrimination are present in its society and throughout its history, including ethnic discrimination, religious discrimination and institutional racism against non-Turkish, non-Kemalist, non-Muslim and non-Sunni minorities. This appears mainly in the form of negative attitudes and actions by some people towards people who are not considered ethnically Turkish, notably Kurds, Armenians, Arabs, Assyrians, Greeks, Jews, and peripatetic groups like Romani people, Domari, Abdals and Lom. In recent years, racism in Turkey has increased towards Middle Eastern nationals such as Syrian refugees, Afghan, Pakistani, and African migrants.

There is also reported rising resentment towards the influx of Russians, Ukrainians and maybe Belarusians and Bulgarians in the country as a result of the Ukrainian war from Turks who claim it is creating a housing crisis for locals.
