The supreme state organ of power (SSOP) is a type of legislature and the highest representative institution in communist states operating under the Marxist–Leninist principle of unified power. Unlike systems based on the fusion or separation of powers, the SSOP holds legislative, executive, judicial, and all other forms of state power. Formally regarded as the embodiment of popular sovereignty and the head of the unified state apparatus, its activities in practice are closely shaped by the ruling communist party.

In the People's Republic of China, politics functions within a communist state framework based on the system of people's congress under the leadership of the Chinese Communist Party (CCP), with the National People's Congress (NPC) functioning as the highest organ of state power and only branch of government per the principle of unified power. The CCP leads state activities by holding two-thirds of the seats in the NPC, and these party members are, in accordance with democratic centralism, responsible for implementing the policies adopted by the CCP Central Committee and the National Congress. China's two special administrative regions (SARs), Hong Kong and Macau, are nominally autonomous from this system.

The Chinese political system is considered authoritarian. Direct elections occur only at the local level, not the national level, with all candidate nominations controlled by the CCP.

The Presidium of the Supreme Soviet (Russian: Президиум Верховного Совета, romanizedPrezidium Verkhovnogo Soveta) was the standing organ of the highest body of state authority in the Union of Soviet Socialist Republics (USSR). The presidium was elected by joint session of both houses of the Supreme Soviet to act on its behalf while the Supreme Soviet was not in session. By the 1936 and 1977 Soviet Constitution, the Presidium of the Supreme Soviet served as the collective head of state of the USSR. In all its activities, the Presidium was accountable to the Supreme Soviet of the USSR.

The Government of the Union of Soviet Socialist Republics (USSR) was the executive and administrative organ of the highest body of state authority, the All-Union Supreme Soviet. It was formed on 30 December 1922 and abolished on 26 December 1991. The government was headed by a chairman, most commonly referred to as the premier of the Soviet Union, and several deputy chairmen throughout its existence. The Communist Party of the Soviet Union (CPSU), as "The leading and guiding force of Soviet society and the nucleus of its political system" per Article 6 of the state constitution, controlled the government by holding a two-thirds majority in the All-Union Supreme Soviet. The government underwent several name changes throughout its history, and was known as the Council of People's Commissars from 1922 to 1946, the Council of Ministers from 1946 to 1991, the Cabinet of Ministers from January to August 1991 and the Committee on the Operational Management of the National Economy from August to December 1991.

The government chairman was nominated by the Central Committee of the Communist Party of the Soviet Union (CPSU) and elected by delegates at the first plenary session of a newly elected Supreme Soviet of the Soviet Union. Certain governments, such as Ryzhkov's second government, had more than 100 government ministers, serving as first deputy premiers, deputy premiers, government ministers or heads of state committees/commissions; they were chosen by the premier and confirmed by the Supreme Soviet. The Government of the Soviet Union exercised its executive powers in conformity with the constitution of the Soviet Union and legislation enacted by the Supreme Soviet. The first government was led by Vladimir Lenin, and the last government was led by Valentin Pavlov.

The National People's Congress (NPC) is the highest organ of state power of the People's Republic of China (PRC). Per the principle of unified power, the NPC heads China's unified state apparatus, and per the division of labour of state organs all state organs from the State Council to the Supreme People's Court (SPC) are accountable to it. With 2,977 members in 2023, it is the largest legislative body in the world. The NPC is elected for a term of five years. It holds annual sessions every spring, usually lasting from 10 to 14 days, in the Great Hall of the People on the west side of Tiananmen Square in Beijing.

Under China's Constitution, the NPC is structured as a unicameral legislature, with the power to amend the Constitution, legislate and oversee the operations of the government, and elect the major officers of the National Supervisory Commission, the Supreme People's Court, the Supreme People's Procuratorate, the Central Military Commission, and the state. Since Chinese politics functions within a communist state framework based on the system of people's congress, the NPC works under the leadership of the Chinese Communist Party (CCP). Some observers characterize the branch as a rubber stamp body. Most delegates to the NPC are officially elected by local people's congresses at the provincial level, local legislatures which are indirectly elected at all levels except the county-level. The CCP controls the nomination and election processes at every level in the people's congress system.

Highest organ of state power in the context of All-Russian Congress of Soviets

The All-Russian Congress of Soviets evolved from 1917 to become the supreme governing body of the Russian Soviet Federative Socialist Republic from 1918 until 1936, effectively. The 1918 Constitution of the Russian SFSR mandated that Congress shall convene at least twice a year, with the duties of defining (and amending) the principles of the Soviet Constitution and ratifying peace treaties. The October Revolution ousted the provisional government of 1917, making the Congress of Soviets the sole, and supreme governing body. This Congress was not the same as the Congress of Soviets of the Soviet Union which governed the whole Soviet Union after its creation in 1922.

For the earlier portion of its life, the Congress was a democratic body. Over Russia there were hundreds of soviets, democratic local governing bodies in which the surrounding population could participate. The soviets elected the delegates to the Congress, and then in turn the Congress held the national authority, making the highest decisions. There were several political parties represented in the various sessions of the Congress, each of which fought for increasing their own influence in the soviets. However, as the Russian Civil War progressed, the soviets' authority was progressively reduced, with the rise of Stalinism effectively cementing this situation and decisively turning the Congress into a rubber stamp. The Congress was formed of representatives of city councils (1 delegate per 25,000 voters) and the congresses of the provincial (oblast) and autonomous republican councils (1 deputy for every 125,000 inhabitants).

The Central Executive Committee of the USSR (Russian: Центральный исполнительный комитет СССР, romanizedTsentralʹnyĭ ispolnitelʹnyĭ komitet SSSR), which may be abbreviated as the CEC (Russian: ЦИК, romanizedTsIK), was the supreme governing body of the USSR in between sessions of the All-Union Congress of Soviets from 1922 to 1938. The Central Executive Committee elected the Presidium, which, like its parent body, was the delegated governing authority when the other was not in session. The chairman of the Presidium, served as the ceremonial head of state of the USSR. The Central Executive Committee also elected the Council of People's Commissars which was its executive and administrative organ. The Central Executive Committee of the USSR was established in 1922 by the First All-Union Congress of Soviets, and was replaced by the Presidium of the Supreme Soviet in 1938.

Initially the committee had four co-chairs, after 1925 there were seven. The Kazakh and Kirghiz SSRs were created in 1936 and did not have co-chairs in the committee, as it dissolved just two years later.

The National Assembly (Hungarian: Országgyűlés, lit.'Country Assembly' [ˈorsaːɡɟyːleːʃ]) is the parliament of Hungary. The unicameral body consists of 199 (386 between 1990 and 2014) members elected to four-year terms. Election of members is done using a semi-proportional representation: a mixed-member majoritarian representation with partial compensation via transfer votes and mixed single vote; involving single-member districts and one list vote; parties must win at least 5% of the popular vote in order to gain list seats. The Assembly includes 25 standing committees to debate and report on introduced bills and to supervise the activities of the ministers. The Constitutional Court of Hungary has the right to challenge legislation on the grounds of constitutionality.

Under communist rule, the National Assembly existed as the supreme organ of state power as the sole branch of government in Hungary, and per the principle of unified power, all state organs were subservient to it. Since 1902, the assembly has met in the Hungarian Parliament Building in Budapest.

The All-Russian Central Executive Committee (Russian: Всероссийский Центральный Исполнительный Комитет (ВЦИК), romanizedVserossijskij Tsentraĺný Ispolniteĺný Komitet (VTsIK)) was (June – November 1917) a permanent body formed by the First All-Russian Congress of Soviets of Workers' and Soldiers' Deputies (held from June 16 to July 7, 1917 in Petrograd), then became the supreme governing body of the Russian Soviet Federative Socialist Republic in between sessions of the All-Russian Congress of Soviets from 1917 to 1937. In 1937, the All-Russian Central Executive Committee was replaced with the Presidium of the Supreme Soviet of the Russian SFSR.

At formation, its full name was the All-Russian Central Executive Committee of the Soviets of Workers' and Soldiers' Deputies. Later it was the All-Russian Central Executive Committee of the Soviets of Workers', Peasants', Red Army, and Cossack Deputies (Russian: Всероссийский Центральный Исполнительный Комитет Советов рабочих, крестьянских, красноармейских и казачьих депутатов).
