⭐ Core Definition: Government of Ireland

The Government of Ireland (Irish: Rialtas na hÉireann) is the executive authority of Ireland, headed by the Taoiseach, the head of government. The government – also known as the cabinet – is composed of ministers, each of whom must be a member of the Oireachtas, which consists of Dáil Éireann and Seanad Éireann. Ministers are usually assigned a government department with a portfolio covering specific policy areas although provision exists for the appointment of a minister without portfolio.

The taoiseach must be nominated by the Dáil, the House of Representatives, from among its members. Following the nomination of the Dáil, the president of Ireland formally appoints the taoiseach. The president also appoints members of the government on the nomination of the taoiseach and their approval by the Dáil. The taoiseach nominates one member of the government as tánaiste, the deputy head of government. Like the taoiseach, the tánaiste and the minister for finance must be members of the Dáil.

The Good Friday Agreement (GFA) or Belfast Agreement (Irish: Comhaontú Aoine an Chéasta or Comhaontú Bhéal Feirste; Ulster Scots: Guid Friday Greeance or Bilfawst Greeance) is a pair of agreements signed on 10 April (Good Friday) 1998 that ended most of the violence of the Troubles, an ethnic and national conflict in Northern Ireland since the late 1960s. It was a major development in the Northern Ireland peace process of the 1990s. It is made up of the Multi-Party Agreement between most of Northern Ireland's political parties, and the British–Irish Agreement between the British and Irish governments. Northern Ireland's present devolved system of government is based on the agreement.

Issues relating to sovereignty, governance, discrimination, military and paramilitary groups, justice and policing were central to the agreement. It restored self-government to Northern Ireland on the basis of "power sharing" and it included acceptance of the principle of consent, commitment to civil and political rights, cultural parity of esteem, police reform, paramilitary disarmament and early release of paramilitary prisoners, followed by demilitarisation. The agreement also created a number of institutions between Northern Ireland and Ireland ("North–South"), and between Ireland and the United Kingdom ("East–West").

Government of Ireland in the context of Northern Ireland

Northern Ireland is a part of the United Kingdom in the north-east of the island of Ireland. It has been variously described as a country, province or region. Northern Ireland shares an open border to the south and west with the Republic of Ireland. At the 2021 census, its population was 1,903,175, making up around 3% of the UK's population and 27% of the population on the island of Ireland. The Northern Ireland Assembly, established by the Northern Ireland Act 1998, holds responsibility for a range of devolved policy matters, while other areas are reserved for the UK Government. The government of Northern Ireland cooperates with the government of Ireland in several areas under the terms of the Good Friday Agreement. The Republic of Ireland also has a consultative role on non-devolved governmental matters through the British–Irish Governmental Conference (BIIG).

Northern Ireland was created in 1921, when Ireland was partitioned by the Government of Ireland Act 1920, creating a devolved government for the six northeastern counties. As was intended by unionists and their supporters in Westminster, Northern Ireland had a unionist majority, who wanted to remain in the United Kingdom; they were generally the Protestant descendants of colonists from Britain. Meanwhile, the majority in Southern Ireland (which became the Irish Free State in 1922), and a significant minority in Northern Ireland, were Irish nationalists (generally Catholics) who wanted a united independent Ireland. Today, the former generally see themselves as British and the latter generally see themselves as Irish, while a Northern Irish or Ulster identity is claimed by a significant minority from all backgrounds.

Ireland (Irish: Éire [ˈeːɾʲə] ), also known as the Republic of Ireland (Poblacht na hÉireann), is a country in Northwestern Europe. It consists of 26 of the 32 counties of the island of Ireland, with a population of about 5.4 million. Its capital and largest city is Dublin, on the eastern side of the island, with a population of over 1.5 million. The sovereign state shares its only land border with Northern Ireland, which is part of the United Kingdom. It is otherwise surrounded by the Atlantic Ocean, with the Celtic Sea to the south, St George's Channel to the south-east and the Irish Sea to the east. It is a unitary, parliamentary republic. The legislature, the Oireachtas, consists of a lower house, Dáil Éireann; an upper house, Seanad Éireann; and an elected president (Uachtarán) who serves as the largely ceremonial head of state, but with some important powers and duties. The head of government is the Taoiseach (prime minister, lit.'chief'), elected by the Dáil and appointed by the president, who appoints other government ministers.

The Irish Free State was created with Dominion status in 1922, following the Anglo-Irish Treaty. In 1937, a new constitution was adopted, in which the state was named "Ireland" and effectively became a republic, with an elected non-executive president. It was officially declared a republic in 1949, following The Republic of Ireland Act 1948. Ireland became a member of the United Nations in 1955. It joined the European Communities (EC), the predecessor of the European Union (EU), in 1973. The state had no formal relations with Northern Ireland for most of the 20th century, but the 1980s and 1990s saw the British and Irish governments working with Northern Irish parties to resolve the conflict that had become known as the Troubles. Since the signing of the Good Friday Agreement in 1998, the Irish government and Northern Irish government have co-operated on a number of policy areas under the North/South Ministerial Council created by the Agreement.

Government of Ireland in the context of Visa policy of Ireland

The visa policy of Ireland is set by the Government of Ireland and determines visa requirements for foreign citizens. If someone other than a European Union, EFTA or Common Travel Area citizen seeks entry to Ireland, they must be a national of a visa-exempt country or have a valid Irish visa issued by one of the Irish diplomatic missions around the world.

Although Ireland is a member of the European Union, it is not part of the Schengen Area and therefore sets its own visa policy. Ireland also operates the Common Travel Area with the United Kingdom, the Channel Islands and the Isle of Man which specifies open borders between the countries and territories. Established in 1923, it permits British and Irish citizens freedom of movement around the Common Travel Area and to cross its borders with minimal or no identity documents.

Government of Ireland in the context of Countries of the United Kingdom

Since 1922, the United Kingdom has been made up of four countries: England, Scotland, Wales (which collectively make up Great Britain) and Northern Ireland (variously described as a country, province, jurisdiction or region). The UK prime minister's website has used the phrase "countries within a country" to describe the United Kingdom.

Although the United Kingdom is a unitary sovereign state, it contains three distinct legal jurisdictions in Scotland, England and Wales, and Northern Ireland, each retaining its own legal system even after joining the UK. Since 1998, Northern Ireland, Scotland, and Wales have also gained significant autonomy through the process of devolution. The UK Parliament and UK Government deal with all reserved matters for Northern Ireland, Scotland, and Wales, but not in general matters that have been devolved to the Northern Ireland Assembly, Scottish Parliament, and Senedd. Additionally, devolution in Northern Ireland is conditional on co-operation between the Northern Ireland Executive and the Government of Ireland (see North/South Ministerial Council) and the British Government consults with the Government of Ireland to reach agreement on some non-devolved matters for Northern Ireland (see British–Irish Intergovernmental Conference). England, comprising the majority of the population and area of the United Kingdom, does not have its own devolved government, and remains fully the responsibility of the United Kingdom Parliament centralised in London. In July 2025, the council of the English county of Cornwall backed a motion calling for Cornwall to be regarded as the UK's fifth nation.

Government of Ireland in the context of The Republic of Ireland Act 1948

The Republic of Ireland Act 1948 (No. 22 of 1948) is an Act of the Oireachtas which declares that the description of Ireland is the Republic of Ireland, and vests in the president of Ireland the power to exercise the executive authority of the state in its external relations, on the advice of the Government of Ireland. The Act was signed into law on 21 December 1948 and came into force on 18 April 1949, Easter Monday, the 33rd anniversary of the beginning of the Easter Rising.

The Act ended the remaining statutory role of the British monarchy in relation to Ireland, by repealing the 1936 External Relations Act, which had vested in George VI, in his capacity as a symbol of the cooperation of the nations that were members of the Commonwealth with which Ireland associated itself, and his successors those functions which the Act now transferred to the President.

Government of Ireland in the context of British–Irish Intergovernmental Conference

The British–Irish Intergovernmental Conference (BIIGC) is an intergovernmental organisation established by the Governments of Ireland and the United Kingdom under the Good Friday Agreement in 1998. It first met in London in 1999, and the latest meeting took place at 100 Parliament Street in London on 29 April 2024.

When the Northern Ireland Assembly is suspended, devolved matters revert to the BIIGC's remit. The BIIGC guarantees the Government of Ireland a say in areas of bilateral co-operation and on those matters not yet devolved to the Northern Ireland Assembly or the North/South Ministerial Council.

Government of Ireland in the context of Department of State (Ireland)

A Department of State (Irish: Roinn Stáit) of Ireland is a department or ministry of the Government of Ireland. The head of such a department is a minister termed a Minister of the Government; prior to 1977 such ministers were called Ministers of State, a term now used for junior (non-cabinet) ministers. Most members of the government are Ministers of the Government, though there may occasionally be a minister without portfolio who does not head a department of state. The law regarding the departments of state and ministers of the government is based in the Constitution of Ireland, primarily in Article 28; legislative detail is given in the Ministers and Secretaries Acts 1924 to 2020.

Government of Ireland in the context of Dáil vote for Taoiseach

The Taoiseach is the head of the Government of Ireland. Under Article 13 of the Constitution of Ireland, the Taoiseach is appointed by the President of Ireland on the nomination of Dáil Éireann, the lower house of the Oireachtas. The Taoiseach must be a member of Dáil Éireann.

After a general election or the resignation or death of a Taoiseach, members of the Dáil are proposed and seconded for the nomination of the Dáil to the position of Taoiseach. They are voted on in the order in which they are proposed. The candidate reaching a majority of votes cast wins the nomination, and is formally appointed as Taoiseach by the President in Áras an Uachtaráin. Before 2016, all successful candidates obtained the votes of 50% or more of the house, but following the 2016 election, Enda Kenny was elected with the votes of just over one-third of TDs after Fianna Fáil abstained as part of a confidence and supply arrangement. Since 2016, it has been possible to formally register an abstention in Dáil votes. The Ceann Comhairle casts a vote only in the case of a tie.
