Perestroika (/ˌpɛrəˈstrɔɪkə/ PERR-ə-STROY-kə; Russian: перестройка, romanized: perestroyka, IPA: [pʲɪrʲɪˈstrojkə] ) was a political reform movement within the Communist Party of the Soviet Union (CPSU) during the late 1980s, widely associated with CPSU general secretary Mikhail Gorbachev and his glasnost (meaning "transparency") policy reform. The literal meaning of perestroika is "restructuring", referring to the restructuring of the political economy of the Soviet Union in an attempt to end the Era of Stagnation.

Perestroika allowed more independent actions from various ministries and introduced many market-like reforms. The purported goal of perestroika was not to end the planned economy, but rather to make socialism work more efficiently to better meet the needs of Soviet citizens by adopting elements of liberal economics. The process of implementing perestroika added to existing shortage and created political, social, and economic tensions within the Soviet Union. Furthermore, it is often blamed for the political ascent of nationalism and nationalist political parties in the constituent republics.

In the Soviet Union, a Union Republic (Russian: Сою́зная Респу́блика, romanizedSoyúznaya Respúblika) or unofficially a Republic of the USSR was a constituent federated political entity with a system of government called a Soviet republic, which was officially defined in the 1977 constitution as "a sovereign Soviet socialist state which has united with the other Soviet republics to form the Union of Soviet Socialist Republics" and whose sovereignty is limited by membership in the Union. As a result of its status as a sovereign state, the Union Republic de jure had the right to enter into relations with foreign states, conclude treaties with them and exchange diplomatic and consular representatives and participate in the activities of international organizations (including membership in international organizations). The Union Republics were perceived as national-based administrative units of the Union of Soviet Socialist Republics (USSR).

The Soviet Union was formed in 1922 by a treaty between the Soviet republics of Byelorussia, Russian SFSR (RSFSR), Transcaucasian Federation, and Ukraine, by which they became its constituent republics of the Union of Soviet Socialist Republics (Soviet Union). For most of its history, the USSR was a one-party state led by the Communist Party of the Soviet Union. Key functions of the USSR were highly centralized in Moscow until its final years, despite its nominal structure as a federation of republics; the light decentralization reforms during the era of perestroika (reconstruction) and glasnost (voice-ness, as in freedom of speech) conducted by Mikhail Gorbachev as part of the Helsinki Accords are cited as one of the factors which led to the dissolution of the USSR in 1991 as a result of the Cold War and the creation of the Commonwealth of Independent States.

Collective leadership (Russian: коллективное руководство, kollektivnoye rukovodstvo), or collectivity of leadership (Russian: коллективность руководства, kollektivnost rukovodstva), became - alongside doctrine such as democratic centralism - official dogma for governance in the Union of Soviet Socialist Republics (USSR) and other socialist states espousing communism.In the Soviet Union itself, the collective leadership concept operated by distributing powers and functions among members of the Politburo and the Central Committee of the Communist Party of the Soviet Union, as well as the Council of Ministers, to hinder any attempts to create a one-man dominance over the Soviet political system by a Soviet leader, such as that seen under Joseph Stalin's rule between the late 1920s and 1953. On the national level, the heart of the collective leadership was officially the Central Committee of the Communist Party. Collective leadership was characterised by limiting the powers of the General Secretary and the Chairman of the Council of Ministers as related to other offices by enhancing the powers of collective bodies, such as the Politburo.

Collective leadership became institutionalised in the upper levels of control in the Soviet Union following Stalin's death in March 1953, and subsequent Soviet Communist Party leaders ruled as part of a collective. First Secretary Nikita Khrushchev criticized Stalin's dictatorial rule at the 20th Party Congress in 1956, but Khrushchev's own increasingly erratic decisions led to his ouster in 1964. The Party replaced Khrushchev in his posts with Leonid Brezhnev as First Secretary and with Alexei Kosygin as Premier. Though Brezhnev gained more and more prominence over his colleagues, he retained the Politburo's support by consulting its members on all policies. Collective leadership continued under Yuri Andropov (General Secretary from 1982 to 1984) and Konstantin Chernenko (General Secretary from 1984 to 1985). Mikhail Gorbachev's reforms espoused open discussion from about 1986, leading to members of the leadership openly disagreeing on how little or how much reform was needed to rejuvenate the Soviet system.

Glasnost in the context of De-satellization of the Socialist Republic of Romania

The de-satellization of the Socialist Republic of Romania from the Soviet Union was the release of Romania from its Soviet satellite status in the 1960s. The Romanian leadership achieved the de-satellization partly by taking advantage of Nikita Khrushchev's errors and vulnerabilities. Romania's independence was tolerated by Moscow because its ruling party was not going to abandon communism. Although Romania remained a member of both the Warsaw Pact and Comecon, it was not to be a docile member of either.

Even before Nicolae Ceaușescu came to power, Romania was a genuinely independent country, as opposed to the rest of the Warsaw Pact. To some extent, it was even more independent than Cuba (a socialist state that was not a member of the Warsaw Pact). The Romanian regime was largely impervious to Soviet political influence, and Ceaușescu was the only declared opponent of glasnost and perestroika. Due to the conflictual relationship between Bucharest and Moscow, the West did not hold the Soviet Union responsible for the policies pursued by Romania, as it did for other countries in the region such as Czechoslovakia and Poland. At the start of 1990, Soviet foreign minister Eduard Shevardnadze implicitly confirmed the lack of Soviet influence over Ceaușescu's Romania. When asked whether it made sense for him to visit Romania less than two weeks after its revolution, Shevardnadze insisted that only by going in person to Romania could he figure out how to "restore Soviet influence".

The Socialist Unity Party of Germany (German: Sozialistische Einheitspartei Deutschlands, pronounced [zotsi̯aˈlɪstɪʃə ˈʔaɪnhaɪtspaʁˌtaɪ ˈdɔʏtʃlants] ; SED, pronounced [ˌɛsʔeːˈdeː] ) was the founding and ruling party of the German Democratic Republic (GDR) from the country's establishment in 1949 until the Peaceful Revolution of 1989. Formed in 1946 through a forced merger of the East German branches of the Communist Party of Germany and the Social Democratic Party of Germany, the SED aimed to consolidate working-class politics under a common platform of Marxism–Leninism. The SED played a central role in the building of East Germany's socialist institutions, economy and governance, steering the country's development in line with a planned economy and collective social welfare.

The SED was structured according to democratic centralism, with authority flowing from the Party Congress through the Central Committee to the Politburo. Though the Party Congress formally held supreme authority, the Politburo and the Secretariat carried out decision-making between congresses. The SED's General Secretary wielded absolute power, often serving concurrently in key state roles. Walter Ulbricht, the party's leading figure from the early 1950s until 1971, oversaw the construction of East Germany's socialist economy and institutions, but was eventually deposed for a series of failed economic reforms aimed at raising the GDR's competitiveness, as well as a worsening relationship with the Soviets. His successor, Erich Honecker, presided over a period of increasing economic stagnation until 1989. The SED promoted universal education and healthcare, the collectivisation of agriculture and the nationalisation of industry, while placing emphasis on ideological training, including mandatory instruction in Marxism–Leninism and the Russian language in schools and universities. Near the end of the Cold War, it remained skeptical of perestroika and glasnost under Soviet leader Mikhail Gorbachev, viewing these as destabilising for the socialist project. This position eventually contributed to East Germany's political isolation and the rapid transformation that followed in 1989.
