Gaius Lutatius Catulus (fl. 242–241 BC) was a Roman statesman and naval commander in the First Punic War. He was born a member of the plebeian gens Lutatius. His cognomen "Catulus" means "puppy". There are no historical records of his life prior to consulship, but his career probably followed the standard cursus honorum, beginning with service in the cavalry and continuing with the positions of military tribune and quaestor.

He was elected as a consul in 242 BC, a novus homo. His colleague as consul was Aulus Postumius Albinus. In addition to the consulship Postumius held the position of Flamen Martialis, and for this reason the pontifex maximus Lucius Caecilius Metellus forbade him from leaving the city. Lutatius was therefore the only candidate for commanding the war in Sicily. The senate appointed the praetor Quintus Valerius Falto as his second-in-command. This was somewhat of a novelty, since a second praetorship was created only a few years earlier, thereby allowing one of the praetors to leave Rome. Typically the two consuls shared the command of the army.

The Battle of the Aegates was a naval battle fought on 10 March 241 BC between the fleets of Carthage and Rome during the First Punic War. It took place among the Aegates Islands, off the western coast of the island of Sicily. The Carthaginians were commanded by Hanno, and the Romans were under the overall authority of Gaius Lutatius Catulus, but Quintus Valerius Falto commanded during the battle. It was the final and deciding battle of the 23-year-long First Punic War.

The Roman army had been blockading the Carthaginians in their last strongholds on the west coast of Sicily for several years. Almost bankrupt, the Romans borrowed money to build a naval fleet, which they used to extend the blockade to the sea. The Carthaginians assembled a larger fleet which they intended to use to run supplies into Sicily. It would then embark much of the Carthaginian army stationed there as marines. It was intercepted by the Roman fleet and in a hard-fought battle, the better-trained Romans defeated the undermanned and ill-trained Carthaginian fleet, which was further handicapped by being laden with supplies and having not yet embarked its full complement of marines.

The Treaty of Lutatius was the agreement between Carthage and Rome of 241 BC (amended in 237 BC), that ended the First Punic War after 23 years of conflict. Most of the fighting during the war took place on, or in the waters around, the island of Sicily and in 241 BC a Carthaginian fleet was defeated by a Roman fleet commanded by Gaius Lutatius Catulus while attempting to lift the blockade of its last, beleaguered, strongholds there. Accepting defeat, the Carthaginian Senate ordered their army commander on Sicily, Hamilcar Barca, to negotiate a peace treaty with the Romans, on whatever terms he could negotiate. A draft treaty was rapidly agreed upon, but when it was referred to Rome for ratification it was rejected.

Rome then sent a ten-man commission to settle the matter. This in turn agreed that Carthage would hand over what it still held of Sicily; relinquish several groups of islands nearby; release all Roman prisoners without ransom, although ransom would need to be paid to secure the release of prisoners held by the Romans; and pay an indemnity of 3,200 talents of silver – 82,000 kilograms (81 long tons) – over 10 years. The treaty received its name from the victorious Gaius Lutatius Catulus, who also negotiated the initial draft.

Gaius Lutatius Catulus in the context of Tempestas

In ancient Roman religion, Tempestas (Latin tempestas: "season, weather; bad weather; storm, tempest") is a goddess of storms or sudden weather. As with certain other nature and weather deities, the plural form Tempestates is common. Cicero, in discussing whether natural phenomena such as rainbows and clouds should be regarded as divine, notes that the Tempestates had been consecrated as deities by the Roman people.

A temple (aedes or delubrum) was dedicated to the Tempestates (given in the singular by Ovid) by L. Cornelius Scipio in 259 BC, as recorded by his epitaph. Scipio had been caught in a storm with his fleet off Corsica, and the building of the temple was in fulfillment of a vow made in asking for deliverance. Ovid gives the dedication day as June 1, but it appears as December 23 in the Fasti Antiates Maiores; this latter date may mark a renovation, or there may have been more than one temple to the Tempestates. The temple vowed in 259 was located in Regio I, perhaps near the Tomb of the Scipios, and was connected with the temples of Mars and Minerva there. William Warde Fowler saw a pattern of temple dedications during this period that acknowledged water as a divine force, including the Temple of Juturna vowed in 241 by Lutatius Catulus, and the Temple of Fons during the Corsican war of 231. Black sheep were sacrificed at her temple.
