Johannes Wijnandus "Johan" Remkes (born 15 June 1951) is a Dutch politician and nonprofit director who served as Deputy Prime Minister of the Netherlands from 2002 to 2003 under Prime Minister Jan Peter Balkenende. He is a member of the People's Party for Freedom and Democracy (VVD).

Remkes studied Economics at the University of Groningen obtaining a Bachelor of Economics degree. Remkes served as chairman of the political youth organisation JOVD from July 1975 until November 1977. Remkes worked as member of the Provincial-Executive of Groningen from May 1982 until October 1993. Remkes became a member of the House of Representatives on 26 October 1993 serving as a frontbencher and spokesperson for Housing. After the election of 1998 Remkes was appointed as State Secretary for Housing, Spatial Planning and the Environment under the Second Kok cabinet taking office on 3 August 1998. After the election of 2002 Remkes was appointed as Deputy Prime Minister and Minister of the Interior and Kingdom Relations in the First Balkenende cabinet, which took office on 22 July 2002 but fell just 87 days into its term. After the election of 2003 Remkes continued as Minister of the Interior and Kingdom Relations in the Second Balkenende cabinet. The cabinet fell on 30 June 2006 and was replaced with the caretaker Third Balkenende cabinet with Remkes retaining his position. After the election of 2006 Remkes returned to the House of Representatives on 30 November 2006 and served as a frontbencher and spokesperson for the Interior. In March 2010, Remkes announced that he would not stand for the election of 2010 and declined to serve in new cabinet.

A private member's bill is a bill (proposed law) introduced into a legislature by a legislator who is not acting on behalf of the executive branch. The designation "private member's bill" is used in most Westminster system jurisdictions, in which a "private member" is any member of parliament (MP) who is not a member of the cabinet (executive). Other labels may be used for the concept in other parliamentary systems; for example, the label member's bill is used in the Scottish Parliament and the New Zealand Parliament, the term private senator's bill is used in the Australian Senate, and the term public bill is used in the Senate of Canada. In legislatures where the executive does not have the right of initiative, such as the United States Congress, the concept does not arise since bills are always introduced by legislators (or sometimes by popular initiative).

In the Westminster system, most bills are "government bills" introduced by the executive, with private members' bills the exception; however, some time is set aside in the schedule for reading such bills. They may be introduced by non-ministerial MPs from government-supporting parties (backbenchers), by members of opposition parties (frontbencher or backbencher), or by independents or crossbenchers. The Israeli Knesset has a long history of enacting private members' bills: a slight majority of the laws passed by it originated as private members' bills, and thousands more are introduced without being passed. In contrast, the Oireachtas (parliament) of the Republic of Ireland rarely passes private members' bills, with the overwhelming number of bills being passed being introduced by members of the cabinet.

Maximilianus "Max" van der Stoel (Dutch pronunciation: [mɑks(imiliˈjaːnʏs) fɑn dər ˈstul]; 3 August 1924 – 23 April 2011) was a Dutch politician and diplomat, member of the Labour Party (PvdA) and activist who served as High Commissioner on National Minorities of the OSCE from 1 January 1993 until 1 July 2001.

Van der Stoel studied Law at the Leiden University obtaining a Master of Laws degree followed by a postgraduate education in Sociology at his alma mater obtaining a Master of Social Science degree. Van der Stoel worked as a researcher at the Wiardi Beckman Foundation from April 1953 until August 1958 and for the Labour Party party board from June 1958 until July 1965. After the Senate election of 1960 Van der Stoel was elected as a Member of the Senate on 27 September 1960 serving as a frontbencher and spokesperson for Foreign Affairs. After the election of 1963 Van der Stoel was elected as a member of the House of Representatives on 5 June 1963 and served as a frontbencher and spokesperson for Foreign Affairs. Van der Stoel was appointed as State Secretary for Foreign Affairs in the Cabinet Cals taking office on 22 July 1965. The Cabinet Cals fell just one year into its term after the Night of Schmelzer and was replaced on 22 November 1966. After the election of 1967 Van der Stoel returned to the House of House of Representatives on 23 February 1967 and again served as a frontbencher and spokesperson for Foreign Affairs. After the election of 1972 Van der Stoel was appointed as Minister of Foreign Affairs in the Cabinet Den Uyl, taking office on 11 May 1973. The Cabinet Den Uyl fell just before the end of its term. After the election of 1977 Van der Stoel returned to the House of Representatives serving from 8 June 1977 until 8 September 1977 and again from 16 January 1978 serving as a frontbencher chairing the House Committee on Foreign Affairs and spokesperson for European Affairs. After the election of 1981 Van der Stoel was appointed again as Minister of Foreign Affairs in the Cabinet Van Agt II taking office on 11 September 1981. The Cabinet Van Agt II fell just seven months into its term and was replaced with the caretaker Cabinet Van Agt III on 29 May 1982. Shortly thereafter Van der Stoel announced that he wouldn't stand for the election of 1982.

In Westminster and other parliamentary systems, a backbencher is a member of parliament (MP) or a legislator who occupies no governmental office and is not a frontbench spokesperson in the Opposition, being instead simply a member of the "rank and file".

The term dates from 1855. The term derives from the fact that they sit physically behind the frontbench in the House of Commons. A backbencher may be a new parliamentary member yet to receive a high office, a senior figure dropped from government, someone who for whatever reason is not chosen to sit in the government or an opposition spokesperson (such as a shadow cabinet if one exists), or someone who prefers to be a background influence, not in the spotlight.

Frontbencher in the context of Shadow minister

The shadow cabinet or shadow ministry is a feature of the Westminster system of government. It consists of a senior group of opposition spokespeople who, under the leadership of the Leader of the Opposition, form an alternative cabinet to that of the government, and whose members shadow or mirror the positions of each individual member of the Cabinet. Their areas of responsibility, in parallel with the ruling party's ministries, may be referred to as a shadow portfolio. Members of a shadow cabinet have no executive power. It is the shadow cabinet's responsibility to scrutinise the policies and actions of the government, as well as to offer alternative policies. The shadow cabinet makes up the majority of the Official Opposition frontbench, as part of frontbenchers to the parliament. Smaller opposition parties in Britain and Ireland have Frontbench Teams.

In many countries, a member of the shadow cabinet is referred to as a shadow minister. In the United Kingdom's House of Lords and in New Zealand, the term spokesperson is used instead of shadow. In Canada, the term opposition critic is also used.

Frontbencher in the context of 1922 Committee

The 1922 Committee, formally known as the Conservative Private Members' Committee, or sometimes simply the 22, is a parliamentary group of the Conservative Party in the British House of Commons. The committee, consisting of all Conservative backbench Members of Parliament (MPs), meets weekly while Parliament is in session and provides a way for backbenchers to co-ordinate and discuss their views independently of frontbenchers. Its executive membership and officers are by consensus limited to backbench MPs; however, since 2010, frontbench Conservative MPs have an open invitation to attend meetings.

The committee can also play an important role in choosing the party leader. The group was formed in 1923 (by MPs who were elected in 1922), but became important after 1940. The committee, collectively, represents the views of the Conservative Party parliamentary rank and file to the party leader, who is usually also the Prime Minister or leader of the Opposition. Whips are present but their role is limited to announcing future business and reporting questions and complaints to the chief whip. Due to the number of members, the group traditionally meets in Committee Room 14, the largest committee room in the Houses of Parliament.
