In American political theory, fiscal conservatism or economic conservatism is a political and economic philosophy regarding fiscal policy and fiscal responsibility with an ideological basis in capitalism, individualism, limited government, and laissez-faire economics. Fiscal conservatives advocate tax cuts, reduced government spending, free markets, deregulation, privatization, free trade, and minimal government debt. Fiscal conservatism follows the same philosophical outlook as classical liberalism. This concept is derived from economic liberalism and later neoliberalism.

The term has its origins in the era of the American New Deal during the 1930s as a result of the policies initiated by modern liberals, when many classical liberals started calling themselves conservatives as they did not wish to be identified with what was being called liberalism in the United States. In the United States, the term liberalism has become associated with the welfare state and expanded regulatory policies created as a result of the New Deal and its offshoots from the 1930s onwards.

In the words of Henry David Thoreau, it is often expressed as the right to "march to the beat of a different drummer". Also known as social liberalism in the United States and Canada, while cultural progressivism does overlap with cultural liberalism, it does not mean exactly the same thing as cultural liberalism. Right-wing populism, also called national populism and right populism, is a political ideology that combines right-wing politics with populist rhetoric and themes. Its rhetoric employs anti-elitist sentiments, opposition to the Establishment, and speaking to or for the common people. Recurring themes of right-wing populists include neo-nationalism, social conservatism, economic nationalism and fiscal conservatism. Stephen Grover Cleveland (March 18, 1837 – June 24, 1908) was the 22nd and 24th president of the United States, serving from 1885 to 1889 and from 1893 to 1897. He was the first U.S. president to serve nonconsecutive terms and the first Democrat elected president after the American Civil War.

Born in Caldwell, New Jersey, Cleveland was elected mayor of Buffalo in 1881 and governor of New York in 1882. While governor, he closely cooperated with state assembly minority leader Theodore Roosevelt to pass reform measures, winning national attention. He led the Bourbon Democrats, a pro-business movement opposed to high tariffs, free silver, inflation, imperialism, and subsidies to businesses, farmers, or veterans. Calvin Coolidge (born John Calvin Coolidge Jr.; /ˈklɪ/ KOOL-ij; July 4, 1872 – January 5, 1933) was the 30th president of the United States, serving from 1923 to 1929. A Republican lawyer from Massachusetts, he previously served as the 29th vice president from 1921 to 1923, under President Warren G. Harding, and as the 48th governor of Massachusetts from 1919 to 1921. Coolidge gained a reputation as a small-government conservative, with a taciturn personality and dry sense of humor that earned him the nickname "Silent Cal".

Coolidge began his career as a member of the Massachusetts State House. He rose up the ranks of Massachusetts politics and was elected governor in 1918. As governor, Coolidge ran on the record of fiscal conservatism, strong support for women's suffrage, and vague opposition to Prohibition. His prompt and effective response to the Boston police strike of 1919 thrust him into the national spotlight as a man of decisive action. The following year, the Republican Party nominated Coolidge as the running mate to Senator Warren G. Harding in the 1920 presidential election, which they won in a landslide. Coolidge served as vice president until Harding's death in 1923, after which he assumed the presidency.

The Libertarian Party (LP) is a political party in the United States. It promotes civil liberties, non-interventionism, laissez-faire capitalism, and limiting the size and scope of government. The world's first explicitly libertarian party, it was conceived in August 1971 at meetings in the home of David Nolan in Westminster, Colorado, and was officially formed on December 11, 1971, in Colorado Springs. The organizers of the party drew inspiration from the works and ideas of the prominent Austrian school economist Murray Rothbard. The founding of the party was prompted in part due to concerns about the Nixon administration's wage and price controls, the Vietnam War, conscription, and the introduction of fiat money.

The party generally supports "personal liberty" and fiscal conservatism, as compared to the Democratic Party's modern liberalism and progressivism and the Republican Party's social conservatism and right-wing populism. Gary Johnson, the party's presidential nominee in 2012 and 2016, claims that the Libertarian Party is more socially liberal than Democrats, and more fiscally conservative than Republicans. The 1984 Canadian federal election was held on September 4, 1984, to elect members to the House of Commons of the 33rd Parliament of Canada, following the dissolution of the House on July 9. The Progressive Conservative Party, led by Brian Mulroney, won a landslide victory, defeating the incumbent governing Liberal Party led by Prime Minister John Turner. The Progressive Conservatives won 211 seats, the most seats in the House in Canadian political history, and regained power for the first time since 1979. This was the first election since 1958 in which the Progressive Conservatives won a majority government, and is also the only time since 1958 that Canada's governing party received an actual majority of votes cast. It was also the first election since 1962 in which the Progressive Conservatives won the popular vote.

Mulroney's victory came as a result of his building of a 'grand coalition' that comprised social conservatives from the West, Red Tories from the East, Quebec nationalists, and fiscal conservatives. Winning 74.8 percent of the seats in the House of Commons meant he won the second-largest percentage of seats in Canadian history, with only Progressive Conservative Prime Minister John Diefenbaker's triumph in the 1958 federal election, at 78.5 percent, being higher. This was the last time that the winning party won every province and territory and the last time that the winning party received over 50 percent of the national popular vote. The Liberals suffered what at that time was the worst defeat for a governing party at the federal level (in terms of percentage of seats), until the new record would be set in 1993 by the Progressive Conservatives themselves. The NDP lost a single seat in the House of Commons.

Bourbon Democrat was a term used in the United States in the later 19th century and early 20th century (1872–1904) to refer to members of the Democratic Party who were ideologically aligned with fiscal conservatism or classical liberalism, especially those who supported presidential candidates Charles O'Conor in 1872, Samuel J. Tilden in 1876, President Grover Cleveland in 1884, 1888, and 1892 and Alton B. Parker in 1904.

Bourbon Democrats were promoters of a form of laissez-faire capitalism which included opposition to the high-tariff protectionism that the Republicans were then advocating, as well as fiscal discipline. They represented business interests, generally supporting the goals of banking and railroads, but opposing subsidies and trade protectionism. They opposed the annexation of Hawaii. They fought for the gold standard against the use of silver to inflate prices, thereby promoting what they called "hard" and "sound" money. Strong supporters of states' rights and reform movements such as the Civil Service Reform and opponents of the corrupt city bosses, Bourbons led the fight against the Tweed Ring. The anti-corruption theme earned the votes of many Republican Mugwumps in 1884.
