The right to privacy is an element of various legal traditions that intends to restrain governmental and private actions that threaten the privacy of individuals. Over 185 national constitutions mention the right to privacy. Since the global surveillance disclosures of 2013, the right to privacy has been a subject of international debate. Government agencies, such as the NSA, FBI, CIA, R&AW, and GCHQ, have engaged in mass, global surveillance. Some current debates around the right to privacy include whether privacy can co-exist with the current capabilities of intelligence agencies to access and analyze many details of an individual's life; whether or not the right to privacy is forfeited as part of the social contract to bolster defense against supposed terrorist threats; and whether threats of terrorism are a valid excuse to spy on the general population. Private sector actors can also threaten the right to privacy – particularly technology companies, such as Amazon, Apple, Meta, Google, Microsoft, and Yahoo that use and collect personal data.

A police dog, also known as a K-9 (phonemic abbreviation of canine), is a dog that is trained to assist police and other law enforcement officers. Their duties may include searching for drugs and explosives, locating missing people, finding crime scene evidence, protecting officers and other people, and attacking suspects who flee from officers. The breeds most commonly used by law enforcement are the German Shepherd, Belgian Malinois, Bloodhound, Dutch Shepherd, and Labrador Retriever. In recent years, the Belgian Malinois has become the leading choice for police and military work due to their intense drive, focus, agility, and smaller size, though German Shepherds remain the breed most associated with law enforcement.

Police dogs are used on a federal and local level for law enforcement purposes in many parts of the world. They are often assigned to what in somenations is referred to as a K-9 Unit, with a specific handler, and must remember several verbal cues and hand gestures. Initial training for a police dog typically takes between eight months and a year, depending on where and how they are trained, and for what purpose. Police dogs often regularly take training programs with their assigned handler to reinforce their training. In many countries, intentionally injuring or killing a police dog is a criminal offense.

Rape by gender classifies types of rape by the sex and gender of both the rapist and the victim. This scope includes both rape and sexual assault more generally. Most research indicates that rape affects women disproportionately, with the majority of people convicted being men; however, since the broadening of the definition of rape in 2012 by the FBI, more attention is being given to male rape, including females raping males.

Since only a small percentage of acts of sexual violence are brought to the attention of the authorities, it is difficult to compile accurate rape statistics. Conviction rates differ by the gender of both the perpetrator and victim. Various studies argue that male-male and female-female prison rape are quite common and may be the least reported form of rape. Furthermore, many rape cases take place when the victims are below the age of consent, bringing in the issue of child sexual abuse or statutory rape.

Eugen Berthold Friedrich Brecht (10 February 1898 – 14 August 1956), known as Bertolt Brecht and Bert Brecht, was a German theatre practitioner, playwright, and poet. Coming of age during the Weimar Republic, he had his first successes as a playwright in Munich and moved to Berlin in 1924, where he wrote The Threepenny Opera with Elisabeth Hauptmann and Kurt Weill and began a life-long collaboration with the composer Hanns Eisler. Immersed in Marxist thought during this period, Brecht wrote didactic Lehrstücke and became a leading theoretician of epic theatre (which he later preferred to call "dialectical theatre") and the Verfremdungseffekt.

When the Nazis came to power in Germany in 1933, Brecht fled his home country, initially to Scandinavia. During World War II he moved to Southern California where he established himself as a screenwriter, while also being surveilled by the FBI. In 1947, he was part of the first group of Hollywood film artists to be subpoenaed by the House Un-American Activities Committee for alleged Communist Party affiliations. The day after testifying, he returned to Europe, eventually settling in East Berlin where he co-founded the theatre company Berliner Ensemble with his wife and long-time collaborator, actress Helene Weigel.

Lone wolf terrorism, or lone actor terrorism, is a type of terrorism committed by an individual who both plans and commits the act on their own. The precise definition of the term varies, and some definitions include those directed by larger organizations and small cells. Other names for the phenomenon include lone operator terrorism, freelance terrorism, solo terrorists, and individual terror cells. It is similar to but distinct from the concept of leaderless resistance.

The name 'lone wolf' is derived from the notion of a lone wolf, a pack animal that has left or been excluded from its pack. The term was popularized in the late 1990s by white supremacist activists Tom Metzger and Alex Curtis, and further from the FBI and the San Diego Police Department's investigation into Curtis, named Operation Lone Wolf. Compared to the general population and members of organized terrorist groups, lone wolf terrorists are more likely to have been diagnosed with a mental illness, though it is not an accurate profiler.

Vito Genovese (Italian: [ˈviːto dʒenoˈveːze, -eːse]; November 21, 1897 – February 14, 1969) was an Italian-born American mafioso and the leader of the Genovese crime family in New York City. A childhood friend and criminal associate of Lucky Luciano, Genovese took part in the Castellammarese War and helped Luciano shape the Mafia's rise as a major force in organized crime in the United States. He would later lead Luciano's crime family, which was renamed by the FBI after Genovese in 1957.

Along with Luciano, Genovese facilitated the expansion of the heroin trade to an international level. He fled to Italy in 1937, and for a brief period during World War II he supported Benito Mussolini's Fascist regime for fear of being deported back to the U.S. to face murder charges. After returning to the U.S. in 1945, Genovese served as mentor to Vincent "Chin" Gigante, the future boss of the Genovese family.

John Edgar Hoover (January 1, 1895 – May 2, 1972) was an American law enforcement administrator who served as the fifth and final director of the Bureau of Investigation (BOI) and the first director of the Federal Bureau of Investigation (FBI). President Calvin Coolidge first appointed Hoover as director of the BOI, the predecessor to the FBI, in 1924. After 11 years in the post, Hoover became instrumental in founding the FBI in June 1935, where he remained as director for an additional 37 years until his death in May 1972 – serving a total of 48 years leading both the BOI and the FBI under eight presidents.

Hoover expanded the FBI into a larger crime-fighting agency and instituted a number of modernizations to policing technology, such as a centralized fingerprint file and forensic laboratories. Hoover also established and expanded a national blacklist, referred to as the FBI Index or Index List.

In the 1960s, for a second decade, the United States FBI continued to maintain a public list of the people it regarded as the Ten Most Wanted Fugitives. Following is a brief review of FBI people and events that place the 1960s decade in context, and then an historical list of individual suspects whose names first appeared on the 10 Most Wanted list during the decade of the 1960s, under FBI Director J. Edgar Hoover.

Eugene K. Palmer (born April 4, 1939) is an American fugitive wanted for allegedly killing his daughter-in-law, Tammy Palmer (née Pannirello), in Stony Point, New York, on September 24, 2012. On May 29, 2019, he was named by the FBI as the 523rd fugitive to be placed on its Ten Most Wanted list. On July 20, 2022, he was removed from the FBI's Most Wanted Fugitives List. Despite his removal from the Top Ten List, he remains a highly wanted fugitive, and has an international Interpol warrant issued against him.

Dissociative identity disorder (DID), previously known as multiple personality disorder (MPD), is characterized by the presence of at least two personality states or "alters". The diagnosis is controversial and remains disputed. Proponents of DID support the trauma model, viewing the disorder as an organic response to severe childhood trauma. Critics of the trauma model support the sociogenic (fantasy) model of DID as a societal construct and learned behavior used to express distress; developed through iatrogenesis in therapy, cultural beliefs, and exposure to the behavior in media or online.

Public perceptions of the disorder were popularized by alleged true stories in the 20th century; Sybil influenced many elements of the diagnosis, but was later found to be fraudulent. After multiple personality disorder (MPD) was recognized as a diagnosis in DSM-III in 1975, an epidemic of the disorder spread across North America, closely tied to the satanic panic. Therapists began using hypnosis on patients, believing they were discovering alters and recovering forgotten memories of satanic ritual abuse. Psychologists familiar with the malleability of memory argued they were constructing false memories. Diagnoses reached 50,000 by the 1990s, but the FBI failed to validate allegations made against caregivers. Skepticism increased when MPD patients recovered from the behavior, retracted their false memories, and brought successful lawsuits against therapists. A sharp decline in cases followed, and the disorder was reclassified as "dissociative identity disorder" (DID) in DSM-IV. In the 2020s, an uptick in DID cases followed the spread of viral videos about the disorder on TikTok and YouTube.

George Gordon Battle Liddy (November 30, 1930 – March 30, 2021) was an American lawyer and FBI agent who was convicted of conspiracy, burglary, and illegal wiretapping for his role in the Watergate scandal during the Nixon administration.

Working alongside E. Howard Hunt, Liddy organized and directed the burglary of the Democratic National Committee headquarters in the Watergate building in May and June 1972. After five of Liddy's operatives were arrested inside the DNC offices on June 17, 1972, subsequent investigations of the Watergate scandal led to Nixon's resignation in 1974. Liddy was convicted of burglary, conspiracy, and refusing to testify to the Senate committee investigating Watergate. He served nearly 52 months in federal prisons.

Jean Dorothy Seberg (/ˈsiːbɜːrɡ/; French: [ʒin sebɛʁɡ]; November 13, 1938 – August 30, 1979) was an American actress. She is considered an icon of the French New Wave as a result of her performance in Jean-Luc Godard's 1960 film Breathless.

Seberg appeared in 34 films in the United States and Europe, including Saint Joan, Bonjour Tristesse, Lilith, The Mouse That Roared, Breathless, Moment to Moment, A Fine Madness, Paint Your Wagon, Airport, Macho Callahan, and Gang War in Naples. Seberg was among the best-known targets of the FBI's COINTELPRO project. Her targeting was in retaliation for her support of the Black Panther Party, a smear directly ordered by J. Edgar Hoover.

Christopher Carl Collins (born May 20, 1950) is an American politician and businessman who served as the U.S. representative for New York's 27th congressional district from 2013 until his resignation in 2019. Collins was elected Erie County Executive in 2007 and held that position for one term. A member of the Republican Party, Collins was the first sitting U.S. representative to endorse Donald Trump for president of the United States in 2016, and he served on Trump's first presidential transition team. He resigned his seat in 2019 and afterwards pleaded guilty to insider trading and lying to the FBI, which are felony federal crimes.

Collins and his son, Cameron Collins, were arrested by the Federal Bureau of Investigation on August 8, 2018, and charged with insider trading and making false statements. Three days later, Collins announced that he was suspending his bid for a fourth term in Congress; however, on September 17, 2018, he resumed his re-election campaign. Collins was narrowly re-elected to Congress on November 6, 2018. On September 30, 2019, Collins announced his resignation from the House of Representatives. His resignation went into effect on October 1, and he pleaded guilty later that day. Collins began serving a 26-month prison sentence in October 2020, but was pardoned by President Donald Trump on December 22, 2020.

Deanna Lee Criswell (officially known as "Jane Doe 19" until she was identified) (September 20, 1971 – c. November 1987) was an American girl from Washington state who was murdered by firearm at age 16 and remained unidentified for 27 years. Criswell's body was found on November 25, 1987, in Marana, Arizona, near Tucson. The Marana Police Department announced her identification on February 11, 2015, aided by the sophisticated technology of forensic facial reconstruction and DNA analysis, and by websites set up by amateurs to help identify missing and unidentified persons.

After Criswell's parents divorced, family members became estranged, and Criswell had periods of running away from home. She was never officially reported as missing. In 2014, Criswell's aunt and uncle, who had last seen her when she was only a baby, began to look for her. They began to search newly available online databases, focusing on unidentified persons in Arizona after learning that their niece had called her sister from Tucson in late 1987. They came across "Jane Doe 19"'s profile online at the Doe Network and believed the young woman's image, from a forensic facial reconstruction prepared by the FBI in 2010, resembled their niece. The aunt and uncle contacted law enforcement, who obtained DNA from family members and were able to confirm the match.
