The Exchequer of Normandy (Échiquier de Normandie) or Exchequer of Rouen (Échiquier de Rouen) was the fiscal and administrative court of the Duchy of Normandy until the early 16th century.

Surviving records show that the Exchequer of Normandy was operating in 1180, while the English Exchequer existed in 1110. No establishment date is known for either and therefore it is impossible to know which existed first. The Dialogue concerning the Exchequer presents it as a general belief that the Norman kings established the English Exchequer loosely modelled on the Norman one, while noting with some doubt an alternative view that an English Exchequer existed in Anglo-Saxon times.

Exchequer in the context of Burning of Parliament

The Palace of Westminster, the medieval royal palace used as the home of the British parliament, was largely destroyed by fire on 16 October 1834. The blaze was caused by the burning of small wooden tally sticks which had been used as part of the accounting procedures of the Exchequer until 1826. The sticks were disposed of carelessly in the two furnaces under the House of Lords, which caused a chimney fire in the two flues that ran under the floor of the Lords' chamber and up through the walls.

The resulting fire spread rapidly throughout the complex and developed into the largest conflagration in London between the Great Fire of 1666 and the Blitz of the Second World War; the event attracted large crowds which included several artists who provided pictorial records of the event. The fire lasted for most of the night and destroyed a large part of the palace, including the converted St Stephen's Chapel—the meeting place of the House of Commons—the Lords Chamber, the Painted Chamber and the official residences of the Speaker and the Clerk of the House of Commons.

Exchequer in the context of Pipe rolls

The Pipe rolls, sometimes called the Great rolls or the Great Rolls of the Pipe, are a collection of financial records maintained by the English Exchequer, or Treasury, and its successors, as well as the Exchequer of Ireland. The earliest date from the 12th century, and the series extends, mostly complete, from then until 1833. They form the oldest continuous series of records concerning English governance kept by the English, British, Irish, and United Kingdom governments, covering a span of about 700 years. The early medieval ones are especially useful for historical study, as they are some of the earliest financial records available from the Middle Ages. A similar set of records was developed for Normandy, which was ruled by the English kings from 1066 to 1205, but the Norman Pipe rolls have not survived in a continuous series like the English.

They were the records of the yearly audits performed by the Exchequer of the accounts and payments presented to the Treasury by the sheriffs and other royal officials, and owed their name to the shape they took, as the various sheets were affixed to each other and then rolled into a tight roll, resembling a pipe, for storage. They record not only payments made to the government, but debts owed to the crown and disbursements made by royal officials. Although they recorded much of the royal income, they did not record all types of income, nor did they record all expenditures, so they are not strictly speaking a budget. The Pipe Roll Society, formed in 1883, has published the Pipe rolls for the period up to 1224.

Exchequer in the context of Vehicle excise duty

Vehicle excise duty (VED; also known as "vehicle tax", "car tax", and "road tax", formerly as a "tax disc") is an annual tax in the United Kingdom that is levied as an excise duty. The VED must be paid for most types of powered vehicles which are to be used or parked on public roads. Registered vehicles that are not being used or parked on public roads and which have been taxed since 31 January 1998 must be covered by a Statutory Off Road Notification (SORN) to avoid VED. In 2016, VED generated approximately £6 billion for the Exchequer.

A vehicle tax was first introduced in Britain in 1888. In 1920, an excise duty was introduced that specifically applied to motor vehicles; initially it was hypothecated (ring-fenced or earmarked) for road construction and paid directly into a special Road Fund. After 1937, this reservation of vehicle revenue for roads was ended, and instead the revenue was paid into the Consolidated Fund – the general pot of money held by government. Since then, maintenance of the UK road network has been funded out of general taxation, of which VED is a part.
