The dugong (/ˈd(j)ɡɒŋ/; Dugong dugon) is a marine mammal. It is one of four living species of the order Sirenia, which also includes three species of manatees. It is the only living representative of the once-diverse family Dugongidae; its closest modern relative, Steller's sea cow (Hydrodamalis gigas), was hunted to extinction in the 18th century.

The dugong is the only sirenian in its range, which spans the waters of some 40 countries and territories throughout the Indo-West Pacific. The dugong is largely dependent on seagrass communities for subsistence and is thus restricted to the coastal habitats that support seagrass meadows, with the largest dugong concentrations typically occurring in wide, shallow, protected areas, such as bays, mangrove channels, the waters of large inshore islands, and inter-reefal waters. The northern waters of Australia between Shark Bay and Moreton Bay are believed to be the dugong's contemporary stronghold.

Ghost nets are fishing nets that have been abandoned, lost, or otherwise discarded in the ocean, lakes, and rivers. These nets, often nearly invisible in the dim light, can be left tangled on a rocky reef or drifting in the open sea. They can entangle fish, dolphins, sea turtles, sharks, dugongs, crocodiles, seabirds, crabs, and other creatures, including the occasional human diver. A seagrass meadow or seagrass bed is an underwater ecosystem formed by seagrasses. Seagrasses are marine (saltwater) plants found in shallow coastal waters and in the brackish waters of estuaries. Seagrasses are flowering plants with stems and long green, grass-like leaves. They produce seeds and pollen and have roots and rhizomes which anchor them in seafloor sand.

Seagrasses form dense underwater meadows which are among the most productive ecosystems in the world. They provide habitats and food for a diversity of marine life comparable to that of coral reefs. This includes invertebrates like shrimp and crabs, cod and flatfish, marine mammals and birds. They provide refuges for endangered species such as seahorses, turtles, and dugongs. The Gulf of Mannar (/məˈnɑːr/ mə-NAR) (Tamil: மன்னார் வளைகுடா, romanized: Maṉṉār vaḷaikuṭā; Sinhala: මන්නාරම් බොක්ක, romanized: mannāram bokka) is a large shallow bay forming part of the Laccadive Sea in the Indian Ocean with an average depth of 5.8 m (19 ft). It lies between the southeastern tip of India and the west coast of Sri Lanka, in the Coromandel Coast region. The chain of low islands and reefs known as Adam’s Bridge or Rama Setu (Rama’s Bridge), which includes Mannar Island, separates the Gulf of Mannar from Palk Bay, which lies to the north between India and Sri Lanka. The Sirenia (/sˈrniə/ sy-REE-nee-ə), commonly referred to as sea cows or sirenians, are an order of fully aquatic, herbivorous mammals that inhabit swamps, rivers, estuaries, marine wetlands, and coastal marine waters. The extant Sirenia comprise two distinct families: Dugongidae (the dugong and the now extinct Steller's sea cow) and Trichechidae (manatees, namely the Amazonian manatee, West Indian manatee, and West African manatee) with a total of four species. The Protosirenidae (Eocene sirenians) and Prorastomidae (terrestrial sirenians) families are extinct. Sirenians are classified in the clade Paenungulata, alongside the elephants and the hyraxes, and evolved in the Eocene 50 million years ago (mya). The Dugongidae diverged from the Trichechidae in the late Eocene or early Oligocene (30–35 mya).

Sirenians grow to between 2.5 and 4 metres (8.2 and 13.1 feet) in length and 1,500 kilograms (3,300 pounds) in weight. The recently extinct Steller's sea cow was the largest known sirenian to have lived, reaching lengths of 10 metres (33 feet) and weights of 5 to 10 tonnes (5.5 to 11.0 short tons).

Paenungulata (from Latin paene 'almost' and ungulātus 'having hoofs'), also known as Uranotheria, is a clade of "sub-ungulates", which groups three extant mammal orders: Proboscidea (including elephants), Sirenia (sea cows, including dugongs and manatees), and Hyracoidea (hyraxes). At least two more possible orders are known only as fossils, namely Embrithopoda and Desmostylia.

Molecular evidence indicates that Paenungulata (or at least its extant members) is part of the cohort Afrotheria, an ancient assemblage of mainly African mammals of great diversity. The other members of this cohort are the orders Afrosoricida (tenrecs and golden moles), Macroscelidea (elephant shrews) and Tubulidentata (aardvarks).

Steller's sea cow (Hydrodamalis gigas) is an extinct sirenian described by Georg Wilhelm Steller in 1741. At that time, it was found only around the Commander Islands in the Bering Sea between Alaska and Russia; its range extended across the North Pacific during the Pleistocene epoch, and likely contracted to such an extreme degree due to the glacial cycle. It is possible that indigenous populations interacted with the animal before Europeans. Steller first encountered it on Vitus Bering's Great Northern Expedition when the crew became shipwrecked on Bering Island. Much of what is known about its behavior comes from Steller's observations on the island, documented in his posthumous publication On the Beasts of the Sea. Within 27 years of its discovery by Europeans, the slow-moving and easily caught mammal was hunted into extinction for its meat, fat, and hide.

Some 18th-century adults would have reached weights of 8–10 t (8.8–11.0 short tons) and lengths up to 9 m (30 ft). It was a member of the family Dugongidae, of which the 3 m (9.8 ft) long dugong (Dugong dugon) is the sole living member. It had a thicker layer of blubber than other members of the order, an adaptation to the cold waters of its environment. Its tail was forked, like that of whales or dugongs. Lacking true teeth, it had an array of white bristles on its upper lip and two keratinous plates within its mouth for chewing. It fed mainly on kelp, and communicated with sighs and snorting sounds. Steller believed it was a monogamous and social animal living in small family groups and raising its young, similar to modern sirenians.

Dugong in the context of Environmental threats to the Great Barrier Reef

The Great Barrier Reef is the world's largest reef systems, stretching along the East coast of Australia from the northern tip down at Cape York to the town of Bundaberg, is composed of roughly 2,900 individual reefs and 940 islands and cays that stretch for 2,300 kilometres (1,616 mi) and cover an area of approximately 344,400 square kilometres (133,000 sq mi). The reef is located in the Coral Sea, off the coast of Queensland in northeast Australia. A large part of the reef is protected by the Great Barrier Reef Marine Park.

According to the 2014 report of the Australian Government's Great Barrier Reef Marine Park Authority (GBRMPA), says that climate change is the most significant environmental threat to the Great Barrier Reef, while the other major environmental pressures are listed as decreased water quality from land-based runoff, impacts from coastal development and some persistent impacts from fishing activities. The reef is also threatened by storms, coral bleaching and ocean acidification. The 2014 report also shows that, while numerous marine life species have recovered after previous declines, the strength of the dugong population is continuing to decline. Terry Hughes, Federation Fellow, ARC Centre of Excellence for Coral Reef Studies at James Cook University, wrote in a 14 August 2014 Conversation piece that harmful government policies and ongoing conflicts of interest over mining royalties are risks of an equivalent magnitude.
