The Croatian Parliament (Croatian: Hrvatski sabor) or the Sabor is the unicameral legislature of Croatia. Under the terms of the Croatian Constitution, the Sabor represents the people and is vested with legislative power. The Sabor is composed of 151 members elected to a four-year term on the basis of direct, universal and equal suffrage by secret ballot. Seats are allocated according to the Croatian Parliament electoral districts: 140 members of the parliament are elected in multi-seat constituencies. An additional three seats are reserved for the diaspora and Croats in Bosnia and Herzegovina, while national minorities have eight places reserved in parliament. The Sabor is presided over by a Speaker, who is assisted by at least one deputy speaker (usually four or five deputies).

The Sabor's powers are defined by the Constitution and they include: defining economic, legal and political relations in Croatia, preservation and use of its heritage and entering into alliances. The Sabor has the right to deploy the Croatian Armed Forces abroad, and it may restrict some constitutional rights and liberties in wartime or in cases of imminent war or following natural disasters. The Sabor amends the borders of Croatia or the Constitution, enacts legislation, passes the state budget, declares war and decides on cessation of hostilities, adopts parliamentary resolutions and bylaws, adopts long-term national security and defence strategies, implements civil supervision of the armed forces and security services, calls referendums, performs elections and appointments conforming to the constitution and applicable legislation, supervises operations of the Government and other civil services responsible to the parliament, grants amnesty for criminal offences and performs other duties defined by the constitution.

The Government of Croatia (Croatian: Vlada Hrvatske), formally the Government of the Republic of Croatia (Vlada Republike Hrvatske), commonly abbreviated to Croatian Government (hrvatska Vlada), is the main executive branch in Croatia. It is led by the president of the Government (predsjednik Vlade), informally abbreviated to premier (premijer) or prime minister. The prime minister is nominated by the president of the Republic from among those candidates who enjoy majority support in the Croatian Parliament (Sabor); the candidate is then chosen by the Parliament. There are 20 other government members, serving as deputy prime ministers, government ministers or both; they are chosen by the prime minister and confirmed by the Parliament. The Government of the Republic of Croatia exercises its executive powers in conformity with the Croatian Constitution and legislation enacted by the Croatian Parliament. The current government is led by Prime Minister Andrej Plenković.

Following the Croatian–Hungarian Settlement of 1868, the Kingdom of Croatia-Slavonia and the Government of the Land or officially the Royal Croatian-Slavonian-Dalmatian Government of the Land (Zemaljska vlada or Kraljevska hrvatsko-slavonsko-dalmatinska zemaljska vlada)—headed by a crown-appointed ban—were established. This government existed until the Austria-Hungary breakup and the Kingdom of Serbs, Croats and Slovenes' creation in 1918. In 1939, the Banovina of Croatia was established and a head of the Banovina of Croatia (Ban) was appointed by the crown, but no effective government was formed before World War II. In 1943, the ZAVNOH established an executive board to act as a new government. The Socialist Republic of Croatia, as a part of federal Yugoslavia, had a separate government (from 1953 to 1990 known as the Executive Council, appointed by the Sabor) with limited powers (excluding defence and foreign relations; this was similar to all the previous governmental forms). Following the first multi-party elections and the adoption of the present Constitution of Croatia in 1990, the present governmental form was adopted and Stjepan Mesić became the first person to lead a non-communist government (under Government of Yugoslavia), while Josip Manolić was the first prime minister of an independent Croatia. Since the introduction of multi-party democracy, the Republic of Croatia has had fourteen governments headed by twelve different prime ministers. Nine governments have been formed by the Croatian Democratic Union, three by the Social Democratic Party of Croatia, one was headed by a non-partisan prime minister and one was a national unity government (formed during the Croatian War of Independence's peak).

Croatia, officially the Republic of Croatia, is a country in Central and Southeast Europe, on the coast of the Adriatic Sea. It borders Slovenia to the northwest, Hungary to the northeast, Serbia to the east, Bosnia and Herzegovina and Montenegro to the southeast, and shares a maritime border with Italy to the west. Its capital and largest city, Zagreb, forms one of the country's primary subdivisions, with twenty counties. Other major urban centers include Split, Rijeka and Osijek. The country spans 56,594 square kilometres (21,851 square miles), and has a population of nearly 3.9 million.

The Croats arrived in modern-day Croatia, then part of Roman Illyria, in the late 6th century. In the 7th century, they organized the territory into two duchies. Croatia was first internationally recognized as independent on 7 June 879 during the reign of Duke Branimir. Tomislav became the first king by 925, elevating Croatia to the status of a kingdom. During the succession crisis after the Trpimirović dynasty ended, Croatia entered a personal union with Hungary in 1102. In 1527, faced with Ottoman conquest, the Croatian Parliament elected Ferdinand I of Austria to the Croatian throne. In October 1918, the State of Slovenes, Croats, and Serbs, independent from the Habsburg Empire, was proclaimed in Zagreb, and in December 1918, it merged into the Kingdom of Yugoslavia. Following the Axis invasion of Yugoslavia in April 1941, most of Croatia was incorporated into a Nazi-installed puppet state, the Independent State of Croatia. A resistance movement led to the creation of the Socialist Republic of Croatia, which after the war became a founding member and constituent of the Socialist Federal Republic of Yugoslavia. On 25 June 1991, Croatia declared independence, and the War of Independence was successfully fought over the next four years.

At the time of the Roman Empire, the area of modern Croatia comprised two Roman provinces, Pannonia and Dalmatia. After the collapse of the Western Roman Empire in the 5th century, the area was subjugated by the Ostrogoths for 50 years, before being incorporated into the Byzantine Empire.

Croatia, as a polity, first appeared as a duchy in the 7th century. With the nearby Principality of Lower Pannonia, it was united and elevated into the Kingdom of Croatia which lasted from 925 until 1102. From the 12th century, the Kingdom of Croatia entered a personal union with the Kingdom of Hungary. It remained a distinct state with its ruler (Ban) and Sabor, but it elected royal dynasties from neighboring powers, primarily Hungary, Naples, and the Habsburg monarchy. From the 15th to the 17th centuries was marked by intense struggles between the Ottoman Empire to the south and the Habsburg Empire to the north.

Bosniaks of Croatia (Bosnian and Croatian: Bošnjaci u Hrvatskoj) are one of the ethnic minorities of the Republic of Croatia. According to the 2021 Croatian census, there were 24,131 Bosniaks, or 0.62% of the total population, making them the third largest ethnic group in the country after Croats and Serbs.

Bosniaks are officially recognized as an autochthonous national minority, and as such, they elect a special representative to the Croatian Parliament, shared with members of four other national minorities.Most Bosniaks live in the capital Zagreb (8,119), Istria County (6,146) and Primorje-Gorski Kotar County (4,877). There is a Bosniak community in Maljevac, hence the mosque in the village.

Croatian Parliament in the context of Kingdom of Croatia-Slavonia

The Kingdom of Croatia-Slavonia or the Triune Kingdom of Croatia, Slavonia and Dalmatia (Croatian: Trojedna Kraljevina Hrvatska, Slavonija i Dalmacija; Hungarian: Horvát-Szlavónország or Horvát–Szlavón Királyság; German: Königreich Kroatien, Slawonien und Dalmatien) was a nominally autonomous kingdom and constitutionally defined separate political nation within the Austro-Hungarian Empire. It was created in 1868 by merging the kingdoms of Croatia and Slavonia following the Croatian–Hungarian Settlement of 1868. It was associated with the Kingdom of Hungary within the dual Austro-Hungarian state, being within the Lands of the Crown of St. Stephen, also known as Transleithania. While Croatia had been granted a wide internal autonomy with "national features", in reality, Croatian control over key issues such as tax and military issues was minimal and hampered by Hungary. It was officially referred to as the Triune Kingdom of Croatia, Slavonia and Dalmatia, also simply known as the Triune Kingdom, and had claims on Kingdom of Dalmatia, which was administered separately by the Austrian Cisleithania. The city of Rijeka, following a disputed section in the 1868 Settlement known as the Rijeka Addendum [hr], became a corpus separatum and was legally owned by Hungary, but administered by both Croatia and Hungary.

The Kingdom of Croatia-Slavonia was ruled by the emperor of Austria, who bore the title King of Croatia, Slavonia and Dalmatia and was confirmed by the State Sabor (Parliament of Croatia-Slavonia or Croatian-Slavonian Diet) upon accession. The King's appointed steward was the Ban of Croatia and Slavonia. On 21 October 1918, Emperor Karl I, known as King Karlo IV in Croatia, issued a Trialist manifest, which was ratified by the Hungarian side on the next day and which unified all Croatian Crown Lands. One week later, on 29 October 1918, the Croatian State Sabor proclaimed an independent kingdom which entered the State of Slovenes, Croats and Serbs.

Croatian Parliament in the context of Speaker of the Croatian Parliament

The speaker of the Croatian Parliament (Croatian: Predsjednik Hrvatskog sabora, literally the president of the Croatian Parliament) is the presiding officer in the Croatian Parliament, Croatia's legislative body.

Under Article 97 of the constitution of Croatia, the speaker of the Croatian Parliament is the only constitutional deputy to the president of Croatia and serves as acting president if the elected president vacates the office before the expiration of the five-year presidential term due to either death, resignation or removal from office (as determined by the Constitutional Court). In this case an early presidential election must be held within 60 days of the vacancy in the presidency having occurred and the speaker shall serve as acting president until the newly elected president is sworn in for a full five-year term of office.
