Harju County (Estonian: Harju maakond or Harjumaa) is one of the fifteen counties of Estonia. It is located in northern Estonia, on the southern coast of the Gulf of Finland, and it borders LÀÀne-Viru County to the east, JÀrva County to the southeast, Rapla County to the south, and LÀÀne County to the southwest. The capital and largest city of Estonia, Tallinn, is located in Harju County. Harju is the largest county in Estonia in terms of population, as almost half (45%) of Estonia's population lives in Harju County.

Counties of Estonia in the context of Ida-Viru County

Ida-Viru County (Estonian: Ida-Viru maakond or Ida-Virumaa; Russian: ИЎа-ВорусĐșĐžĐč уДзЎ, romanized: Ida-Viruskij uezd) is one of the 15 counties of Estonia. It is the most northeastern part of the country. The county contains large deposits of oil shale – the main mineral mined in Estonia. Oil shale is used in the production of shale oil and in thermal power plants. The capital of the county is the town of JĂ”hvi which is administratively united with the JĂ”hvi Parish; nevertheless, Narva is the largest town in the county in terms of population and at the same time the third-largest city in Estonia after Tallinn and Tartu.

In January 2019, Ida-Viru County had a population of 136,240 – constituting 10.3% of the total population in Estonia. It borders LÀÀne-Viru County in the west, JĂ”geva County in the southwest and Russia (Leningrad Oblast) in the east. It is the only county in Estonia where Russians constitute the majority of population (73.1% in 2010), the second highest being Harju (28%).

Saare County (Estonian: Saare maakond or Saaremaa; Latin: Oesel; Danish: Øsel; German: Ösel; Swedish: Ösel) is one of 15 counties of Estonia. It consists of Saaremaa, the largest island of Estonia, and several smaller islands near it, most notably Muhu, Ruhnu, Abruka, and Vilsandi. The county borders LÀÀne County to the east, Hiiu County to the north, and Latvia to the south. In 2022, Saare County had a population of 31,292, which was 2.4% of the population of Estonia.

Counties of Estonia in the context of Administrative divisions of Estonia

Estonia is a unitary country with a single-tier local government system. Local affairs are managed autonomously by local governments.

Since administrative reform in 2017, there are in total 79 local governments, including 15 towns and 64 rural municipalities. All municipalities have equal legal status and form part of a county, which is a state administrative unit. Representative body of local authorities is municipal council, elected at general direct elections for a four-year term. The council appoints local government, headed by a mayor. For additional decentralization the local authorities may form municipal districts with limited authority, currently those have been formed in Tallinn and Hiiumaa.

VÔru County (Estonian: VÔru maakond or VÔrumaa; VÔro: VÔro maakund) is a county in southern Estonia. It is bordered by Valga and PÔlva counties, Latvia's Alƫksne and Ape municipalities, and Russia's Pskov Oblast (making it the only Estonian county to border two countries).

The territory of VÔrumaa covers 2,305 km (890 sq mi) and is influenced by a temperate seasonal climate. In 2022, VÔru County had a population of 34,182, 2.6% of the total population in Estonia. The county is subdivided into 12 rural municipalities and one urban municipality, the county capital, VÔru.
