Command and control (abbr. C2) is a "set of organizational and technical attributes and processes ... [that] employs human, physical, and information resources to solve problems and accomplish missions" to achieve the goals of an organization or enterprise, according to a 2015 definition by military scientists Marius Vassiliou, David S. Alberts, and Jonathan R. Agre. The term often refers to a military system.

Versions of the United States Army Field Manual 3-0 circulated circa 1999 define C2 in a military organization as the exercise of authority and direction by a properly designated commanding officer over assigned and attached forces in the accomplishment of a mission.

Military tactics encompasses the art of organizing and employing fighting forces on or near the battlefield. They involve the application of four battlefield functions which are closely related – kinetic or firepower, mobility, protection or security, and shock action. Tactics are a separate function from command and control and logistics. In contemporary military science, tactics are the lowest of three levels of warfighting, the higher levels being the strategic and operational levels. Throughout history, there has been a shifting balance between the four tactical functions, generally based on the application of military technology, which has led to one or more of the tactical functions being dominant for a period of time, usually accompanied by the dominance of an associated fighting arm deployed on the battlefield, such as infantry, artillery, cavalry or tanks.

A commander-in-chief or supreme commander (supreme commander-in-chief) is the person who exercises supreme command and control over an armed force or a military branch. As a technical term, it refers to military competencies that reside in a country's executive leadership, a head of state, head of government, or other designated government official.

While often used interchangeably, the title of Supreme Commander–in–Chief is technically different, since the two titles can be in use simultaneously. For example, in the case of the Armed Forces of Ukraine, the supreme commander-in-chief is the president of Ukraine, while the commander-in-chief is its professional head.

Command and control in the context of United States Air Force

The United States Air Force (USAF) is the air service branch of the United States Armed Forces. It is a part of the United States Department of Defense and is one of the six armed forces and one of the eight uniformed services of the United States. Tracing its origins to 1 August 1907, as a part of the United States Army Signal Corps, the USAF was established by transfer of personnel from the Army Air Forces with the enactment of the National Security Act of 1947. It is the second youngest branch of the United States Armed Forces and the fourth in order of precedence. The United States Air Force articulates its core missions as air supremacy, global integrated intelligence, surveillance and reconnaissance, rapid global mobility, global strike, and command and control.

The Department of the Air Force, which serves as the USAF's headquarters and executive department, is one of the three military departments of the Department of Defense. The Department of the Air Force is headed by the civilian secretary of the Air Force, who reports to the secretary of defense and is appointed by the president with Senate confirmation. The highest-ranking military officer in the Air Force is the chief of staff of the Air Force, who exercises supervision over Air Force units and serves as one of the Joint Chiefs of Staff. As directed by the secretary of defense and secretary of the Air Force, certain Air Force components are assigned to unified combatant commands. Combatant commanders are delegated operational authority of the forces assigned to them, while the secretary of the Air Force and the chief of staff of the Air Force retain administrative authority over their members.

Command and control in the context of Naval aviation

Naval aviation is the application of military air power by navies, either from warships that can embark aircraft (e.g. aircraft carriers, amphibious assault ships and aircraft cruisers) or from coastal naval air stations.It often involves navalised aircraft, specifically designed for naval use.Seaborne aviation encompasses similar activities not restricted to navies, including marines and coast guards, such as in U.S. naval aviators. As with most army aviation units, naval aviation units are generally separate from a nation's dedicated air force.

Naval aviation operations are typically projected by way of carrier-based aircraft, which must be sturdy enough to withstand the demands of shipborne operations at sea. They must be able to take off from a short runway (typically the flight deck of an aircraft carrier) and be sturdy and flexible enough to come to a sudden stop when landing; they typically have robust folding or swinging wings that reduce the occupied space and thus allow more of them to be stored in below-decks hangars and limited parking spaces on flight decks. These aircraft are designed for many tactical purposes, including aerial combat, airstrike/close air support, anti-submarine warfare, early warning, search and rescue, matériel transport, weather observation, patrol and reconnaissance, and wide-area command and control duties.

Command and control in the context of United States Secretary of Defense

The United States secretary of defense (SecDef), secondarily titled the secretary of war (SecWar), is the head of the United States Department of Defense (DoD), the executive department of the U.S. Armed Forces, and is a high-ranking member of the cabinet of the United States. The secretary of defense's position of command and authority over the military is second only to that of the president of the United States, who is the commander-in-chief. This position corresponds to what is generally known as a defense minister in many other countries. The president appoints the secretary of defense with the advice and consent of the Senate, and is by custom a member of the Cabinet and by law a member of the National Security Council.

Subject only to the orders of the president, the secretary of defense is in the chain of command and exercises command and control, for both operational and administrative purposes, over all DoD-administered service branches  – the Army, Marine Corps, Navy, Air Force, and Space Force – as well as the Coast Guard when its command and control is transferred to the Department of Defense. Only the secretary of defense (or the president or Congress) can authorize the transfer of operational control of forces between the three military departments (Department of the Army, the Navy, and the Air Force) and the eleven Unified Combatant Commands.

Command and control in the context of Combatant commander

As of 2025, the United States Department of Defense operated 11 unified combatant command, also referred to as a combatant command (CCMD). These are joint military commands composed of units from two or more service branches, and conduct continuing missions. Each CCMD is the highest echelon of military commands, in order to optimize command and control of all forces, regardless of branch of service, during peace or war. CCMDs are organized either on a geographical basis (known as an "area of responsibility", AOR) or on a functional basis, e.g., special operations, force projection, transport, and cybersecurity. Currently, seven CCMDs are geographical, and four are functional. CCMDs have specific badges denoting their affiliation.

The Unified Command Plan (UCP) establishes the missions, command responsibilities, and geographic areas of responsibility of the CCMDs. Each time the UCP is updated, the organizations are reviewed for efficiency, efficacy, and alignment with national policy.

Command and control in the context of United States Army Signal Corps

The United States Army Signal Corps (USASC) is a branch of the United States Army, responsible for creating and managing communications and information systems for the command and control of combined arms forces. It was established in 1860 by Major Albert J. Myer who played a significant role during the American Civil War. It initially manages portfolios and new technologies that are eventually transferred to other U.S. government entities. Such responsibilities included military intelligence, weather forecasting, and aviation.
