Co-option, also known as co-optation and sometimes spelt cooption or cooptation, is a term with three common meanings. It may refer to:

  • The process of adding members to an elite group at the discretion of members of the body, usually to manage opposition and so maintain the stability of the group. Outsiders are "co-opted" by being given a degree of power on the grounds of their elite status, specialist knowledge, or potential ability to threaten essential commitments or goals ("formal co-optation"). Co-optation may take place in many other contexts, such as a technique by a dictatorship to control opposition.
  • The process by which a group subsumes or acculturates a smaller or weaker group with related interests, or the process by which one group gains converts from another group by replicating some aspects of it without adopting the full program or ideal ("informal co-optation"). Co-optation is associated with the cultural tactic of recuperation, and is often understood to be synonymous with it.
  • A procedural mechanism where existing members of a legislative body, corporate board, or the like invite or elect additional members to join them, such as in British local government until 1972. This may be the mechanism by which one of the first two process occur.

Autocracy is a form of government in which absolute power is held by one person, known as an autocrat. It includes both absolute monarchies and dictatorships, while it is contrasted with democracy and other forms of free government. The autocrat has total control over the exercise of civil liberties within the autocracy, choosing under what circumstances they may be exercised, if at all. Governments may also blend elements of autocracy and democracy, forming a mixed type of regime sometimes referred to as anocracy, hybrid regime, or electoral autocracy. The concept of autocracy has been recognized in political philosophy since ancient history.

Autocrats maintain power through political repression of any opposition and co-optation of other influential or powerful members of society. The general public is controlled through indoctrination and propaganda, and an autocracy may attempt to legitimize itself in the eyes of the public through appeals to political ideology, religion, birthright, or foreign hostility. Some autocracies establish legislatures, unfair elections, or show trials to further exercise control while presenting the appearance of democracy. The only limits to autocratic rule are practical considerations in preserving the regime. Autocrats must retain control over the nation's elites and institutions for their will to be exercised, but they must also prevent any other individual or group from gaining significant power or influence. Internal challenges are the most significant threats faced by autocrats, as they may lead to coups d'état.

Co-option in the context of Académie Française

The Académie Française (French pronunciation: [akademi fʁɑ̃sɛːz]), also known as the French Academy, is the principal French council for matters pertaining to the French language. The Académie was officially established in 1635 by Cardinal Richelieu, the chief minister to King Louis XIII. Abolished in 1793 during the French Revolution, it was restored as a division of the Institut de France in 1803 by Napoleon Bonaparte. It is the oldest of the five académies of the institute. The body has the duty of acting as an official authority on the language; it is tasked with publishing an official dictionary of the language.

The Académie comprises forty members, known as les immortels ("the immortals"). New members are elected by the members of the Académie itself. Academicians normally hold office for life, but they may resign or be dismissed for misconduct. Philippe Pétain, named Marshal of France after the Battle of Verdun of World War I, was elected to the Académie in 1931 and, after his governorship of Vichy France in World War II, was forced to resign his seat in 1945.

Co-option in the context of Soft power

In politics (and particularly in international politics), soft power is the ability to co-opt rather than coerce (in contrast with hard power). It involves shaping the preferences of others through appeal and attraction. Soft power is non-coercive, using culture, political values, and foreign policies to enact change. In 2012, Joseph Nye of Harvard University explained that with soft power, "the best propaganda is not propaganda", further explaining that during the Information Age, "credibility is the scarcest resource".

Nye popularised the term in his 1990 book, Bound to Lead: The Changing Nature of American Power.

Co-option in the context of Lübeck law

The Lübeck law (German: Lübisches (Stadt)Recht) was the family of codified municipal law developed at Lübeck, which became a free imperial city in 1226 and is located in present-day Schleswig-Holstein. It was the second most prevalent form of municipal law in medieval and early modern Germany next to the Magdeburg Law.

Lübeck Law provided for municipal self-government and self-administration yet did not negate dependence upon a lord, be it a bishop, duke, king or, in Lübeck's case, an emperor. Instead, it allowed the cities a certain degree of autonomy and self-reliance in legislative, judicial and executive matters. While these authorities were vested in the city council (Rat), the members of which could be elected by co-option, the Lübeck Law represents a significant modernization of governance in that a class of burghers, as opposed to nobles, were responsible for the day-to-day affairs of governing.

Co-option in the context of Quindecimviri sacris faciundis

In ancient Rome, the quindecimviri sacris faciundis were the fifteen (quindecim) members of a college (collegium) with priestly duties. They guarded the Sibylline Books, scriptures which they consulted and interpreted at the request of the Senate. This collegium also oversaw the worship of any foreign gods which were introduced to Rome. They were also responsible for responding to divine advice and omens.

Originally these duties had been performed by duumviri (or duoviri), two men of patrician status. Their number was increased to ten by the Licinian-Sextian Law in 367 BC, which also required for half of the priests to be plebeian. During the Middle Republic, members of the college were admitted through co-option. Sulla increased the number of priests to fifteen. The Lex Domitia removed their ability to select their own members in 104 BCE. Afterwards candidates from wealthy Roman gentes would be elected.
