Civil control of the military is a doctrine in military and political science that places ultimate responsibility for a country's strategic decision-making in the hands of the state's civil authority, rather than completely with professional military leadership itself. As such, a "fundamental requirement of any nation is to ensure that the activities of its armed forces be subordinated to the political purposes of constitutional government; hence, the armed forces must be under civil control". The concept of civil control falls within the overarching concept of civil-military relations representing the "societal imperative that the military remain subordinate to civil authority and that it reflect, to an appropriate degree, societal values and norms".

Civil oversight over militaries puts the power to take military action in the hands of a civil authority, such as through government ministers or legislative bodies, or the democratic apparatus of the Crown in constitutional monarchies. Allowing the civil component of government to retain control over the military or state security illustrates the power of the citizenry, a healthy respect for democratic values, and what can be described as good governance. Giving power to the civil component of the government over what the military can do and how much money it can spend protects the democratic process from abuse. Nations that can achieve legitimate relationship between the two structures serve to be more effective and provide accountability between government and military.

The United States Department of the Navy (DON) is one of the three military departments within the United States Department of Defense. It was established by an Act of Congress on 30 April 1798, at the urging of Secretary of War James McHenry, to provide a government organizational structure to the United States Navy (USN). Since 1834, the department has exercised jurisdiction over the United States Marine Corps (USMC), and during wartime the United States Coast Guard (USCG). These branches remain at all times independent and coequal service branches within the DON. It is led by the secretary of the Navy (SECNAV), a statutory civilian officer.

The Department of the Navy was an executive department, whose secretary served on the president's cabinet, until 1949, when amendments to the National Security Act of 1947 established the Department of Defense as a unified department for all military services; the DON, along with the Department of the Army and Department of the Air Force, became a component of the DoD, subject to the authority, direction and control of the secretary of defense.

The Chairman of the Central Military Commission is the head of the Central Military Commission (CMC) and the commander-in-chief of the People's Liberation Army (PLA), the People's Armed Police (PAP) and the Militia. The officeholder is additionally vested with the command authority over China's nuclear arsenals.

There are technically two offices with the same name, including the chairman of the Chinese Communist Party (CCP) CMC and chairman of the People's Republic of China (PRC) CMC. However, under the arrangement of "one institution with two names", they function as one office. The officeholder is usually the CCP general secretary; this grants significant political power as the only member of the Politburo Standing Committee with direct responsibilities for the armed forces. According to both the CCP constitution and the state constitution, the chairman assumes overall responsibility over the work of the CMC. Per the chairman responsibility system, all significant issues in national defense and Army building are planned and decided by the CMC chairman, who holds the final deciding vote on major military decisions and oversees the CMC's and the military's leadership and operations. The office confers military ranks, though regulations stipulate that no military rank shall be conferred on the chairman themselves.

Civil–military relations (Civ-Mil or CMR) describes the relationship between military organizations and civil society, military organizations and other government bureaucracies, and leaders and the military. CMR incorporates a diverse, often normative field, which moves within and across management, social science and policy scales. More narrowly, it describes the relationship between the civil authority of a given society and its military authority. "The goal of any state is to harness military professional power to serve vital national security interests, while guarding against the misuse of power that can threaten the well-being of its people." Studies of civil-military relations often rest on a normative assumption that it is preferable to have the ultimate responsibility for a country's strategic decision-making to lie in the hands of the civilian political leadership (i.e. civilian control of the military) rather than a military (a military dictatorship).

A paradox lies at the center of traditional civil-military relations theory. The military, an institution designed to protect the polity, must also be strong enough to threaten the society it serves. A military take-over or coup is an example where this balance is used to change the government. Ultimately, the military must accept that civilian authorities have the "right to be wrong". In other words, they may be responsible for carrying out a policy decision they disagree with. Civilian supremacy over the military is a complicated matter. The rightness or wrongness of a policy or decision can be ambiguous. Civilian decision makers may be impervious to corrective information. The relationship between civilian authorities and military leaders must be worked out in practice.

The Ministry of Defense (防衛省, Bōei-shō) is an executive department of the Government of Japan responsible for preserving the peace and independence of Japan, and maintaining the country's national security and the Japan Self-Defense Forces.

The ministry is headed by the Minister of Defense, and is the largest ministry in the Japanese government. The ministry is headquartered in Ichigaya, Shinjuku, Tokyo, and is required by Article 66 of the Constitution to be completely subordinate to civilian authority. Its head has the rank of Minister of State. He is assisted by two vice ministers, one parliamentary and one administrative; and the internal bureaus. George Washington's resignation as commander-in-chief marked the end of Washington's military service in the American Revolutionary War and his return to civilian life at Mount Vernon.

After the Treaty of Paris ending the war had been signed on September 3, 1783, and after the last British troops left New York City on November 25, Washington resigned his commission as commander-in-chief of the Continental Army to the Congress of the Confederation, then meeting in the Maryland State House at Annapolis, Maryland, on December 23 of the same year. This followed his farewell to the Continental Army, November 2 at Rockingham near Princeton, New Jersey, and his farewell to his officers, December 4 at Fraunces Tavern in New York City.

The Minister of Defence is appointed by the president, but this has to be confirmed by a majority vote in the Verkhovna Rada, the parliament of Ukraine. From 1 January 2019, Ukraine has had civilian control of the military by requiring that the Minister of Defence be a civilian, although they may have recently resigned from the military.

Since Ukrainian independence from the Soviet Union in 1991, there have been 17 defence ministers (not including acting ones).
