Sevastopol (/ˌsɛvəˈstoʊpəl, sɪˈvæstəpoʊl/ SEV-ə-STOH-pəl, siv-AST-ə-pohl), sometimes written Sebastopol, is the largest city in Crimea and a major port on the Black Sea. Due to its strategic location and the navigability of the city's harbours, Sevastopol has been an important port and naval base throughout its history. Since the city's founding in 1783, it has been a major base for Russia's Black Sea Fleet. During the Cold War of the 20th century, it was a closed city. The total administrative area is 864 square kilometres (334 sq mi) and includes a significant amount of rural land. The urban population, largely concentrated around Sevastopol Bay, is 479,394, and the total population is 547,820.

Sevastopol, along with the rest of Crimea, is internationally recognised as part of Ukraine, and under the Ukrainian legal framework, it is administratively one of two cities with special status (the other being Kyiv). However, it has been occupied by Russia since 27 February 2014, before Russia annexed Crimea on 18 March 2014 and gave it the status of a federal city of Russia. Both Ukraine and Russia consider the city administratively separate from the Autonomous Republic of Crimea and the Republic of Crimea, respectively. The city's population has an ethnic Russian majority and a substantial minority of Ukrainians and Crimean Tatars.

The Autonomous Republic of Crimea is a de jure administrative division of Ukraine encompassing most of Crimea that was unilaterally annexed by Russia in 2014. The Autonomous Republic of Crimea occupies most of the peninsula, while the City of Sevastopol (a city with special status within Ukraine) occupies the rest.

The Cimmerians, Scythians, Greeks, Goths, Huns, Bulgars, Khazars, Byzantine Greeks, the state of Kievan Rus', Kipchaks, Italians, and Golden Horde Mongols and Tatars each controlled Crimea in its earlier history. In the 13th century, it was partly controlled by the Venetians and by the Genoese, and in the late 15th century, it was partly under Polish suzerainty. They were followed by the Crimean Khanate and the Ottoman Empire in the 15th to 18th centuries, the Russian Empire in the 18th to 20th centuries, Germany during World War II, and the Russian Soviet Federative Socialist Republic, and later the Ukrainian Soviet Socialist Republic, within the Soviet Union during the rest of the 20th century until Crimea became part of independent Ukraine with the breakup of the Soviet Union in 1991.

The administrative divisions of Ukraine (Ukrainian: Адміністративний устрій України, romanized: Administratyvnyi ustrii Ukrainy [ɐd⁽ʲ⁾min⁽ʲ⁾istrɐˈtɪu̯nɪj ˈust⁽ʲ⁾r⁽ʲ⁾ij ʊkrɐˈjinɪ]) are under the jurisdiction of the Ukrainian Constitution. Ukraine is a unitary state with three levels of administrative divisions: 27 regions (24 oblasts, two cities with special status and one autonomous republic), 136 raions (districts) and 1469 hromadas.

The administrative reform of July 2020 merged most of the 490 legacy raions and 118 pre-2020 cities of regional significance into 136 reorganized raions, or districts of Ukraine. The next level below raions are hromadas.

Kyiv Oblast (Ukrainian: Київська область, romanized: Kyivska oblast, IPA: [ˈkɪjiu̯sʲkɐ ˈɔblɐsʲtʲ]), also called Kyivshchyna (Київщинa, IPA: [ˈkɪjiu̯ʃtʃɪnɐ]), is an oblast (province) in central and northern Ukraine. It surrounds, but does not include, the city of Kyiv, which is administered as a city with special status. However, Kyiv also serves as the administrative center of the oblast. The Kyiv metropolitan area extends out from Kyiv city into parts of the oblast, which is significantly dependent on the urban economy and transportation of Kyiv.

The population of Kyiv Oblast is 1,795,079 (2022 estimate). Its largest city is Bila Tserkva, with a population over 200,000.

An oblast (Ukrainian: область, romanized: oblast, pronounced [ˈɔblɐsʲtʲ] ; pl. області, oblasti), sometimes translated as region or province, is the main type of first-level administrative division of Ukraine. The country's territory is divided into 24 oblasts, as well as one autonomous republic and two cities with special status.

As Ukraine is a unitary state, oblasts do not have much legal scope of competence other than that which is established in the Ukrainian Constitution and devolved by law. Articles 140–146 of Chapter XI of the constitution deal directly with local authorities and their competence.

There are 18 populated places in the Crimean peninsula that are recognized as having city status. The territory of Crimea has been disputed between Russia and Ukraine since Russia's covert invasion and internationally unrecognized annexation of the peninsula on 18 March 2014. The region is recognized by most countries as Ukraine's Autonomous Republic of Crimea and Sevastopol as one of Ukraine's cities with special status while, since its annexation, the region has been de facto governed by Russia as the Republic of Crimea and Sevastopol as a city of federal importance. As of 2014, the largest city on the peninsula by population according to Russia's post-annexation census was Sevastopol, with a recorded population of 393,304 people, while the peninsula's second largest city was Simferopol, with 332,317 people. The least populous city on the peninsula was Alupka, which was recorded with a population of 7,771 people in the 2014 census.

In Ukraine, city status (Ukrainian: місто, romanized: misto) is granted by the country's parliament, the Verkhovna Rada, to settlements of 10,000 people or more or to settlements of historical or regional importance. Following its occupation and annexation of Crimea, Russia recognized and maintained the existing status of the peninsula's 18 cities. In 2019, Russian officials granted the settlement Balaklava, located in Sevastopol's Balaklava urban district, the status of a city, although still keeping it as part of Sevastopol. Due to the international support for UN General Assembly Resolution 68/262, which recognizes Ukrainian sovereignty over Crimea and endorses a policy of non-recognition of Russia's occupation of the peninsula, the new city status is largely not recognized.

An urban district or urban raion (Ukrainian: район в місті, romanized: raion v misti) is the second-level administrative division in certain cities in Ukraine. There are 118 districts in 20 cities across Ukraine. The cities that contain districts are mostly administrative centers in addition to the two cities with special status (Kyiv and Sevastopol). The number of city districts per region varies between a minimum of two and a high of 21 in Donetsk Oblast. The maximum districts for a single city in the country is Kyiv, which has 10 districts. Cities which have abolished their urban districts (Chernivtsi and Sumy) are marked in italics below.

Article 133 of the Constitution of Ukraine defines city districts as an element of the administrative-territorial division of the state, while Article 140 states that issues in the organization and management of city districts belongs to the competence of city councils. City districts are subordinate to a city's administration. The status of Kyiv city is defined by the law Про столицю України - місто-герой Київ (transl. About the capital of Ukraine - the hero city Kyiv). Since 18 March 2014, due to the Russian annexation of Crimea, the urban districts of Sevastopol and Simferopol have been controlled by Russia.
