Charles-Marie-Photius Maurras (/mɔːˈrɑːs/; French: [ʃaʁl moʁas]; 20 April 1868 – 16 November 1952) was a French author, politician, poet and critic. He was an organiser and principal philosopher of Action Française, a political movement that was monarchist, medievalist, conservative, corporatist, integralist, nationalist, traditionalist, and counter-revolutionary. Maurras also held anti-capitalist, anti-communist, anti-liberal, anti-Masonic, anti-Nazi, anti-Protestant and antisemitic views. His ideas greatly influenced National Catholicism and integral nationalism, and led to the political doctrine of Maurrassisme.

Raised Roman Catholic, Maurras went deaf and became an agnostic in his youth, but remained anti-secularist and politically supportive of the Catholic Church. An Orléanist, he began his career by writing literary criticism and became politically active as a leading anti-Dreyfusard. In 1926 Pope Pius XI issued a controversial papal condemnation of Action Française, which was swiftly repealed by Pope Pius XII in 1939. Maurras was elected to the Académie Française in 1938, and later expelled in 1945.

Charles Maurras in the context of Fascism in Europe

Fascist movements in Europe were the set of various fascist ideologies which were practiced by governments and political organizations in Europe during the 20th century. Fascism was born in Italy following World War I, and other fascist movements, influenced by Italian fascism, subsequently emerged across Europe. Among the political doctrines which are identified as ideological origins of fascism in Europe are the combining of a traditional national unity and revolutionary anti-democratic rhetoric which was espoused by the integral nationalist Charles Maurras and the revolutionary syndicalist Georges Sorel.

The earliest foundations of fascism in practice can be seen in the Italian Regency of Carnaro, led by the Italian nationalist Gabriele D'Annunzio, many of whose politics and aesthetics were subsequently used by Benito Mussolini and his Italian Fasces of Combat which Mussolini had founded as the Fasces of Revolutionary Action in 1914. Despite the fact that its members referred to themselves as "fascists", the ideology was based around national syndicalism. The ideology of fascism would not fully develop until 1921, when Mussolini transformed his movement into the National Fascist Party, which then in 1923 incorporated the Italian Nationalist Association. The INA established fascist tropes such as colored shirt uniforms and also received the support of important proto-fascists like D'Annunzio and nationalist intellectual Enrico Corradini.

Integral nationalism (French: nationalisme intégral) is a type of nationalism that originated in 19th-century France, was theorized by Charles Maurras and mainly expressed in the ultra-royalist circles of the Action Française. Integral nationalism holds the nation as the highest absolute value to which all individual, class, and humanitarian interests are subordinated, with willpower prioritised over reason. Charles Maurras in the context of Sorelianism

Sorelianism is advocacy for the support of the ideology and thinking of Georges Sorel, a French revolutionary syndicalist. Sorelians oppose bourgeois democracy, the developments of the 18th century, the secular spirit, and the French Revolution, while supporting Classicism. A revisionist interpretation of Marxism, Sorel believed that the victory of the proletariat in class struggle could be achieved only through the power of myth and a general strike. To Sorel, the aftermath of class conflict would involve rejuvenation of both the bourgeoisie and the proletariat.

With the seeming failure of syndicalism, Sorel announced his abandonment of socialist literature in 1910, and claimed in 1914, using an aphorism of Benedetto Croce, that "socialism is dead" due to the "decomposition of Marxism". He became a supporter of Charles Maurras-style integral nationalism (maurrassisme) beginning in 1909, which he believed had similar moral aims to syndicalism despite being enemies materially. In this sense, Sorelianism is considered a precursor to fascism. However, Sorel became disillusioned with these ideas with World War I, and from 1918 until his death in 1922, became a supporter of the Russian Revolution and communism, believing them a revival of syndicalism.

Georges Eugène Sorel (/səˈrɛl/; French: [ʒɔʁʒ øʒɛn sɔʁɛl]; 2 November 1847 – 29 August 1922) was a French social thinker, political theorist, historian, and later journalist. He has inspired theories and movements grouped under the name of Sorelianism. His social and political philosophy owed much to his reading of Proudhon, Karl Marx, Giambattista Vico, Henri Bergson (whose lectures at the Collège de France he attended), and later William James. His notion of the power of myth in collective agency inspired socialists, anarchists, Marxists, and fascists. Together with his defense of violence, the power of myth is the contribution for which he is most often remembered.

Politically he evolved from his early liberal-conservative positions towards Marxism, social-democracy, and eventually syndicalism. Between 1909 and 1910 he was marginally involved with Charles Maurras' Action Française, and between 1911 and 1913 he wrote for the politically transversal L'Indépendance, established together with Édouard Berth – one of Sorel's main disciples – and Georges Valois, closer to Maurrassian circles. After a long silence during the war, Sorel came out in favour of Lenin and moved towards Bolshevist positions until his death in 1922.

Social degeneration was a widely influential concept at the interface of the social and biological sciences in the 18th and 19th centuries. During the 18th century, scientific thinkers including Georges-Louis Leclerc, Comte de Buffon, Johann Friedrich Blumenbach, and Immanuel Kant argued that humans shared a common origin but had degenerated over time due to differences in climate. This theory provided an explanation of where humans came from and why some people appeared differently from others. In contrast, degenerationists in the 19th century feared that civilization might be in decline and that the causes of decline lay in biological change. These ideas derived from pre-scientific concepts of heredity ("hereditary taint") with Lamarckian emphasis on biological development through purpose and habit. Degeneration concepts were often associated with authoritarian political attitudes, including militarism and scientific racism, and a preoccupation with eugenics. The theory originated in racial concepts of ethnicity, recorded in the writings of such medical scientists as Johann Blumenbach and Robert Knox. From the 1850s, it became influential in psychiatry through the writings of Bénédict Morel, and in criminology with Cesare Lombroso. By the 1890s, in the work of Max Nordau and others, degeneration became a more general concept in social criticism. It also fed into the ideology of ethnic nationalism, attracting, among others, Maurice Barrès, Charles Maurras and the Action Française. Alexis Carrel, a French Nobel Laureate in Medicine, cited national degeneration as a rationale for a eugenics programme in collaborationist Vichy France.

The meaning of degeneration was poorly defined, but can be described as an organism's change from a more complex to a simpler, less differentiated form, and is associated with 19th-century conceptions of biological devolution. In scientific usage, the term was reserved for changes occurring at a histological level – i.e. in body tissues. Although rejected by Charles Darwin, the theory's application to the social sciences was supported by some evolutionary biologists, most notably Ernst Haeckel and Ray Lankester. As the 19th century wore on, the increasing emphasis on degeneration reflected an anxious pessimism about the resilience of European civilization and its possible decline and collapse.

Action Française (French pronunciation: [aksjɔ̃ fʁɑ̃sɛːz], AF; English: French Action) is a French far-right monarchist and nationalist political movement. The name was also given to a journal associated with the movement, L'Action Française, sold by its own youth organization, the Camelots du Roi.

The movement and the journal were founded by Maurice Pujo and Henri Vaugeois in 1899, as a nationalist reaction against the intervention of left-wing intellectuals on behalf of Alfred Dreyfus. The royalist militant Charles Maurras quickly joined Action Française and became its principal ideologist. Under the influence of Maurras, Action Française became royalist, counter-revolutionary (objecting to the legacy of the French Revolution), anti-parliamentary, and pro-decentralization, espousing corporatism, integralism, and Roman Catholicism.
