A cabal is a group of people who are united in some close design, usually to promote their private views or interests in an ideology, a state, or another community, often by intrigue and usually without the knowledge of those who are outside their group. The use of this term usually carries negative connotations of political purpose, conspiracy and secrecy. It can also refer to a secret plot or a clique, or it may be used as a verb (to form a cabal or secretly conspire).

The Burr conspiracy of 1805–1807, was a treasonous plot alleged to have been planned by American politician and former military officer Aaron Burr (1756–1836), in the years during and after his single term as the third vice president of the United States (1801–1805), during the presidential administration and first term of the third president Thomas Jefferson (1743–1826, served 1801–1809).
Burr was accused of attempting to use his international connections and support from a cabal of American planters, politicians, and United States Army officers to establish an independent country in the old federal Southwest Territory (1790–1796), south of the Ohio River (future states of Kentucky, Tennessee and the future federal Territories of later Mississippi Territory (1798–1817), and adjacent Alabama Territory), and east of the Mississippi River and north of the southern coast along the Gulf of Mexico; or to invade/conquer the newly acquired Louisiana Purchase of 1803, west of the Mississippi River, later organized as the Louisiana Territory (1804–1812), then divided into future 18th state of Louisiana and upper/northern portion as Missouri Territory (1812–1821); or plotting against the northern parts of the colonial New Spain (later Mexico), still held by Spain; or against and seizing the Florida peninsula of the longtime Royal Spanish colony of Spanish Florida (consisting of West Florida and East Florida), in the Americas/Western Hemisphere, part of the world-wide Spanish Empire since the early 16th century.

Cabal in the context of New World Order conspiracy theory
The New World Order (NWO) is a term often used in conspiracy theories which hypothesize a secretly emerging totalitarian world government. The common theme in conspiracy theories about a New World Order is that a secretive power elite with a globalist agenda is conspiring to eventually rule the world through an authoritarian one-world government—which will replace sovereign nation-states—and an all-encompassing propaganda whose ideology hails the establishment of the New World Order as the culmination of history's progress. Many influential historical and contemporary figures have therefore been alleged to be part of a cabal that operates through numerous front organizations to orchestrate significant political and financial events, including taking advantage of systemic crises or even causing them in order to push through controversial policies at both national and international levels, as steps in an ongoing plot to achieve world domination.
Before the early 1990s, New World Order conspiracism was limited to two American countercultures, primarily the militantly anti-government right, and secondarily the part of fundamentalist Christianity concerned with the eschatological end-time emergence of the Antichrist. Academics who study conspiracy theories and religious extremism, such as Michael Barkun and Chip Berlet, observed that right-wing populist conspiracy theories about a New World Order not only have been embraced by many seekers of stigmatized knowledge but also have seeped into popular culture, thereby fueling a surge of interest and participation in survivalism and paramilitarism as many people actively prepare for apocalyptic and millenarian scenarios. These political scientists warn that mass hysteria over New World Order conspiracy theories could eventually have devastating effects on American political life, ranging from escalating lone wolf terrorism to the rise to power of authoritarian ultranationalist demagogues.
Cabal in the context of Satan worship
Theistic Satanism, otherwise referred to as spiritual Satanism, or devil worship, is one of two manifestations of Satanism, in contrast to nontheistic Satanism. It is an umbrella term for religious groups that consider Satan to objectively exist as a deity, supernatural entity, or spiritual being worthy of worship or reverence, whom individuals may believe in, contact, and convene with, in contrast to the atheistic archetype, metaphor, or symbol found in LaVeyan Satanism.
Organizations who uphold theistic Satanist beliefs most often have few adherents, are loosely affiliated or constitute themselves as independent groups and cabals, which have largely self-marginalized. Another prominent characteristic of theistic Satanism is the use of various types of magic. Most theistic Satanist groups exist in relatively new models and ideologies, many of which are independent of the Abrahamic religions.
