Bureaucracy (/bjʊəˈrɒkrəsi/ bure-OK-rə-see) is a system of organization where laws or regulatory authority are implemented by civil servants (non-elected officials). Historically, a bureaucracy was a government administration managed by departments staffed with non-elected officials. Today, bureaucracy is the administrative system governing any large institution, whether publicly owned or privately owned. The public administration in many jurisdictions is an example of bureaucracy, as is any centralized hierarchical structure of an institution, including corporations, societies, nonprofit organizations, and clubs.

There are two key dilemmas in bureaucracy. The first dilemma relates to whether bureaucrats should be autonomous or directly accountable to their political masters. The second dilemma relates to bureaucrats' responsibility to follow preset rules, and what degree of latitude they may have to determine appropriate solutions for circumstances that are unaccounted for in advance.

An uncodified constitution is a type of constitution where the fundamental rules often take the form of customs, usage, precedent and a variety of statutes and legal instruments. An explicit understanding of such a constitution can be developed through commentary by the judiciary, government committees or legal experts. The exploitation of natural resources describes using natural resources, often non-renewable or limited, for economic growth or development. Environmental degradation, human insecurity, and social conflict frequently accompany natural resource exploitation. The impacts of the depletion of natural resources include the decline of economic growth in local areas; however, the abundance of natural resources does not always correlate with a country's material prosperity. Many resource-rich countries, especially in the Global South, face distributional conflicts, where local bureaucracies mismanage or disagree on how resources should be used. Foreign industries also contribute to resource exploitation, where raw materials are outsourced from developing countries, with the local communities receiving little profit from the exchange. This is often accompanied by negative effects of economic growth around the affected areas such as inequality and pollution.

The exploitation of natural resources started to emerge on an industrial scale in the 19th century as the extraction and processing of raw materials (such as in mining, steam power, and machinery) expanded much further than it had in pre-industrial areas. During the 20th century, energy consumption rapidly increased. As of 2012, about 78.3% of the world's energy consumption is sustained by the extraction of fossil fuels, which consists of oil, coal and natural gas.

An additional problem is the fact that municipally owned corporations often have more than one municipal owner, and conflict between municipal owners can lead to reduced output for the municipally owned corporation due to various negative spillovers.

Contingency theory holds that an organization must try to maximize performance by minimizing the effects of various environmental and internal constraints, and that the ability to navigate this requisite variety may depend upon the development of a range of response mechanisms.

The people of Western Sahara speak the Ḥassānīya dialect of Arabic, also spoken in northern Mauritania, and Spanish. They are of mixed Arab, African (including Berber descent), many consider themselves to be Arab. The role of women in camps was enhanced by their shouldering of the main responsibility for the camps and government bureaucracy during the war years, as virtually the entire male population was enrolled in the Polisario army.

Those that continued to support the Provisional Government became known as the Right SRs while those who aligned with the Bolsheviks became known as the Left Socialist-Revolutionaries or Left SRs (Russian: левые эсеры, romanizedleviye esery). After the October Revolution, the Left SRs formed a coalition government with the Bolsheviks from November 1917 to March 1918, but resigned its position in government after the signing of the Treaty of Brest-Litovsk. The Central Committee of the Left SRs ultimately ordered the assassination of Wilhelm von Mirbach in an attempt to cause Russia to re-enter World War I and launched an ill-fated uprising against the Bolsheviks shortly after. Most members of the Left SRs were promptly arrested, though the majority that opposed the uprising were steadily released and allowed to retain their positions in the Soviets and bureaucracy. However, they were unable to reorganize the party, which gradually splintered into multiple pro-Bolshevik parties – all of which would merge with the Russian Communist Party (Bolsheviks) by 1921.

Jacques Claude Marie Vincent de Gournay (French: [də ɡuʁnɛ]; 28 May 1712, Saint-Malo, Province of Brittany – 27 June 1759, Cádiz), was a French economist, who became an intendant of commerce. Some historians of economics believe that he coined the phrase laissez faire, laissez passer. Evidence was to be found when the French State parted the East India Company privilege (monopoly) on the slave trade. He is also credited with coining the term "bureaucracy". Together with François Quesnay, whose disciple he was, he was a leader of the Physiocratic School.

Gournay's father was Claude Vincent, a merchant in Saint-Malo as well as a secretary to the king. Gournay didn't write much, but had a great influence on French economic thought through his conversations with many important theorists. He became instrumental in popularizing the work of Richard Cantillon in France.
