County Durham, officially simply Durham, is a ceremonial county in North East England. The county borders Northumberland and Tyne and Wear to the north, the North Sea to the east, North Yorkshire to the south, and Cumbria to the west. The largest settlement is Darlington.

The county has an area of 2,676 square kilometres (1,033 sq mi) and had a population of 894,025 in 2024. The centre and east of the county are more densely populated than the west, and the major settlements include Hartlepool on the south-east coast, Stockton-on-Tees in the south-east, Darlington in the south, and the city of Durham in the north-centre. Stockton-on-Tees is part of the Teesside conurbation, which extends into North Yorkshire. Barnard Castle is the largest town in the west of the county. For local government purposes the county comprises the unitary authority areas of County Durham, Darlington, Hartlepool, and part of Stockton-on-Tees. Durham County Council is part of the North East Combined Authority, and the councils of the other three areas are part of the Tees Valley Combined Authority. The part of Tyne and Wear south of the River Tyne was historically part of County Durham, and the part of Durham south of the River Tees was historically part of the North Riding of Yorkshire.

Durham County Council is the local authority for the unitary authority area of County Durham in North East England. The unitary authority area is smaller than the ceremonial county of Durham, which additionally includes Darlington, Hartlepool, and part of Stockton-on-Tees. The council has its headquarters at County Hall in the city of Durham, and consists of 98 councillors. It is a member of the North East Combined Authority.

Since the 2025 Durham County Council election the council has been under the majority control of Reform UK. The chair of the council is Robbie Rodis, and the leader is Andrew Husband. The council had a Labour Party majority from 1925 until 2021, when it fell into no overall control.

The Borough of Middlesbrough is a district in the ceremonial county of North Yorkshire, England. It is part of the Tees Valley region, along with the boroughs of Stockton-on-Tees, Redcar and Cleveland, Hartlepool and Darlington. The district covers the town of Middlesbrough, Nunthorpe civil parish and Stainton and Thornton civil parish. Since its creation in 1974, it has had borough status and the governing Middlesbrough Council became a unitary authority in 1996.

Redcar and Cleveland is a unitary authority area with borough status in the ceremonial county of North Yorkshire, England. Its council has been a unitary authority since 1996.

The borough was created in 1974 as Langbaurgh, and was one of four boroughs in the non-metropolitan county of Cleveland. It was renamed Langbaurgh-on-Tees in 1988, and given its present name when Cleveland was abolished in 1996; the borough was made a unitary authority in the same year. Redcar and Cleveland is part of the Tees Valley combined authority, which also includes the boroughs of Darlington, Middlesbrough, Hartlepool and Stockton-on-Tees; the latter three were also formerly in Cleveland County.

Stockton-on-Tees Borough Council is the local authority of the Borough of Stockton-on-Tees, which straddles the ceremonial counties of County Durham and North Yorkshire in England. Since 1996 the council has been a unitary authority, being a district council which also performs the functions of a county council. It therefore provides services including Council Tax billing, libraries, social services, town planning, waste collection and disposal, and it is a local education authority. Since 2016 the council has been a member of the Tees Valley Combined Authority, which has been led by the directly elected Tees Valley Mayor since 2017.

North Yorkshire Council, known between 1974 and 2023 as North Yorkshire County Council, is the local authority for the unitary authority area of North Yorkshire, England. The ceremonial county of North Yorkshire is larger, and includes Middlesbrough, Redcar and Cleveland, York and part of Stockton-on-Tees. The council is based at County Hall, Northallerton, and consists of 90 councillors. It is a member of the York and North Yorkshire Combined Authority.

Since the 2022 local elections the council has been under no overall control, with a Conservative minority administration supported by three independent councillors. The Conservative councillor Carl Les is the leader of the council.

The Tees Valley Combined Authority (TVCA) is the combined authority for the Tees Valley urban area in North East England consisting of the following five unitary authorities: Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton-on-Tees, covering a population of approximately 700,000 people. The area is divided between the ceremonial counties of North Yorkshire and County Durham. It was proposed that a combined authority be established by statutory instrument under the Local Democracy, Economic Development and Construction Act 2009. It is a strategic authority with powers over transport, economic development and regeneration including the flagship Teesside Freeport.

The Combined Authority was established on 1 April 2016, after Local Government Minister James Wharton MP signed the necessary Order. It was announced in October 2015 that voters in the region covered by the Authority would directly elect a Mayor in 2017.
