Bayʿah (Arabic: بَيْعَة, "Pledge of allegiance"), in Islamic terminology, is an oath of allegiance to a leader. It is known to have been practiced by the Islamic prophet Muhammad. In Bedouin culture it was a procedure for choosing the leader of the tribe, and is sometimes taken under a written pact given on behalf of the subjects by leading members of the tribe with the understanding that as long as the leader abides by certain requirements towards his people, they are to maintain their allegiance to him. Bayʿah is still practiced in countries such as Saudi Arabia and Sudan. In Morocco, bayʿah is one of the foundations of the monarchy.

Political aspects of the religion of Islam are derived from its religious scripture (the Quran holy book, ḥadīth literature of accounts of the sayings and living habits attributed to the Islamic prophet Muhammad, and sunnah), as well as elements of political movements and tendencies followed by Muslims or Islamic states throughout its history. Shortly after its founding, Islam's prophet Muhammad became a ruler of a state, and the intertwining of religion and state in Islam (and the idea that "politics is central" to Islam), is in contrast to the doctrine of rendering "unto Caesar what belongs to Caesar and to God what belongs to God", of Christianity, its related and neighboring religion.

Traditional political concepts in Islam which form an idealized model for Islamic rule, are based on the rule of Muhammad in Mecca (629–632 CE) and his elected or selected successors, known as rāshidūn ("rightly-guided") caliphs in Sunnī Islam, and the Imams in Shīʿa Islam. Concepts include obedience to the Islamic law (sharīʿa); the supremacy of unity, solidarity and community, over individual rights and diversity; the pledging of obedience by the ruled to rulers (al-Bayʿah), with a corresponding duty of rulers to rule justly and seek consultation (shūrā) before making decisions; and the ruled to rebuke unjust rulers. Classical Islamic political thought focuses on advice on how to govern well, rather than reflecting "on the nature of politics".

Bay'ah in the context of Al-Qaeda in Iraq

Al-Qaeda in Iraq (Arabic: القاعدة في العراق, romanizedAl-Qāʿidah fī al-ʿIrāq; AQI), was a Salafi jihadist organization affiliated with al-Qaeda. It was founded on 17 October 2004, and was led by Abu Musab al-Zarqawi until its disbandment on 15 October 2006 after he was killed in a targeted bombing on 7 June 2006 in Hibhib, Iraq by the United States Air Force.

The group was started as Jama'at al-Tawhid wal-Jihad in 1999. In 2004 it pledged allegiance to Osama bin Laden's al-Qaeda. Under the leadership of al-Zarqawi, AQI was engaged in various militant activities during the early stages of the Iraqi insurgency, with the objective of expelling the U.S.-led coalition and establishing an Islamic state in Iraq. In January 2006, AQI and seven other Sunni guerrilla groups formed the Mujahideen Shura Council (MSC), which on 15 October 2006 disbanded to form the "Islamic State of Iraq."

Bay'ah in the context of Murshid

Murshid (Arabic: مرشد) is Arabic for "guide" or "teacher", derived from the root r-sh-d, with the basic meaning of having integrity, being sensible, mature. Particularly in Sufism it refers to a spiritual guide. The term is frequently used in Sufi orders such as the Naqshbandiyya, Qādiriyya, Chishtiya, Shadhiliya and Suhrawardiyya.

The path of Sufism starts when a student (murid) takes an oath of allegiance or Bay'ah (bai'ath) with a spiritual guide (murshid). In speaking of this initiatory pact of allegiance, the Qur’ān (48:10) says: Verily they who pledge unto thee their allegiance pledge it unto none but God. The Hand of God is above their hands.

Bay'ah in the context of Islamic State of Iraq

The Islamic State of Iraq (ISI; Arabic: دولة العراق الإسلامية Dawlat al-ʿIrāq al-ʾIslāmiyyah) was a Salafi jihadist militant organization that fought the forces of the U.S.-led coalition during the Iraqi insurgency. The organization aimed to overthrow the Iraqi federal government and establish an Islamic state governed by Sharia law in Iraq.

Islamic State of Iraq traces its origins to Jama'at al-Tawhid wal-Jihad (JTJ) group, which was formed by the Jordanian national Abu Musab al-Zarqawi in Jordan in 1999. Al-Zarqawi led the group, until his death in June 2006. Jama'at fought the American occupation forces during the early Iraqi insurgency following the 2003 invasion of Iraq, and on 17 October 2004 al-Zarqawi had pledged allegiance to Osama bin Laden's al-Qaeda network; and the group became known as "Tanzim Qaidat al-Jihad fi Bilad al-Rafidayn" (commonly known as al-Qaeda in Iraq). In January 2006, AQI and seven other Sunni guerrilla groups formed the Mujahideen Shura Council (MSC), which on 15 October 2006 disbanded to form the "Islamic State of Iraq" organization, led by Abu Omar al-Baghdadi as its first Emir. Announcing the dissolution of both AQI and the MSC, al-Baghdadi declared that the previous organizations have been replaced by ISI.

Bay'ah in the context of History of Jerusalem during the Early Muslim period

The history of Jerusalem during the Early Muslim period covers the period between the capture of the city from the Byzantines by the Arab Muslim armies of the nascent Caliphate in 637–638 CE, and its conquest by the European Catholic armies of the First Crusade in 1099. Throughout this period, Jerusalem remained a largely Christian city with smaller Muslim and Jewish communities. It was successively part of several Muslim states, beginning with the Rashidun caliphs of Medina, the Umayyads of Syria, the Abbasids of Baghdad and their nominal Turkish vassals in Egypt, and the Fatimid caliphs of Cairo, who struggled over it with the Turkic Seljuks and different other regional powers, only to finally lose it to the Crusaders.

The second caliph, Umar (r. 634–644), secured Muslim control of the city from the Patriarch of Jerusalem. During his rule Muslim prayer was likely established on the Temple Mount and limited numbers of Jews were allowed to reside in the city after a five centuries-long ban by the Romans/Byzantines. Beginning with Caliph Mu'awiya I (r. 661–680), the early Umayyad caliphs devoted special attention to the city as a result of its sanctity and several obtained their oaths of allegiance there. The Umayyads Abd al-Malik (r. 685–705) and al-Walid I (r. 705–715) invested considerably in constructing Muslim edifices on the Temple Mount, namely the Dome of the Rock and the al-Aqsa Mosque, as well other religious and administrative structures, gates, and roadworks. Their successor Sulayman (r. 715–717) likely resided in Jerusalem at the beginning of his reign, but his founding of the nearby city of Ramla came at the political and economic expense of Jerusalem in the long term.
