Abstention is a term in election procedure for when a participant in a vote either does not go to vote (on election day) or, in parliamentary procedure, is present during the vote but does not cast a ballot. Abstention must be contrasted with "blank vote", in which a voter casts a ballot willfully made invalid by marking it wrongly or by not marking anything at all. A "blank voter" has voted, although their vote may be considered a spoilt vote, depending on each legislation, while an abstaining voter has not voted. Both forms (abstention and blank vote) may or may not, depending on the circumstances, be considered to be a protest vote (also known as a "blank vote"). Abstention is related to political apathy and low voter turnout.

An abstention may be used to indicate the voting individual's ambivalence about the measure, or mild disapproval that does not rise to the level of active opposition. Abstention can also be used when someone has a certain position about an issue, but since the popular sentiment supports the opposite, it might not be politically expedient to vote according to their conscience. A person may also abstain when they do not feel adequately informed about the issue at hand, or have not participated in relevant discussion. In parliamentary procedure, a member may be required to abstain in the case of a real or perceived conflict of interest.

A protest vote (also called a blank, null, spoiled, or "none of the above" vote) is a vote cast in an election to demonstrate dissatisfaction with the choice of candidates or the current political system. Protest voting takes a variety of forms and reflects numerous voter motivations, including political apathy. Where voting is compulsory, casting a blank vote is available for those who do not wish to choose a candidate, or to protest. Unlike abstention elsewhere, blank votes are counted.

Along with abstention, or not voting, protest voting is a sign of unhappiness with available options. If protest vote takes the form of a blank vote, it may or may not be tallied into final results. Protest votes may be considered spoiled or, depending on the electoral system, counted as "none of the above" votes.

Abstention in the context of United Nations Security Council Resolution 1244

United Nations Security Council resolution 1244, adopted on 10 June 1999, after recalling resolutions 1160 (1998), 1199 (1998), 1203 (1998) and 1239 (1999), authorised an international civil and military presence in the Federal Republic of Yugoslavia and established the United Nations Interim Administration Mission in Kosovo (UNMIK). It followed an agreement by Yugoslav President Slobodan Milošević to terms proposed by President of Finland Martti Ahtisaari and former Prime Minister of Russia Viktor Chernomyrdin on 8 June, involving withdrawal of all Yugoslav state forces from Kosovo (Annex 2 of the Resolution). Annex 2 also specified that "After withdrawal, an agreed number of Yugoslav and Serbian personnel will be permitted to return to perform the following functions:· Liaison with the international civil mission and the international security presence;· Marking/clearing minefields;· Maintaining a presence at Serb patrimonial sites;· Maintaining a presence at key border crossings."

Resolution 1244 was adopted by 14 votes in favour to none against. China abstained despite being critical of the NATO offensive, particularly the bombing of its embassy. It argued that the conflict should be settled by the Yugoslav government and its people, and was opposed to external intervention. However, as the Federal Republic of Yugoslavia accepted the peace proposal, China did not veto the resolution.

Abstention in the context of United Nations Security Council veto power

The United Nations Security Council veto power is the power of the five permanent members of the UN Security Council (China, France, Russia, the United Kingdom, and the United States) to veto any decision other than a "procedural" decision.

A permanent member's abstention or absence does not count as a veto. A "procedural" decision (such as changing the meeting agenda or inviting a non-member to sit at a UNSC meeting) also cannot be vetoed.

Abstention in the context of United Nations Security Council Resolution 425

United Nations Security Council Resolution 425, adopted on 19 March 1978, five days after the Israeli invasion of Lebanon in the context of Palestinian insurgency in South Lebanon and the Lebanese Civil War, called on Israel to withdraw immediately its forces from Lebanon and established the United Nations Interim Force In Lebanon (UNIFIL). It was adopted by 12 votes to none; Czechoslovakia and the Soviet Union abstained, and China did not participate.

Abstention in the context of United Nations Security Council Resolution 338

United Nations Security Council Resolution 338 was a three-line resolution adopted by the UN Security Council on 22 October 1973, which called for a ceasefire in the Yom Kippur War in accordance with a joint proposal by the United States and the Soviet Union. It was passed at the 1747th Security Council meeting by 14 votes to none, with China abstaining.

The resolution stipulated that the ceasefire should take effect within 12 hours of the adoption of the resolution; that Security Council Resolution 242 be implemented "in all its parts"; and for negotiations to start between Israel and the Arab states. Fighting continued despite the passing of Resolution 338, and the Security Council passed Resolution 339 soon after. Resolution 340 was passed on 25 October, ending the war.

Abstention in the context of None of the above

"None of the above" (NOTA), or none for short, also known as "against all" or a "scratch" vote, is a ballot option in some jurisdictions or organizations, designed to allow the voter to indicate disapproval of the candidates in a voting system. It is based on the principle that consent requires the ability to withhold consent in an election, just as they can by voting "No" on ballot questions. It must be contrasted with "abstention", in which a voter does not cast a ballot.

Entities that include "None of the Above" on ballots as standard procedure include Argentina, Belarus, Belgium, Bulgaria („Не подкрепям никого“, "I don't support anyone"), Colombia (voto en blanco), France (vote blanc, "blank vote"), Greece (λευκό, blank), India ("None of the above"), Indonesia (kotak kosong, "empty box"), Kazakhstan, Mongolia, the Netherlands, North Korea, Norway, Peru, Spain (voto en blanco, "blank vote"), Uruguay, and the U.S. state of Nevada (None of These Candidates).

Abstention in the context of Undervote


Voter drop-off, roll-off, or undervoting occurs when a voter selects fewer options in a contest than the maximum number allowed or makes no selection at all for a particular election. Undervotes may be intentional or unintentional.

Intentional undervotes arise from deliberate abstention. An individual may participate in the election but decline to support any candidate as a form of protest, or may simply choose not to vote for lower offices because they lack information or interest in downballot races. For example, a voter might select a presidential candidate but abstain from a concurrent county commissioner election.
