๐Ÿ‘‰ 107th United States Congress in the context of 83rd United States Congress

The 83rd United States Congress was a meeting of the legislative branch of the federal government of the United States in Washington, D.C. from January 3, 1953, until January 3, 1955, during the last two weeks of the Truman administration, with the remainder spanning the first two years of Dwight Eisenhower's presidency. It was composed of the Senate and the House of Representatives. The apportionment of seats in the House was based on the 1950 U.S. census.

The Republicans gained the majority in both chambers, winning back full control of Congress for the first time since the 80th Congress in 1947, and with Dwight Eisenhower being sworn in as president on January 20, 1953, this gave the Republicans an overall federal government trifecta for the first time since the 71st Congress in 1929, and the last time until they briefly did so during the 107th Congress in 2001.

107th United States Congress in the context of Authorization for Use of Military Force Against Terrorists

The Authorization for Use of Military Force (AUMF; Pub. L.ย 107โ€“40 (text) (PDF), 115ย Stat.ย 224) is a joint resolution of the United States Congress which became law on September 18, 2001, authorizing the use of the United States Armed Forces against those responsible for the September 11 attacks. The authorization granted the president the authority to use all "necessary and appropriate force" against those whom he determined "planned, authorized, committed or aided" the September 11 attacks, or who harbored said persons or groups.

In this case, the AUMF grants power to the President to determine both who to target and what actions to take.ย The AUMF is different from a declaration of war in that the AUMF is a statutory force authorization, limiting the President's use of full military force, which he would otherwise have in a declaration of war. The AUMF was passed by the 107th Congress on September 14, 2001, and signed into law by President George W. Bush on September 18, 2001. President Bush said "you are either with us, or you are with the terrorists" in his joint address to Congress and the American public on September 20, 2001, right after the law was signed.
