Pier 39 is a shopping center and popular tourist attraction built on a pier in San Francisco, California. The Gambling Commission is an executive, non-departmental public body of the Government of the United Kingdom responsible for regulating gambling and supervising gaming law in Great Britain. Its remit covers arcades, betting, bingo, casinos, slot machines and lotteries, as well as remote gambling, but not spread betting. Free prize competitions and draws are free of the Commission's control under the "Gambling Act 2005".

The game was shown in an official beta-testing preview on July 9, 2004, and was officially released in arcades around August 30, 2004. A PlayStation 2 port of In the Groove was released on June 17, 2005, by RedOctane. A sequel, In the Groove 2, was released in 2005.
