Cabinet collective responsibility, also known as collective ministerial responsibility, is a constitutional convention in parliamentary systems and a cornerstone of the Westminster system of government, that members of the cabinet must publicly support all governmental decisions made in Cabinet, even if they do not privately agree with them. This support includes voting for the government in the legislature. This convention formed in the 19th century in the United Kingdom. Some political parties, most commonly communist, apply a similar convention of democratic centralism to their central committee.

If a member of the Cabinet wishes to openly object to a Cabinet decision then they are obliged to resign from their position in the Cabinet.

The Cabinet of Singapore forms the executive branch of the Government of Singapore together with the President. It is led by the Prime Minister who is the head of government. The Prime Minister is a Member of Parliament (MP) appointed by the president who in the president's judgment is likely to command the confidence of the majority of the Members of Parliament (MPs). The other ministers in the Cabinet are Members of Parliament appointed by the president acting in accordance with the advice of the prime minister. Ministers are prohibited from holding any office of profit and from actively engaging in any commercial enterprise.

The Cabinet has the general direction and control of the Government and is collectively responsible to Parliament. It also has significant influence over lawmaking. Ministers may be designated by the prime minister to be in charge of particular ministries, or as ministers in the Prime Minister's Office. Singapore's ministers are the highest paid in the world. Prior to a salary review in 2011, the prime minister's annual salary was S$3.07 million, while the pay of ministerial-level officers ranged between S$1.58 million and S$2.37 million. On 21 May 2011, a committee was appointed by the prime minister to review the salaries of the prime minister as well as the president, political appointment holders, and Members of Parliament. Following the recommended wage reductions by the committee which were then debated and subsequently accepted in Parliament, the prime minister's salary was reduced by 36% (includes the removal of his pension) to S$2.2 million. Nonetheless, the prime minister remains the highest-paid political leader in the world.

In Westminster-style governments, individual ministerial responsibility is a constitutional convention that a cabinet minister bears the ultimate responsibility for the actions of their ministry or department. Individual ministerial responsibility is not the same as cabinet collective responsibility, which states members of the cabinet must approve publicly of its collective decisions or resign. This means that a Parliamentary motion for a vote of no confidence is not in order should the actions of an organ of government fail in the proper discharge of its responsibilities. Where there is ministerial responsibility, the accountable minister is expected to take the blame and ultimately resign, but the majority or coalition within parliament of which the minister is part, is not held to be answerable for that minister's failure.

This means that if waste, corruption, or any other misbehaviour is found to have occurred within a ministry, the minister is responsible even if the minister had no knowledge of the actions. A minister is ultimately responsible for all actions by a ministry because, even without knowledge of an infraction by subordinates, the minister approved the hiring and continued employment of those civil servants. If misdeeds are found to have occurred in a ministry, the minister is expected to resign. It is also possible for a minister to face criminal charges for malfeasance under their watch.

In the Irish Free State, an extern minister, formally a Minister who shall not be a Member of the Executive Council, was a minister who had charge of a department but was not a member of the Executive Council. Extern ministers were individually nominated by Dáil Éireann (the lower house), whereas of the Executive Council only the President was: he in turn nominated the other members. All ministers were formally appointed by the Governor-General. The Executive Council included the senior ministers, exercised cabinet collective responsibility, and had to be TDs (members of the Dáil); the extern ministers filled more junior technocratic roles, and need not be legislators, though in fact all were TDs. In practice, all ministers formed a united administration, and no extern ministers were appointed after 1927.

The New Zealand Government (Māori: Te Kāwanatanga o Aotearoa) is the central government through which political authority is exercised in New Zealand. As in most other parliamentary democracies, the term "Government" refers chiefly to the executive branch, and more specifically to the collective ministry directing the executive. Based on the principle of responsible government, it operates within the framework that "the [King] reigns, but the government rules, so long as it has the support of the House of Representatives". The Cabinet Manual describes the main laws, rules and conventions affecting the conduct and operation of the Government.

Executive power is exercised by ministers, all of whom are sworn into the Executive Council and accountable to the elected legislature, the House of Representatives. Several senior ministers (usually 20) constitute a collective decision-making body known as the Cabinet, which is led by the prime minister (currently Christopher Luxon). A few more ministers (usually junior or supporting) are part of the Executive Council but are outside Cabinet. Most ministers have a portfolio of specific responsibilities such as departments or policy areas, although ministers without portfolio can be appointed.

Heads of government in Malaysia's many states take on various titles. Nine of the states in the Peninsular who each have historical monarchs are known as the Menteri Besar (Jawi: منتري بسر, literally Grand Minister or First Minister; abbreviated as MB), while the rest in the federation are titled Chief Minister (abbreviated as CM; in Malay: Ketua Menteri; abbreviated as KM). Until 2022, the head of government of Sarawak was also styled as the Chief Minister, thereafter it was changed to Premier (Premier).

The nine hereditary rulers of the Malay states and the appointed governors of the other four states serve as constitutional and ceremonial heads of their states, while the state executive authority rests with the Menteris Besar, chief ministers and premier. Following elections to the state legislative assembly, the ruler or governor usually invites the party (or coalition) with a majority of seats to form the state government. The ruler or governor appoints and swears in the Menteri Besar, chief ministers and premier, whose executive council (or Cabinet in Sabah and Sarawak) are collectively responsible to the assembly. Based on the Westminster system, given that he retains the confidence of the assembly, the terms of Menteris Besar, chief ministers and premier can last for the length of the assembly's life—a maximum of five years. There are no limits to the number of terms that the Menteri Besar, chief minister and premier can serve.
