The TGV (French: [teʒeve] ; train à grande vitesse, [tʁɛ̃ a ɡʁɑ̃d vitɛs] , 'high-speed train') is France's intercity high-speed rail service. With commercial operating speeds of up to 320 km/h (200 mph) on the newer lines, the TGV was conceived at the same period as other technological projects such as the Ariane 1 rocket and Concorde supersonic airliner; sponsored by the Government of France, those funding programmes were known as champion national ('national champion') policies. In 2023 the TGV network in France carried 122 million passengers.

The state-owned SNCF started working on a high-speed rail network in 1966. It presented the project to President Georges Pompidou in 1974 who approved it. Originally designed as turbotrains to be powered by gas turbines, TGV prototypes evolved into electric trains with the 1973 oil crisis. In 1976 the SNCF ordered 87 high-speed trains from Alstom. Following the inaugural service between Paris and Lyon in 1981 on the LGV Sud-Est, the network, centred on Paris, has expanded to connect major cities across France, including Marseille, Lille, Bordeaux, Strasbourg, Rennes and Montpellier, as well as in neighbouring countries on a combination of high-speed and conventional lines. The success of the first high-speed service led to a rapid development of lignes à grande vitesse (LGVs, 'high-speed lines') to the south (Rhône-Alpes, Méditerranée, Nîmes–Montpellier), west (Atlantique, Bretagne-Pays de la Loire, Sud Europe Atlantique), north (Nord, Interconnexion Est) and east (Rhin-Rhône, Est). Since it was launched, the TGV has not recorded a single passenger fatality in an accident on normal, high-speed service.

TGV in the context of High-speed rail in Germany

Construction of the first high-speed rail in Germany began shortly after that of the French LGVs (lignes à grande vitesse, high-speed lines). However, legal battles caused significant delays, so that the German Intercity-Express (ICE) trains were deployed ten years after the TGV network was established. Germany has around 1,658 kilometers (1,030 miles) of high speed lines.

TGV in the context of High-speed rail in Spain

High-speed railways in Spain have been in operation since 1992 when the first line was opened connecting the cities of Madrid, Córdoba and Seville. Unlike the rest of the Iberian broad gauge network, the Spanish High-speed network mainly uses standard gauge. This permits direct connections to outside Spain through the link to the French network at the Perthus Tunnel. High-speed trains run on a network of high-speed rail track owned and managed by ADIF (Administrador de Infraestructuras Ferroviarias), where the dominant service is AVE while other high speed services such as Avant, Alvia, Avlo, Euromed, Ouigo España and Iryo, as well as mid-speed (InterCity) services also operate.

AVE trains are operated by Renfe, the national passenger high-speed rail operator in Spain, but other companies such as Ouigo España and Iryo compete on the Madrid–Barcelona and other routes in accordance with the European Union legislation. French TGV services run from the border to Barcelona under the TGV inOui brand. Alvia and Euromed trains are also operated by Renfe and have the ability to use both Iberian gauge and standard gauge lines offering high-speed services across the whole Spanish network.

The Beijing–Shanghai high-speed railway (or Jinghu high-speed railway) is a high-speed railway that connects two major economic zones in the People's Republic of China: the Bohai Economic Rim and the Yangtze River Delta.Construction began on April 18, 2008, with the line opened to the public for commercial service on June 30, 2011.The 1,318-kilometer (819 mi) long high-speed line is the world's longest high-speed line ever constructed in a single phase.

The line is one of the busiest high speed railways in the world, transporting over 210 million passengers in 2019, more than the annual ridership of the entire TGV or Intercity Express network.It is also China's most profitable high speed rail line, reporting a ¥11.9 billion Yuan ($1.86 billion USD) net profit in 2019.

TGV in the context of Thalys

Thalys (French: [talis]) was a brand name used for high-speed train services between Paris Gare du Nord and both Amsterdam Centraal and German cities in the Rhein-Ruhr, including Aachen, Cologne, Düsseldorf, Duisburg, Essen and Dortmund, both via Brussels-South.

Thalys was created out of a political ambition formalised in October 1987 to establish a network of international high-speed railway services between the cities of Paris, Brussels, Cologne and Amsterdam. The Thalys name was created in January 1995. The company procured a fleet of Alstom-built TGV trains to operate its services as they were viewed as the only existing rolling stock suitable to the task.

TGV in the context of National champions

National champions are corporations which are technically private businesses but due to governmental policy are ceded a dominant position in a national economy. In this system, these large organizations are expected not only to seek profit but also to "advance the interests of the nation"; the government sets policies which favor these organizations. The policy is practiced by many governments, in some sectors more than others (such as defense), but by giving an unfair advantage against market competition, the policy promotes economic nationalism domestically and global pre-eminence abroad contrary to the free market. The policy also deters or prevents venture capitalism.

As the policy is the collective form of inequality of opportunity, it is irreconcilable with the paradigm of the neo-liberal (or "laissez-faire") economy. It was a major part of the dirigiste policy of 1945–1975 France.

TGV in the context of Perthus Tunnel

The Perthus Tunnel is a twin-bore railway tunnel between France and Spain under the Eastern Pyrenees, built as part of the high-speed railway line Perpignan-Figueres. It has made possible the implementation of direct high-speed trains connecting the two countries' railway systems since December 2013, linking the Spanish AVE network with the French TGV. The tunnel is named after the nearby border town of Le Perthus.

The Perthus Tunnel was built between July 2005 and February 2009, and it first opened to traffic on December 19, 2010. It was designed, built, and operated under a 50-year concession by the TP Ferro consortium. The tunnel has been designed to allow the movement of freight train as well as high speed passenger traffic. It also facilities the full interoperability of qualifying trains from either Spanish or French network without distinction. It is 8.3 kilometres (5.2 mi) long. During late 2016, TP Ferro went into liquidation, leading to a new company jointly held by Administrador de Infraestructuras Ferroviarias (ADIF) and SNCF Réseau becoming responsible for the tunnel's operation.

Moûtiers (French pronunciation: [mutje]; Arpitan: Motiérs), historically also called Tarentaise, is a commune in the Savoie department in the Auvergne-Rhône-Alpes region in Southeastern France.

Moûtiers is the main access point to the Les Trois Vallées ski region in the French Alps. Its railway station, although not on a high-speed rail line, is consequently a seasonally important destination for TGV services from Lyon, Paris and elsewhere, including abroad.

The Gare de Lyon, officially Paris Gare de Lyon (French pronunciation: [paʁi ɡaʁ ljɔ̃]), is one of the seven large mainline railway stations in Paris, France. It handles about 148.1 million passengers annually according to the estimates of the SNCF in 2018, with SNCF railways and the RER D accounting for around 110 million and the RER A accounting for 38 million, making it the second-busiest station of France after the Gare du Nord and just ahead of Gare Saint-Lazare; and one of the busiest in Europe.

The station is located in the 12th arrondissement, on the right bank of the river Seine, in the east of Paris. Opened in 1849, it is the northern terminus of the Paris–Marseille railway. It is named after the city of Lyon, a stop for many long-distance trains departing here, most en route to the South of France. The station is served by high-speed TGV trains to Southern and Eastern France, Switzerland, Germany, Italy and Spain. The station also hosts regional trains and the RER and also the Gare de Lyon Métro station.

Valéry René Marie Georges Giscard d'Estaing (UK: /ˌʒskɑːr dɛˈstæ̃/, US: /ʒɪˌskɑːr -/; French: [valeʁi ʁəne maʁi ʒɔʁʒ ʒiskaʁ dɛstɛ̃] ; 2 February 1926 – 2 December 2020), also known as simply Giscard or VGE, was a French politician who served as President of France from 1974 to 1981.

After serving as Minister of Finance under prime ministers Jacques Chaban-Delmas and Pierre Messmer, Giscard d'Estaing won the presidential election of 1974 with 50.8% of the vote against François Mitterrand of the Socialist Party. His tenure was marked by a more liberal attitude on social issues—such as divorce, contraception and abortion—and by attempts to modernise the country and the office of the presidency, notably overseeing such far-reaching infrastructure projects as the TGV and the turn towards reliance on nuclear power as France's main energy source. Giscard d'Estaing launched the Grande Arche, Musée d'Orsay, Arab World Institute and Cité des Sciences et de l'Industrie projects in the Paris region, later included in the Grands Projets of François Mitterrand. He promoted liberalisation of trade; however, his popularity suffered from the economic downturn that followed the 1973 energy crisis, marking the end of the Trente Glorieuses (the "Thirty Glorious Years" of prosperity after 1945). He imposed austerity budgets, and allowed unemployment to rise in order to avoid deficits. Giscard d'Estaing in the centre faced political opposition from both sides of the spectrum: from the newly unified left under Mitterrand and a rising Jacques Chirac, who resurrected Gaullism on a right-wing opposition line. In 1981, despite a high approval rating, he was defeated in a runoff against Mitterrand, with 48.2% of the vote.
