Sulayman ibn Abd al-Malik ibn Marwan (c. 675 – 24 September 717) was the seventh Umayyad caliph, ruling from 715 until his death. He was the son of Caliph Abd al-Malik and Wallada bint al-Abbas. He began his career as governor of Palestine, while his father Abd al-Malik (r. 685–705) and brother al-Walid I (r. 705–715) reigned as caliphs. There, the theologian Raja ibn Haywa mentored him, and he forged close ties with Yazid ibn al-Muhallab, a major opponent of al-Hajjaj ibn Yusuf, al-Walid's powerful viceroy of Iraq and the eastern Caliphate. Sulayman resented al-Hajjaj's influence over his brother. As governor, Sulayman founded the city of Ramla and built the White Mosque in it. The new city superseded Lydda as the district capital of Palestine. Lydda was at least partly destroyed and its inhabitants may have been forcibly relocated to Ramla, which developed into an economic hub, became home to many Muslim scholars, and remained the commercial and administrative center of Palestine until the 11th century.

After acceding as caliph, Sulayman dismissed his predecessor's governors and generals. Many had been handpicked by al-Hajjaj and had led the war efforts which brought the Caliphate to its greatest territorial extent. Among them were the conqueror of Transoxiana (Central Asia), Qutayba ibn Muslim, who was killed by his own troops in an abortive revolt in anticipation of his dismissal, and the conqueror of Sind (the western Indian subcontinent), Muhammad ibn al-Qasim, who was executed. In the west, Sulayman deposed Musa ibn Nusayr, the conqueror of the Iberian Peninsula (al-Andalus) and governor of Ifriqiya (central North Africa), and had his son Abd al-Aziz, governor of al-Andalus, assassinated. Although he continued his predecessors' militarist policies, expansion largely stopped under Sulayman, partly due to effective resistance along the Central Asian frontiers and the collapse of Arab military leadership and organization there after Qutayba's death. Sulayman's appointee over the eastern Caliphate, his confidant Yazid, invaded the southern Caspian coast in 716, but withdrew and settled for a tributary arrangement after being defeated by the local Iranian rulers. Sulayman intensified the war with the Byzantine Empire, the primary focus of his war efforts, culminating in the 717–718 siege of Constantinople, which ended in a disastrous Arab defeat.

Maslama ibn Abd al-Malik (fl. 705 – 24 December 738) was an Umayyad prince and one of the most prominent Arab generals of the early decades of the 8th century, leading several campaigns against the Byzantine Empire and the Khazar Khaganate. He achieved great fame especially for leading the last Arab siege of the Byzantine capital Constantinople.

He launched his military career leading the annual summer raids against the Byzantines in Anatolia. By 709, he was governor over Qinnasrin (northern Syria), the Jazira (Upper Mesopotamia), Armenia, and Adharbayjan, giving him control over the Caliphate's northern frontier. From this position, he launched the first Arab expeditions against the Khazars across the Caucasus. Maslama's brother, Caliph Sulayman, appointed him to lead the campaign to capture Constantinople in 715, but it ended in disaster for the Arabs and he was ordered to withdraw by Sulayman's successor, Umar II, in 718.

Jabiyah (Arabic: الجابية / ALA-LC: al-Jābiya) was a town of political and military significance in the 6th–8th centuries. It was located between the Hawran plain and the Golan Heights. It initially served as the capital of the Ghassanids, an Arab vassal kingdom of the Byzantine Empire. Following the Muslim conquest of Syria, it early on became the Muslims' main military camp in the region and, for a time, the capital of Jund Dimashq (military district of Damascus). Caliph Umar convened a meeting of senior Muslim figures at the city where the organization of Syria and military pay were decided. Later, in 684, Jabiyah was the site of a summit of Arab tribes that chose Marwan I to succeed Caliph Mu'awiya II. Jabiyah was often used by the Umayyad caliphs as a retreat. Its significance declined when Caliph Sulayman made Dabiq the Muslims' main military camp in Syria.

Ramla (Hebrew: רַמְלָה, romanizedRamlā), also known as Ramle (Arabic: الرملة, romanizedar-Ramla, local pronunciation: [ɪrˈrɑmle]), is a city in the Central District of Israel. Ramle is one of Israel's mixed cities, with significant numbers of both Jews and Arabs.

The city was founded in the early 8th century CE by the Umayyad caliph Sulayman ibn Abd al-Malik as the capital of Jund Filastin, the district he governed in Bilad al-Sham before becoming caliph in 715. The city's strategic and economic value derived from its location at the intersection of the Via Maris, connecting Cairo with Damascus, and the road connecting the Mediterranean port of Jaffa with Jerusalem. It rapidly overshadowed the adjacent city of Lydda, whose inhabitants were relocated to the new city. Not long after its establishment, Ramla developed as the commercial centre of Palestine, serving as a hub for pottery, dyeing, weaving, and olive oil, and as the home of numerous Muslim scholars. Its prosperity was lauded by geographers in the 10th–11th centuries, when the city was ruled by the Fatimids and Seljuks.

Sulayman ibn Abd al-Malik in the context of History of Jerusalem during the Early Muslim period

The history of Jerusalem during the Early Muslim period covers the period between the capture of the city from the Byzantines by the Arab Muslim armies of the nascent Caliphate in 637–638 CE, and its conquest by the European Catholic armies of the First Crusade in 1099. Throughout this period, Jerusalem remained a largely Christian city with smaller Muslim and Jewish communities. It was successively part of several Muslim states, beginning with the Rashidun caliphs of Medina, the Umayyads of Syria, the Abbasids of Baghdad and their nominal Turkish vassals in Egypt, and the Fatimid caliphs of Cairo, who struggled over it with the Turkic Seljuks and different other regional powers, only to finally lose it to the Crusaders.

The second caliph, Umar (r. 634–644), secured Muslim control of the city from the Patriarch of Jerusalem. During his rule Muslim prayer was likely established on the Temple Mount and limited numbers of Jews were allowed to reside in the city after a five centuries-long ban by the Romans/Byzantines. Beginning with Caliph Mu'awiya I (r. 661–680), the early Umayyad caliphs devoted special attention to the city as a result of its sanctity and several obtained their oaths of allegiance there. The Umayyads Abd al-Malik (r. 685–705) and al-Walid I (r. 705–715) invested considerably in constructing Muslim edifices on the Temple Mount, namely the Dome of the Rock and the al-Aqsa Mosque, as well other religious and administrative structures, gates, and roadworks. Their successor Sulayman (r. 715–717) likely resided in Jerusalem at the beginning of his reign, but his founding of the nearby city of Ramla came at the political and economic expense of Jerusalem in the long term.
