⭐ Core Definition: Social corporatism

Social corporatism, occasionally referred to as social democratic corporatism or liberal corporatism, is a form of economic tripartite corporatism based upon a social partnership between the interests of capital and labour, involving collective bargaining between representatives of employers and of labour mediated by the government at the national level. Social corporatism is present to a lesser degree in the Western European social market economies. It is considered a compromise to regulate the conflict between capital and labour by mandating them to engage in mutual consultations that are mediated by the government.

Generally supported by nationalist and/or social-democratic political parties, social corporatism developed in the post-World War II period, influenced by Christian democrats and social democrats in Western European countries such as Austria, Germany, the Netherlands, Denmark, Finland, Norway and Sweden. Social corporatism has also been adopted in different configurations and to varying degrees in various Western European countries.

Social corporatism in the context of National Peasants' Party

The National Peasants' Party (also known as the National Peasant Party or National Farmers' Party; Romanian: Partidul Național Țărănesc, or Partidul Național-Țărănist, PNȚ) was an agrarian political party in the Kingdom of Romania. It was formed in 1926 through the fusion of the Romanian National Party (PNR), a conservative-regionalist group centred on Transylvania, and the Peasants' Party (PȚ), which had coalesced the left-leaning agrarian movement in the Old Kingdom and Bessarabia. The definitive PNR–PȚ merger came after a decade-long rapprochement, producing a credible contender to the dominant National Liberal Party (PNL). National Peasantists agreed on the concept of a "peasant state", which defended smallholding against state capitalism or state socialism, proposing voluntary cooperative farming as the basis for economic policy. Peasants were seen as the first defence of Romanian nationalism and of the country's monarchic regime, sometimes within a system of social corporatism. Regionally, the party expressed sympathy for Balkan federalism and rallied with the International Agrarian Bureau; internally, it championed administrative decentralization and respect for minority rights, as well as, briefly, republicanism. It remained factionalized on mainly ideological grounds, leading to a series of defections.

With its attacks on the PNL establishment, the PNȚ came to endorse an authoritarian monarchy, mounting no resistance to a conspiracy which brought Carol II on the Romanian throne in 1930. Over the following five years, Carol manoeuvred against the PNȚ, which opposed his attempts to subvert liberal democracy. PNȚ governments were in power for most of the time between 1928 and 1933, with the leader Iuliu Maniu as its longest-serving Prime Minister. Supported by the Romanian Social Democrats, they expanded Romania's welfare state, but failed to tackle the Great Depression, and organized clampdowns against radicalized workers at Lupeni and Grivița. This issue brought Maniu into conflict with the outlawed Romanian Communist Party, though the PNȚ, and in particular its left, favored a Romanian popular front. From 1935, most of the centrist wing embraced anti-fascism, outvoting the PNȚ's far-right, which split of as a Romanian Front, under Alexandru Vaida-Voevod; in that interval, the PNȚ set up pro-democratic paramilitary units, or Peasant Guards. However, the party signed a temporary cooperation agreement with the fascist Iron Guard ahead of national elections in 1937, sparking much controversy among its own voters.

Social corporatism in the context of Nordic model

The Nordic model comprises the economic and social policies as well as typical cultural practices common in the Nordic countries (Denmark, Finland, Iceland, Norway, and Sweden). This includes a comprehensive welfare state and multi-level collective bargaining based on the economic foundations of social corporatism, and a commitment to private ownership within a market-based mixed economy – with Norway being a partial exception due to a large number of state-owned enterprises and state ownership in publicly listed firms.

Although there are significant differences among the Nordic countries, they all have some common traits. The three Scandinavian countries are constitutional monarchies, while Finland and Iceland have been republics since the 20th century. All the Nordic countries are however described as being highly democratic and all have a unicameral legislature and use proportional representation in their electoral systems. They all support a free market and universalist welfare state aimed specifically at enhancing individual autonomy and promoting social mobility, with a sizable percentage of the population employed by the public sector (roughly 30% of the work force in areas such as healthcare, education, and government), and a corporatist system with a high percentage of the workforce unionized and involving a tripartite arrangement, where representatives of labour and employers negotiate wages and labour market policy is mediated by the government. As of 2020, all of the Nordic countries rank highly on the inequality-adjusted HDI and the Global Peace Index as well as being ranked in the top 10 on the World Happiness Report.

Social corporatism in the context of Folkhemmet

Folkhemmet (Swedish: [ˈfɔ̂lkˌhɛmːɛt], lit.'the people's home') is a political concept that played an important role in the history of the Swedish Social Democratic Party and the Swedish welfare state. It is also sometimes used to refer to the long period between 1932 and 1976 when the Social Democrats were in power (except for a brief period in 1936 when Axel Pehrsson-Bramstorp from the Farmers' League was prime minister) and the concept was put into practice, but also works as a poetic name for the Swedish welfare state. Sometimes referred to as "the Swedish Middle Way", folkhemmet was viewed as midway between capitalism and socialism. The base of the folkhem vision is that the entire society ought to be like a family, where everybody contributes, but also where everybody looks after one another. The Swedish Social Democrats' successes in the postwar period is often explained by the fact that the party managed to motivate major social reforms with the idea of the folkhem and the national family's joint endeavor.

The Social Democratic leaders Ernst Wigforss, an avid Keynesian, Gustav Möller and Per Albin Hansson, a social corporatist, are considered the main architects of folkhemmet, with inspiration from the conservative Rudolf Kjellén and the Danish Social Democrats C.V. Bramsnæs and Karl Kristian Steincke. It was later developed by Prime Ministers Tage Erlander and Olof Palme until the Social Democratic Party lost power in 1976. Another important proponent was Hjalmar Branting, who came into contact with the concept while a student at Uppsala University, and went on to become the first socialist Prime Minister of Sweden.
