Shiloh (/ˈʃl/; Hebrew: שִׁלֹה, שִׁלוֹ ,שִׁילֹה, שִׁילוֹ, romanizedŠīlō) was an ancient city and sanctuary in ancient Israel now located in the West Bank, Palestine (i.e. Samaria in the Hebrew Bible). According to the Hebrew Bible, Shiloh was one of the main centers of Israelite worship during the pre-monarchic period, before the First Temple in Jerusalem was built. According to the Hebrew Bible, after the Israelite conquest of Canaan, the Tabernacle was moved to Shiloh, and remained there during the period of the Hebrew Bible judges.

Shiloh has been positively identified with modern Khirbet Seilun, a tell known in Modern Hebrew as Tel Shiloh. It is located 31 kilometres (19 mi) north of Jerusalem, in the West Bank, to the west of the modern Israeli settlement of Shilo and to the north of the Palestinian town of Turmus Ayya. Relative to other archaeological sites, it is south of the biblical town of Lebonah and 16 kilometres (10 mi) north of Bethel. G. F. Moore has suggested identifying Bochim as Shiloh.

Samaritanism (Hebrew: הַדָּת הַשּׁוֹמְרוֹנִית; Arabic: السامرية) is an Abrahamic monotheistic ethnic religion. It comprises the collective spiritual, cultural, and legal traditions of the Samaritan people, who originate from the Hebrews and Israelites and began to emerge as a relatively distinct group after the Kingdom of Israel was conquered by the Neo-Assyrian Empire during the Iron Age. Central to the faith is the Samaritan Pentateuch, which Samaritans believe is the original and unchanged version of the Torah.

Although it developed alongside and is closely related to Judaism, Samaritanism asserts itself as the truly preserved form of the monotheistic faith that the Israelites adopted under Moses. Samaritan belief also holds that the Israelites' original holy site was Mount Gerizim, near Nablus, and that Jerusalem only attained importance under Israelite dissenters who had followed Eli to the city of Shiloh; the Israelites who remained at Mount Gerizim would become the Samaritans in the Kingdom of Israel, whereas the Israelites who left would become the Jews in the Kingdom of Judah. Mount Gerizim is likewise revered by Samaritans as the location where the Binding of Isaac took place, in contrast to the Jewish belief that it occurred at Jerusalem's Temple Mount.

The Kingdom of Israel (Biblical Hebrew: מַמְלֶכֶת יִשְׂרָאֵל, romanized: Mamleḵeṯ Yiśrāʾēl), also called the Kingdom of Samaria or the Northern Kingdom, was an Israelite kingdom that existed in the Southern Levant during the Iron Age. Its beginnings date back to the first half of the 10th century BCE. It controlled the areas of Samaria, Galilee and parts of Transjordan; the former two regions underwent a period in which a large number of new settlements were established shortly after the kingdom came into existence. It had four capital cities in succession: Shiloh, Shechem, Tirzah, and the city of Samaria. In the 9th century BCE, the House of Omri ruled it, whose political centre was the city of Samaria.

According to the Hebrew Bible, the territory of the Twelve Tribes of Israel was once amalgamated under a Kingdom of Israel and Judah, which was ruled by the House of Saul and then by the House of David. However, upon the death of Solomon, who was the son and successor of David, there was discontent over his son and successor Rehoboam, whose reign was only accepted by the Tribe of Judah and the Tribe of Benjamin. The unpopularity of Rehoboam's reign among the rest of the Israelites, who sought Jeroboam as their monarch, resulted in Jeroboam's Revolt, which led to the establishment of the Kingdom of Israel in the north (Samaria), whereas the loyalists of Judah and Benjamin kept Rehoboam as their monarch and established the Kingdom of Judah in the south (Judea), ending Israelite political unity. While the existence of Israel and Judah as two independent kingdoms is not disputed, some historians and archaeologists reject the historicity of a United Monarchy of Israel and Judah.

Eli (Hebrew: עֵלִי, Modern: ʿElī, Tiberian: ʿĒlī, lit.'ascent' or 'above'; Ancient Greek: Ἠλί, romanizedĒli; Latin: Heli, fl. c. 11th century BC) was, according to the Book of Samuel, a priest and a judge of the Israelites in the city of Shiloh, ancient Israel. When Hannah came to Shiloh to pray for a son, Eli initially accused her of drunkenness, but when she protested her innocence, Eli wished her well. Hannah's eventual child, Samuel, was raised by Eli in the tabernacle. When Eli failed to rein in the abusive behavior of his own sons, God promised to punish his family, which resulted in the death of Eli's sons at the Battle of Aphek where the Ark of the Covenant was also captured. When Eli heard the news of the captured Ark, he fell from his seat, broke his neck, and died. Later biblical passages mention the fortunes of several of Eli's descendants.

Eli occupies a prominent place in Samaritan religious tradition, as the Samaritans attribute the schism between their community and the Jews to Eli's establishment of a rival shrine at Shiloh, challenging what they regard as the original Israelite sacred site, Mount Gerizim.

Shiloh (biblical city) in the context of Battle at Gibeah

The episode of the Levite's concubine, also known as the Benjamite War, in Judges 19–21 concerns a Levite from Ephraim and his concubine. They travel through the Benjamite city of Gibeah and are assailed by a mob, who wish to gang-rape the Levite. The man takes his concubine over to the crowd, and they rape her until she collapses. After she dies from her ill treatment, the Levite dismembers her body and presents the remains to the other tribes of Israel.

Outraged by the incident, the tribes swear that none shall give his daughter to the Benjamites for marriage, and launch a war which nearly wipes out the tribe, leaving only 600 surviving men. However, the punitive expedition is overcome by remorse, fearing that it will cause the extinction of an entire tribe. To ensure the survival of the Benjamite tribe while still complying with their oath, the Levites pillage and massacre the city of Jabesh-Gilead, none of whose residents partook in the war or in the vow, and capture its 400 maidens as wives for the Benjamites. The 200 men still lacking women are subtly allowed to abduct the maidens dancing at Shiloh.

Shiloh (biblical city) in the context of Ahijah the Shilonite

Ahijah the Shilonite (Hebrew: אֲחִיָּה הַשִּׁילֹנִי, romanizedʾĂḥīyyā hašŠīlōnī; Latin: Achias) was a Levite prophet of Shiloh in the days of Solomon, as mentioned in the Hebrew Bible's First Books of Kings. Ahijah foretold to Jeroboam that he would become king (1 Kings 11:29).

The Hebrew Bible records two of his prophecies. In 1 Kings 11:31–39, he announced the separation of the Northern ten tribes from Solomon's United Kingdom of Israel, forming the Northern Kingdom. In 1 Kings 14:6–16, Ahijah's prophecy, delivered to the wife of Jeroboam, foretold the death of the king's son, the destruction of the House of Jeroboam, and the fall and captivity of Israel "beyond the River", a stock expression for the land east of the Euphrates.
