SPQR in the context of Roman magistrate

The Roman magistrates (Latin: magistratus) were elected officials in ancient Rome. During the period of the Roman Kingdom, the King of Rome was the principal executive magistrate. His power, in practice, was absolute. He was the chief priest, lawgiver, judge, and the sole commander of the army. When the king died, his power reverted to the Roman Senate, which then chose an Interrex to facilitate the election of a new king.

During the transition from the Roman Kingdom to Roman Republic, the constitutional balance of power shifted from the executive (the Roman king) to the Roman Senate. When the Roman Republic was founded in 509 BC, the powers that had been held by the king were transferred to the Roman consuls, of which two were to be elected each year. Magistrates of the republic were elected by the people of Rome, and were each vested with a degree of power called "major powers" (maior potestas). Dictators had more "major powers" than any other magistrate, and after the dictator was the censor, and then the consul, and then the praetor, and then the curule aedile, and then the quaestor. Any magistrate could obstruct ("veto") an action that was being taken by a magistrate with an equal or lower degree of magisterial powers. By definition, plebeian tribunes and plebeian aediles were technically not magistrates since they were elected only by the plebeians, and plebeian tribunes could veto the actions of any ordinary magistrate.

SPQR in the context of Roman imperial cult

The Roman imperial cult (Latin: cultus imperatorius) identified emperors and some members of their families with the divinely sanctioned authority (auctoritas) of the Roman State. Its framework was based on Roman and Greek precedents, and was formulated during the early Principate of Augustus. It was rapidly established throughout the Empire and its provinces, with marked local variations in its reception and expression.

Augustus's reforms transformed Rome's Republican system of government to a de facto monarchy, couched in traditional Roman practices and Republican values. The princeps (emperor) was expected to balance the interests of the Roman military, Senate and people, and to maintain peace, security and prosperity throughout an ethnically diverse empire. The official offer of cultus to a living emperor acknowledged his office and rule as divinely approved and constitutional: his Principate should therefore demonstrate pious respect for traditional Republican deities and mores.

Ludi (Latin for "games"; plural of ludus) were public games held for the benefit and entertainment of the Roman people (populus Romanus). Ludi were held in conjunction with, or sometimes as the major feature of, Roman religious festivals, and were also presented as part of the cult of state.

The earliest ludi were horse races in the circus (ludi circenses). Animal exhibitions with mock hunts (venationes) and theatrical performances (ludi scaenici) also became part of the festivals. Because some of these entertainments are not competitive "games", ludi may also be translated more generally as "shows".

The Roman emperors were the rulers of the Roman Empire from the granting of the name and title Augustus to Octavian by the Roman Senate in 27 BC onward. Augustus maintained a facade of Republican rule, rejecting monarchical titles but calling himself princeps senatus (first man of the Senate) and princeps civitatis (first citizen of the state). The title of Augustus was conferred on his successors to the imperial position, and emperors gradually grew more monarchical and authoritarian.

The style of government instituted by Augustus is called the Principate and continued until the late third or early fourth century. The modern word "emperor" derives from the title imperator, that was granted by an army to a successful general; during the initial phase of the empire, the title was generally used only by the princeps. For example, Augustus's official name was Imperator Caesar Divi Filius Augustus. The territory under command of the emperor had developed under the period of the Roman Republic as it invaded and occupied much of Europe and portions of North Africa and the Middle East. Under the republic, the Senate and People of Rome authorized provincial governors, who answered only to them, to rule regions of the empire. The chief magistrates of the republic were two consuls elected each year; consuls continued to be elected in the imperial period, but their authority was subservient to that of the emperor, who also controlled and determined their election. Often, the emperors themselves, or close family, were selected as consul.

In Roman law, the Latin adjective privatus makes a legal distinction between that which is "private" and that which is publicus, "public" in the sense of pertaining to the Roman people (populus Romanus).

Used as a substantive, the term privatus refers to a citizen who is not a public official or a member of the military. Increasingly throughout the Middle and Late Republic, the privatus was nevertheless sometimes granted imperium during a crisis; the definition of crisis was elastic, and the amassing of power by unelected individuals (privati) contributed to the breakdown of the checks and balances of the republican system.

SPQR in the context of Lex curiata de imperio

In the constitution of ancient Rome, the lex curiata de imperio (plural leges curiatae) was the law confirming the rights of higher magistrates to hold power, or imperium. In theory, it was passed by the comitia curiata, which was also the source for leges curiatae pertaining to Roman adoption.

In the late Republic, historians and political theorists thought that the necessity of such a law dated to the Regal period, when kings after Romulus had to submit to ratification by the Roman people. Like many other aspects of Roman religion and law, the lex curiata was attributed to Numa Pompilius, Rome's second king. This origin seems to have been reconstructed after the fact to explain why the law was required, at a time when the original intent of the ceremony conferring imperium was no longer understood. The last two kings, however, were said to have ruled without such ratification, which at any rate may have been more loosely acclamation.
