The precise definition of quasi-state in political literature fluctuates depending on the context in which it is used. It has been used by some modern scholars to describe the self-governing British colonies and dependencies that exercised a form of home rule but remained crucial parts of the British Empire and subject firstly to the metropole's administration. Similarly, the Republics of the Soviet Union, which represented administrative units with their own respective national distinctions, have also been described as quasi-states.

Quasi-state in the context of Lebanon

Lebanon, officially the Republic of Lebanon, is a country in the Levant region of West Asia. Situated at the crossroads of the Mediterranean Basin and the Arabian Peninsula, it is bordered by Syria to the north and east, Israel to the south, and the Mediterranean Sea to the west; Cyprus lies a short distance from the coastline. Lebanon has a population of more than five million and an area of 10,452 square kilometres (4,036 sq mi). Beirut is the country's capital and largest city.

Human habitation in Lebanon dates to 5000 BC. From 3200 to 539 BC, it was part of Phoenicia, a maritime civilization that spanned the Mediterranean Basin. In 64 BC, the region became part of the Roman Empire and the subsequent Byzantine Empire. After the seventh century, it came under the rule of different Arab Islamic caliphates, including the Rashidun, Umayyad and Abbasid caliphates. The 11th century saw the establishment of Christian Crusader states, which fell to the Ayyubids and the Mamluks. Lebanon came under Ottoman rule in the early 16th century. Under Ottoman sultan Abdulmejid I, the first Lebanese proto-state, the Mount Lebanon Mutasarrifate, was established as a home for Maronite Christians, as part of the Tanzimat reforms.

Quasi-state in the context of Ukrainian Soviet Socialist Republic

The Ukrainian Soviet Socialist Republic, abbreviated as the Ukrainian SSR, UkrSSR, and also known as Soviet Ukraine or just Ukraine, was one of the constituent republics of the Soviet Union from 1922 until 1991. Under the Soviet one-party model, the Ukrainian SSR was governed by the Communist Party of the Soviet Union through its republican branch, the Communist Party of Ukraine.

The first iterations of the Ukrainian SSR were established during the Russian Revolution, particularly after the Bolshevik Revolution. The outbreak of the Ukrainian–Soviet War in the former Russian Empire saw the Bolsheviks defeat the independent Ukrainian People's Republic, during the conflict against which they founded the Ukrainian People's Republic of Soviets, which was governed by the Russian Soviet Federative Socialist Republic (RSFSR), in December 1917; it was later succeeded by the Ukrainian Soviet Republic in 1918. Simultaneously with the Russian Civil War, the Ukrainian War of Independence was being fought among the different Ukrainian republics founded by Ukrainian nationalists, Ukrainian anarchists, and Ukrainian separatists – primarily against Soviet Russia and the Ukrainian SSR, with either help or opposition from neighbouring states. In 1922, it was one of four Soviet republics (with the Russian SFSR, the Byelorussian SSR, and the Transcaucasian SFSR) that signed the Treaty on the Creation of the Soviet Union. As a Soviet quasi-state, the Ukrainian SSR became a founding member of the United Nations in 1945 alongside the Byelorussian SSR, in spite of the fact that they were also legally represented by the Soviet Union in foreign affairs. Upon the dissolution of the Soviet Union in 1991, the Ukrainian SSR emerged as the present-day independent state of Ukraine, although the modified Soviet-era constitution remained in use until the adoption of the modern Ukrainian constitution in June 1996.

The United Colonies of North-America was the official name as used by the Second Continental Congress in Philadelphia for the newly formed proto-state comprising the Thirteen Colonies in 1775 and 1776, before and as independence was declared. Continental currency banknotes displayed the name 'The United Colonies' from May 1775 until February 1777, and the name was being used to refer to the colonies as a whole before the Second Congress met.

Quasi-state in the context of Islamic State

The Islamic State (IS), also known as the Islamic State of Iraq and the Levant (ISIL), the Islamic State of Iraq and Syria (ISIS) and the Daesh, is a transnational Salafi jihadist militant organisation and an unrecognised quasi-state. IS occupied significant territory in Iraq and Syria in 2013, but lost most of it between 2017 and 2019. In 2014, the group proclaimed itself to be a worldwide caliphate, and claimed religious and political authority over all Muslims worldwide, a claim not accepted by the vast majority of Muslims. It is designated as a terrorist organisation by the United Nations and many countries around the world, including Muslim countries.

By the end of 2015, its self-declared caliphate ruled an area with a population of about 12 million, where they enforced their extremist interpretation of Islamic law, managed an annual budget exceeding US$1 billion, and commanded more than 30,000 fighters. After a grinding conflict with American, Iraqi, and Kurdish forces, IS lost control of all its Middle Eastern territories by 2019, subsequently reverting to insurgency from remote hideouts while continuing its propaganda efforts. These efforts have garnered a significant following in northern and Sahelian Africa, where IS still controls a significant territory. Originating in the Jaish al-Ta'ifa al-Mansurah founded by Abu Omar al-Baghdadi in 2004, the organisation (primarily under the Islamic State of Iraq name) affiliated itself with al-Qaeda in Iraq and fought alongside them during the 2003–2006 phase of the Iraqi insurgency. The group later changed their name to Islamic State of Iraq and Levant for about a year, before declaring itself to be a worldwide caliphate, called simply the Islamic State (الدولة الإسلامية, ad-Dawlah al-Islāmiyya).

Quasi-state in the context of Syrian Interim Government

The Syrian Interim Government (Arabic: حكومة السورية المؤقتة, romanizedḤukūmat as-Sūriyya al-Muwaqqata) was a government-in-exile and later a quasi-state in Syria formed on 18 March 2013 by the National Coalition of Syrian Revolutionary and Opposition Forces (Syrian National Coalition, SNC), an umbrella opposition group, during the Syrian civil war. The Syrian Interim Government constituted a separate administration in the Turkish-controlled territories in northern Syria and had partial authority there. The interim government's headquarters in Syria were located in the city of Azaz in Aleppo Governorate. While responsible to the Syrian National Coalition, the SIG was closely aligned with Turkey. The SIG's armed forces were the SNA.

After the fall of the Assad regime in December 2024, the SIG coexisted for a short period of time with the Syrian caretaker government headed by Mohammed al-Bashir in Damascus, while the SNC expressed its support for the caretaker government and called for the formation of a government that would be "inclusive of everyone." On 30 January 2025, the SIG officially "placed itself at the disposal" of the caretaker government, which began deploying its forces across former SIG territory in early February 2025.7

Quasi-state in the context of Micronation

A micronation is a political entity whose representatives claim that they belong to an independent nation or sovereign state, but which lacks legal recognition by any sovereign state. Micronations are classified separately from de facto states and quasi-states; they are also not considered to be autonomous or self-governing as they lack the legal basis in international law for their existence. The activities of micronations are almost always trivial enough to be ignored rather than disputed by the established nations whose territory they claim—referred to in micronationalism as macronations. Several micronations have issued coins, flags, postage stamps, passports, medals and other state-related items, some as a source of revenue. Motivations for the creation of micronations include theoretical experimentation, political protest, artistic expression, personal entertainment and the conduct of criminal activity. The study of micronationalism is known as micropatriology or micropatrology.

Although several historical states have been retroactively called micronations, the concept was formulated in the 1970s, with a particular influence from the International Micropatrological Society. Micronationalism saw several developments thereafter, with several micronations being founded in Australia in the 1970s and Japan in the 1980s. As a result of the emergence of the World Wide Web in the mid-1990s, micronationalism lost much of its traditionally eccentric anti-establishment sentiment in favour of more hobbyist perspectives, and the number of exclusively online or merely simulation-based micronations expanded dramatically. This has allowed several intermicronational organisations to form, as well as allowing for many diplomatic summits to take place between micronations since the 2000s, including the biennial MicroCon convention.

Quasi-state in the context of Republika Srpska (1992–1995)

Republika Srpska (RS; Serbian Cyrillic: Република Српска, lit.'Serbian Republic', pronounced [repǔblika sr̩̂pskaː] ) was an unrecognized geopolitical entity and a self-proclaimed quasi-state in Southeastern Europe under the control of the Army of Republika Srpska during the Bosnian War. It claimed to be a sovereign state, though this claim was only partially recognized by the Bosnian government (whose territory the RS was recognized as nominally being a part of) in the Geneva agreement, the United Nations, and FR Yugoslavia. For the first six months of its existence, it was known as the Serbian Republic of Bosnia and Herzegovina (Serbian: Српска Република Босна и Херцеговина / Srpska Republika Bosna i Hercegovina).

After 1995, the Republika Srpska was recognized as one of the two political entities composing Bosnia and Herzegovina. The borders of the post-1995 RS are, with a few negotiated modifications, based on the front lines and situation on the ground at the time of the signing of the Dayton Agreement on 14 December 1995. As such, the entity is primarily a result of the Bosnian War without any direct historical precedent. Its territory encompasses a number of Bosnia and Herzegovina's numerous historical geographic regions, but (due to the above-mentioned nature of the inter-entity boundary line) it contains very few of them in entirety. Likewise, various political units existed within Republika Srpska's territory in the past but very few existed entirely within the region.

Quasi-state in the context of Sind State

The Thatta Sarkar (1593–1629), Thatta Subah (1629–1737) or Sind State (1737–1843), also referred to as Scinde or Sindh, was a Mughal Sarkar later a Subah, then a proto-state, and lastly a princely state in the Sindh region of the Indian subcontinent until its annexation by the East India Company in 1843. The name Sind (/sɪŋd/), now obsolete, was once the anglicised name of the state, which was also adopted by the British to refer to its division.
