Public works are a broad category of infrastructure projects, financed and procured by a government body for recreational, employment, and health and safety uses in the greater community. They include public buildings (municipal buildings, schools, and hospitals), transport infrastructure (roads, railroads, bridges, pipelines, canals, ports, and airports), public spaces (public squares, parks, and beaches), public services (water supply and treatment, sewage treatment, electrical grid, and dams), environmental protection (drinking water protection, soil erosion reduction,wildlife habitat preservation, preservation and restoration of forests and wetlands) and other, usually long-term, physical assets and facilities. Though often interchangeable with public infrastructure and public capital, public works does not necessarily carry an economic component, thereby being a broader term. Construction may be undertaken either by directly employed labour or by a private operator.

Public works has been encouraged since antiquity. The Roman emperor Nero encouraged the construction of various infrastructure projects during widespread deflation.

A complex society is characterized by the following modern features:

Public works in the context of Haussmann's renovation of Paris

Haussmann's renovation of Paris (known in French as the travaux haussmanniens, [tʁavo osmanjɛ̃], lit. 'Haussmannian works') was a vast public works programme commissioned by French Emperor Napoleon III and directed by his prefect of Seine, Georges-Eugène Haussmann, between 1853 and 1870.

It included the demolition of medieval neighbourhoods that were deemed overcrowded and unhealthy by officials at the time, the building of wide avenues, new parks and squares, the annexation of the suburbs surrounding Paris, and the construction of new sewers, fountains and aqueducts. Haussmann's work was met with fierce opposition, and he was ultimately dismissed by Napoleon III in 1870. The renovation allowed Paris to shine during the Belle Époque (1871–1914); work on his projects continued until 1927. The street plan and distinctive appearance of the centre of Paris today are largely the result of Haussmann's renovation.

Civil engineering is a professional engineering discipline that deals with the design, construction, and maintenance of the physical and naturally built environment, including public works such as roads, bridges, canals, dams, airports, sewage systems, pipelines, structural components of buildings, and railways.

Civil engineering is traditionally broken into a number of sub-disciplines. It is considered the second-oldest engineering discipline after military engineering, and it is defined to distinguish non-military engineering from military engineering. Civil engineering can take place in the public sector from municipal public works departments through to federal government agencies, and in the private sector from locally based firms to Fortune Global 500 companies.

Public works in the context of Works Progress Administration

The Works Progress Administration (WPA; from 1935 to 1939, then known as the Work Projects Administration from 1939 to 1943) was an American New Deal agency that employed millions of jobseekers (mostly men who were not formally educated) to carry out public works projects, including the construction of public buildings and roads. It was set up on May 6, 1935, by presidential order, as a key part of the Second New Deal.

The WPA's first appropriation in 1935 was $4.9 billion (about $15 per person in the U.S., around 6.7 percent of the 1935 GDP). Headed by Harry Hopkins, the WPA supplied paid jobs to the unemployed during the Great Depression in the United States, while building up the public infrastructure of the US, such as parks, schools, roads, and drains. Most of the jobs were in construction, building more than 620,000 miles (1,000,000 km) of streets and over 10,000 bridges, in addition to many airports and much housing. In 1942, the WPA played a key role in both building and staffing internment camps to incarcerate Japanese Americans.

Public works in the context of Taiwan under Japanese rule

The island of Taiwan, along with the Penghu Islands, became an annexed territory of the Empire of Japan in 1895, when the Qing dynasty ceded Fujian-Taiwan Province in the Treaty of Shimonoseki after the Japanese victory in the First Sino-Japanese War. After Japanese forces crushed the consequent Republic of Formosa resistance movement, Japan ruled Taiwan for 50 years. Its capital was located in Taihoku (Taipei), the seat of the Governor-General of Taiwan.

Taiwan was Japan's first colony and can be viewed as the first step in implementing their "Southern Expansion Doctrine" of the late 19th century. Japan, which aimed to turn Taiwan into a showpiece "model colony", made efforts to improve the island's economy, public works, industry, cultural Japanization (1937 to 1945), and support the necessities of Japanese military aggression in the Asia-Pacific. Japan established monopolies and by 1945, had taken over all sales of opium, salt, camphor, tobacco, alcohol, matches, weights and measures, and petroleum on the island. Most Taiwanese children did not attend schools established by Japan until primary education was made mandatory in 1943.

Public works in the context of Home Ministry

The Home Ministry (内務省, Naimu-shō) was a Cabinet-level ministry established under the Meiji Constitution that managed the internal affairs of Empire of Japan from 1873 to 1947. Its duties included local administration, elections, police, monitoring people, social policy and public works. In 1938, the HM's social policy was detached from itself, then the Ministry of Health and Welfare was established. In 1947, the HM was abolished under the Supreme Commander for the Allied Powers restoration, then its administrative affairs were proceeded to the National Police Agency, the Ministry of Construction, the Ministry of Home Affairs and so on. In 2001, the MOHA was integrated with the Management and Coordination Agency and the Ministry of Posts and Telecommunications, then the Ministry of Public Management, Home affairs, Posts and Telecommunications was established. In 2004, the MPHPT changed its English name into the Ministry of Internal Affairs and Communications. In other words, the MIC is the direct descendant of the HM.

Public works in the context of Government procurement in the European Union

Government procurement or public procurement is undertaken by the public authorities of the European Union (EU) and its member states in order to award contracts for public works and for the purchase of goods and services in accordance with principles derived from the Treaties of the European Union. Such procurement represents 13.6% of EU GDP as of March 2023, and has been the subject of increasing European regulation since the 1970s because of its importance to the European single market.

According to a 2011 study prepared for the European Commission by PwC, London Economics and Ecorys, the UK, France, Spain, Germany, Poland and Italy were together responsible for about 75% of all public procurement in the EU and European Economic Area, both in terms of the number of contracts awarded through EU-regulated procedures and in value. The UK awarded the most contracts in value terms and France had the highest number of contracts.
