The 12 Regions of Morocco are subdivided into 75 second-level administrative subdivisions, the Prefectures and provinces. There are 13 prefectures and 62 provinces. Each prefecture or province is subdivided into arrondissements (only in prefectures of some metropolitan areas), municipalities (communes, sing. commune) or urban municipalities (communes urbaines, sing. commune urbaine) in other urban areas, and districts (cercles, sing. cercle) in rural areas. The districts are subdivided into rural municipalities (communes rurales, sing. commune rural). One prefecture (Casablanca) is also subdivided into préfectures d'arrondissements (sing. préfecture d'arrondissements), similar to districts (cercles) except they are grouping a few arrondissements instead of rural municipalities.

Note: The arrondissements and (urban) municipalities should probably be thought of as fourth-level subdivisions, on the same level as the rural municipalities, but they are not part of any district.

A prefecture (from the Latin word praefectura) is an administrative jurisdiction traditionally governed by an appointed prefect. This can be a regional or local government subdivision in various countries, or a subdivision in certain international church structures. During the antiquity, it was the name of a type of Roman district. In the 21st century, the term prefecture is used for the modern first-level subdivisions of the Central African Republic, Japan, and Morocco.

Prefectures and provinces of Morocco in the context of Regions of Morocco

Regions are currently the highest administrative divisions in Morocco. Since 2015, Morocco officially administers 12 regions, including one (Dakhla-Oued Ed-Dahab) that lies completely within the disputed territory of Western Sahara and two (Laâyoune-Sakia El Hamra and Guelmim-Oued Noun) that lie partially within it. The regions are subdivided into a total of 75 second-level administrative divisions, which are prefectures and provinces.

A region is governed by a directly elected regional council. The president of the council is responsible for carrying out the council's decisions. Prior to the 2011 constitutional reforms, this was the responsibility of the Wali, the representative of the central government appointed by the King, who now plays a supporting role in the administration of the region.

The House of Councillors (Arabic: مجلس المستشارين [maʒlis al-mustaʃaːriːn], Standard Moroccan Tamazight: ⴰⵙⵇⵇⵉⵎ ⵏ ⵉⵏⵙⴼⴰⵡⵏ, romanized: Asqqim n Insfawn) is the upper house of the Parliament of Morocco and has 120 members, elected for a six-year term:

  • 72 members are elected at the Kingdom's regional level - they represent the regions and the subnational administrative areas (French: collectivités territoriales)
  • 20 members are elected in the regions by a single electoral college made up of all those in the relevant region that have been elected to the following professional associations:
    • the agriculture associations
    • the commerce, industry and services associations
    • the arts-and-crafts associations
    • the marine-fisheries associations
  • 8 members are elected nationally by an electoral college made up of those elected from the most representative employers' professional organizations
  • 20 members are elected nationally by an electoral college made up of employees.

The 2011 Constitution of Morocco retained this second chamber, but reduced its term of office from 9 to 6 years and its size to 120 seats.

The prefecture of Agadir-Ida Ou Tanane (Arabic: عمالة اكادير اداوتنان) is a largely urban subdivision of the Souss-Massa region of Morocco. on the Atlantic coast, it had 721,431 inhabitants in 2024. It covers 2,297 square kilometers.
