Since 1998, Northern Ireland has devolved government within the United Kingdom. The government and Parliament of the United Kingdom are responsible for reserved and excepted matters. Reserved matters are a list of policy areas (such as civil aviation, units of measurement, and human genetics), which the Westminster Parliament may devolve to the Northern Ireland Assembly at some time in future. Excepted matters (such as international relations, taxation and elections) are never expected to be considered for devolution. On all other matters, the Northern Ireland Executive together with the 90-member Northern Ireland Assembly may legislate and govern for Northern Ireland. Additionally, devolution in Northern Ireland is dependent upon participation by members of the Northern Ireland Executive in the North/South Ministerial Council, which co-ordinates areas of co-operation (such as agriculture, education and health) between Northern Ireland and the Republic of Ireland.

Elections to the Northern Ireland Assembly are by single transferable vote with five representatives (Members of the Legislative Assembly, MLAs) elected from 18 parliamentary constituencies. Eighteen representatives to the lower house of the British parliament (Members of Parliament, MPs) are elected from the same constituencies using the first-past-the-post system. However, not all of these take their seats. The seven Sinn Féin MPs refuse to take the required oath to serve the British monarch. In addition, the upper house of the UK's parliament, the House of Lords, currently has some 25 appointed members from Northern Ireland.

Politics of Northern Ireland in the context of Direct rule over Northern Ireland

In Northern Irish politics, direct rule (Irish: riail dhíreach) is the administration of Northern Ireland directly by the Government of the United Kingdom. It was practised for 26 consecutive years between 1972 and 1998 during the Troubles, and has since then been temporarily applied during suspensions. The most recent period of direct rule came to an end on 8 May 2007 when power was restored to the Northern Ireland Assembly following elections in April and a power-sharing agreement among major parties.

Although everyday matters under direct rule were handled by government departments within Northern Ireland itself, major policy was determined by the British Government's Northern Ireland Office, under the direction of the Secretary of State for Northern Ireland; and legislation was introduced, amended, or repealed by means of Order in Council. Direct rule did not mean that the people of Northern Ireland had no democratic say in how they were governed; like other parts of the United Kingdom, they elected (and still elect) members of parliament to the Parliament of the United Kingdom, to which the Northern Ireland Office is responsible. But it did result in the existence of an administration specific to Northern Ireland which did not have a specifically Northern Irish mandate.

Politics of Northern Ireland in the context of Ulster nationalism

Ulster nationalism is a minor school of thought in the politics of Northern Ireland that seeks the independence of Northern Ireland from the United Kingdom without joining the Republic of Ireland, thereby becoming an independent sovereign state separate from both.

Independence has been supported by groups such as Ulster Third Way and some factions of the Ulster Defence Association. However, it is a fringe view in Northern Ireland. It is neither supported by any of the political parties represented in the Northern Ireland Assembly nor by the government of the United Kingdom or the government of the Republic of Ireland.
