Peacekeeping comprises activities intended to create conditions that favor lasting peace. Research generally finds that peacekeeping reduces civilian and battlefield deaths, as well as reduces the risk of renewed warfare.

Within the United Nations (UN) group of nation state governments and organizations, there is a general understanding that at the international level, peacekeepers monitor and observe peace processes in post-conflict areas, and may assist ex-combatants in implementing peace agreement commitments that they have undertaken. Such assistance may come in many forms, including confidence-building measures, power-sharing arrangements, electoral support, strengthening the rule of law, and economic and social development. Accordingly, the UN peacekeepers (often referred to as Blue Berets or Blue Helmets because of their light blue berets or helmets) can include soldiers, police officers, and civilian personnel.

Peacekeeping in the context of United Nations Security Council

The United Nations Security Council (UNSC) is one of the six principal organs of the UN system and is the primary organ charged with ensuring international peace and security. Its powers as outlined in the UN Charter include authorizing military action, establishing peacekeeping operations, recommending the admission of new members to the UN General Assembly, approving any changes to the Charter, and enacting international sanctions. Chapter VII of the UN Charter gives the Security Council the power to identify threats to international peace and security and to authorize responses, including the use of force. Security Council resolutions adopted under Chapter VII are binding on UN members and are therefore a source of international law. The Security Council is the only UN body with the authority to issue resolutions that are binding on its member states.

Like the United Nations as a whole, the Security Council was created after World War II in 1945 in the hope of preventing future wars and maintaining world peace, as the League of Nations had been formed following World War I. It held its first session on 17 January 1946 but was largely paralyzed in the following decades by the Cold War between the United States and the Soviet Union (and their allies). Nevertheless, it authorized military interventions in the Korean War, the Congo Crisis, and peacekeeping missions in Cyprus, West New Guinea, and the Sinai Peninsula. With the collapse of the Soviet Union, UN peacekeeping efforts increased dramatically in scale, with the Security Council authorizing major military and peacekeeping missions in Kuwait, Namibia, Cambodia, Bosnia and Herzegovina, Rwanda, Somalia, Sudan, and the Democratic Republic of the Congo.

The United Nations Transition Assistance Group (UNTAG) was a United Nations (UN) peacekeeping force deployed from April 1989 to March 1990 in Namibia, known at the time as South West Africa, to monitor the peace process and elections there. Namibia had been occupied by South Africa since 1915, first under a League of Nations mandate and later illegally. Since 1966, South African forces had been combating an insurgency by the People's Liberation Army of Namibia (PLAN), the military wing of the Namibian-nationalist South West African People's Organization (SWAPO). The UN Security Council passed Resolution 435 in 1978, which set out a plan for elections administered by South Africa but under UN supervision and control after a ceasefire. However, only in 1988 were the two parties able to agree to a ceasefire. As UNTAG began to deploy peacekeepers, military observers, police, and political workers, hostilities were briefly renewed on the day the transition process was supposed to begin. After a new round of negotiations, a second date was set and the elections process began in earnest. Elections for the constitutional assembly took place in November 1989. They were peaceful and declared free and fair; SWAPO won a majority of the seats. The new constitution was adopted four months later and it was followed by Namibia's official independence and the successful conclusion of UNTAG.

The United Nations Operation in Somalia II (UNOSOM II) was the second phase of the United Nations intervention in Somalia and took place from March 1993 until March 1995, following the outbreak of the Somali Civil War in 1991. UNOSOM II carried on from the transitory United States-controlled (UN-sanctioned) Unified Task Force (UNITAF), which had been preceded by UNOSOM I. Notably, UNOSOM II embarked on a nation-building mission, diverging from its predecessors. As delineated in UNSCR 814, the operation's objectives were to aid in relief provision and economic rehabilitation, foster political reconciliation, and re-establish political and civil administrations across Somalia.

UNOSOM II was a substantial multinational initiative, uniting over 22,000 troops from 27 nations. This operation marked the largest multilateral force ever assembled for peacekeeping, and at that time, it was the costliest UN operation. The operation abandoned the careful rules of engagement set by UNITAF, and notably was the first UN mission authorized from the start to use military force proactively, beyond self-defense.

Peacekeeping in the context of Humanitarian intervention

Humanitarian intervention is the use or threat of military force by a state (or states) across borders with the intent of ending severe and widespread human rights violations in a state which has not given permission for the use of force. Humanitarian interventions are aimed at ending human rights violations of individuals other than the citizens of the intervening state. Humanitarian interventions are only intended to prevent human rights violations in extreme circumstances. Attempts to establish institutions and political systems to achieve positive outcomes in the medium- to long-run, such as peacekeeping, peace-building and development aid, do not fall under this definition of a humanitarian intervention.

There is not one standard or legal definition of humanitarian intervention; the field of analysis (such as law, ethics or politics) often influences the definition that is chosen. Differences in definition include variations in whether humanitarian intervention is limited to instances where there is an absence of consent from the host state; whether humanitarian intervention is limited to punishment actions; and whether humanitarian intervention is limited to cases where there has been explicit UN Security Council authorization for action. The United Nations Transitional Administration in East Timor (UNTAET, Portuguese: Administração Transitória das Nações Unidas em Timor Leste), was a United Nations mission in East Timor that aimed to solve the decades-long East Timorese crisis in the area occupied by Indonesian military. UNTAET provided an interim civil administration and a peacekeeping mission in the territory of East Timor, from its establishment on 25 October 1999, until its independence on 20 May 2002, following the outcome of the East Timor Special Autonomy Referendum. The transitional administration was established by United Nations Security Council Resolution 1272 in 1999.

A rarity for United Nations peacekeeping missions, UNTAET involved the United Nations directly administering the territory of East Timor. The mission's responsibilities included providing a peacekeeping force to maintain security and order; facilitating and co-ordinating relief assistance to the East Timorese; facilitating emergency rehabilitation of physical infrastructure; administering East Timor and creating structures for sustainable governance and the rule of law; and assisting in the drafting of a new constitution and conducting elections.

The British Armed Forces are the unified military forces responsible for the defence of the United Kingdom, its Overseas Territories and the Crown Dependencies. They also promote the UK's wider interests, support international peacekeeping efforts and provide humanitarian aid. The force is also known as His Majesty's Armed Forces due to the British monarch's status as commander-in-chief of the Armed Forces.

Since the formation of the united Kingdom of Great Britain in 1707 (later succeeded by the United Kingdom of Great Britain and Ireland, and finally by the United Kingdom of Great Britain and Northern Ireland), the British Armed Forces have seen action in most major wars involving the world's great powers, including the Seven Years' War, the Napoleonic Wars, the Crimean War, the First World War and the Second World War. Britain's victories in most of these wars allowed it to influence world events and establish itself as one of the world's leading military and economic powers. The British Armed Forces consist of: the Royal Navy, a blue-water navy with a fleet of 62 commissioned and active ships, together with the Royal Marines, a highly specialised amphibious light infantry force; the British Army, the UK's land warfare branch; and the Royal Air Force, a technologically sophisticated air force with a diverse operational fleet consisting of both fixed-wing and rotary aircraft. Peacekeeping in the context of United Nations Emergency Force

The United Nations Emergency Force (UNEF) was a military and peacekeeping operation established by the United Nations General Assembly to secure an end to the Suez Crisis of 1956 through the establishment of international peacekeepers on the border between Egypt and Israel. Approved by Resolution 1001 (ES-I) of 7 November 1956, the UNEF was developed in large measure as a result of efforts by UN Secretary-General Dag Hammarskjöld and a proposal from Canadian Minister of External Affairs Lester B. Pearson, who would later win the Nobel Peace Prize for it. UNEF was deployed along Sinai and Gaza until May 1967, when Egypt requested UNEF to withdraw its forces.

The UN General Assembly later established the UN Emergency Force II to supervise the ceasefire between Egyptian and Israeli forces at the end of the Yom Kippur War.

Peacekeeping in the context of NATO bombing of Yugoslavia

The North Atlantic Treaty Organization (NATO) carried out an aerial bombing campaign against the Federal Republic of Yugoslavia during the Kosovo War. The air strikes lasted from 24 March 1999 to 10 June 1999. The bombings continued until an agreement was reached that led to the withdrawal of the Yugoslav Army from Kosovo, and the establishment of the United Nations Interim Administration Mission in Kosovo, a UN peacekeeping mission in Kosovo. The official NATO operation code name was Operation Allied Force (Serbian: Савезничка сила / Saveznička sila) whereas the United States called it Operation Noble Anvil (Serbian: Племенити наковањ / Plemeniti nakovanj); in Yugoslavia, the operation was incorrectly called Merciful Angel (Serbian: Милосрдни анђео / Milosrdni anđeo), possibly as a result of a misunderstanding or mistranslation.

NATO's intervention was prompted by Yugoslavia's bloodshed and ethnic cleansing of Kosovar Albanians, which drove the Albanians into neighbouring countries and had the potential to destabilize the region. Yugoslavia's actions had already provoked condemnation by international organisations and agencies such as the UN, NATO, and various INGOs. Yugoslavia's refusal to sign the Rambouillet Accords was initially offered as justification for NATO's use of force. Because Russia and China could use their veto within the Security Council to not authorize an external intervention, NATO launched its campaign without the UN's approval, stating that it was inter alia a humanitarian intervention. The UN Charter prohibits the use of force except in the case of a decision by the Security Council under Article 42, under Article 51 or under Article 53. Three days after the commencement of hostilities, on 26 March 1999, the Security Council rejected the demand of Russia, Belarus and India for the cessation of the use of force against Yugoslavia.

In the law of war and international humanitarian law, a non-combatant is a person who is not taking a direct part in hostilities. This includes civilians; people such as combat medics and military chaplains, who are members of the belligerent armed forces but are protected because of their specific duties; combatants who are hors de combat; and neutral persons, such as peacekeepers, who are not involved in fighting for one of the belligerents involved in a war. This particular status was first recognized under the First Geneva Convention of 1864.

The Swiss Armed Forces (German: Schweizer Armee; French: Armée suisse; Italian: Esercito svizzero; Romansh: Armada svizra; lit.'Swiss Army') are the military forces of Switzerland, consisting of land and air service branches. Under the country's militia system, regular soldiers constitute a small part of the military and the rest are conscripts or volunteers aged 19 to 34 (in some cases up to 50). Because of Switzerland's long history of neutrality, the Swiss Armed Forces have not been involved in foreign wars since the early 19th century, but do participate in international peacekeeping missions. Switzerland is part of the NATO Partnership for Peace programme.

The regulations of the Swiss militia system stipulate that the soldiers keep their own personal equipment, including all personally assigned weapons, at home or in an armoury; until 2007 this also included ammunition. Compulsory military service applies to all male Swiss citizens, with women serving voluntarily. Males usually receive initial orders at the age of 18 for military conscription eligibility screening. About two-thirds of young Swiss men are found suitable for service, while alternative service exists for those found unsuitable. Annually, approximately 20,000 persons undergo basic training for 18 weeks (23 weeks for special forces).

The United Nations Confidence Restoration Operation in Croatia, commonly abbreviated UNCRO, was a United Nations (UN) peacekeeping mission in Croatia. It was established under Chapter VII of the United Nations Charter and approved by the UN Security Council (UNSC) Resolution 981 on 31 March 1995. UNCRO inherited personnel and infrastructure from the United Nations Protection Force (UNPROFOR). Its command was located in Zagreb; the peacekeeping troops were deployed in four sectors named North, South, East, and West. Twenty different countries contributed troops to the mission.

UNCRO started with more than 15,000 troops taken over from UNPROFOR; the personnel count was gradually reduced to approximately 7,000 by the end of the mission in early 1996. South Korean diplomat Byung Suk Min was the civilian head of the mission, while the military commanders of UNCRO were Generals Raymond Crabbe and Eid Kamal Al-Rodan. UNCRO was linked with UNPROFOR, which remained active in Bosnia and Herzegovina, and with the United Nations Preventive Deployment Force (UNPREDEP), which was deployed in the Republic of Macedonia. The mission was terminated on 15 January 1996 by UNSC Resolution 1025, passed on 30 November 1995. Sixteen UNCRO troops were killed, including four during Operation Storm in August 1995.

The Joint Control Commission for Georgian–Ossetian Conflict Resolution (JCC) was a peacekeeping organization, operating in South Ossetia and overseeing the joint peacekeeping forces in the region. It was disbanded on October 10, 2008.

The United Nations Stabilisation Mission in Haiti (French: Mission des Nations Unies pour la stabilisation en Haïti; Haitian Creole: Misyon Nasyon Zini pou Estabilizasyon an Ayiti), also known as MINUSTAH, an acronym of its French name, was a UN peacekeeping mission in Haiti from 2004 to 2017. It was composed of 2,366 military personnel and 2,533 police, supported by international civilian personnel, a local civilian staff, and United Nations Volunteers. The mission's military component was led by the Brazilian Army and commanded by a Brazilian.

The devastating January 2010 Haiti earthquake destroyed MINUSTAH's headquarters in Port-au-Prince and killed its chief, Hédi Annabi of Tunisia, his deputy Luiz Carlos da Costa of Brazil, and the acting police commissioner, RCMP Supt. Doug Coates of Canada. The mission subsequently concentrated on assisting the Haitian National Police in providing security, while American and Canadian military forces distributed and facilitated humanitarian aid. Due to fears of instability following the earthquake, United Nations Security Council Resolution 1944 extended MINUSTAH's mandate, and it was periodically renewed until 2017.
