A peaceful transition or transfer of power is a concept important to democratic governments in which the leadership of a government peacefully hands over control of government to a newly elected leadership. This may be after elections or during the transition from a different kind of political regime, such as the post-communist period after the fall of the Soviet Union.

In scholarship examining democratization and emerging democracies, study of the successful transitions of power is used to understand the transition to constitutional democracy and the relative stability of that government. A 2014 study concluded that 68 countries had never had a peaceful transition of power due to an election since 1788.

Peaceful transition of power in the context of 1989 Polish legislative election

Parliamentary elections were held in Poland on 4 June 1989 to elect members of the Sejm and the recreated Senate, with a second round on 18 June. They were the first free and fair elections in the country since the communist government abandoned its monopoly of power in April 1989 and the first elections in the Eastern Bloc that resulted in the communist government losing power.

Not all seats in the Sejm were allowed to be contested, but the resounding victory of the Solidarity opposition in the freely contested races (the rest of the Sejm seats and all of the Senate) paved the way to the end of communist rule in Poland. Solidarity won all of the freely contested seats in the Sejm, and all but one seat in the Senate, which was scored by a government-aligned nonpartisan candidate. Most crucially, the election served as evidence of widespread dissatisfaction with the government. In the aftermath of the election, Poland became the first country of the Eastern Bloc in which democratically elected representatives gained real power. Although the elections were not entirely democratic, they led to the formation of a non-communist government led by Tadeusz Mazowiecki and a peaceful transition to democracy in Poland and elsewhere in Central and Eastern Europe.

Peaceful transition of power in the context of Nerva

Nerva (/ˈnɜːrvə/; born Marcus Cocceius Nerva; 8 November 30 – 27 January 98) was a Roman emperor from AD 96 to 98. Nerva became emperor when aged almost 66, after a lifetime of imperial service under Nero and the succeeding rulers of the Flavian dynasty. Under Nero, he was a member of the imperial entourage and played a vital part in exposing the Pisonian conspiracy of 65. Later, as a loyalist to the Flavians, he attained consulships in 71 and 90 during the reigns of Vespasian and Domitian, respectively. On 18 September 96, Domitian was assassinated in a palace conspiracy involving members of the Praetorian Guard and several of his freedmen. On the same day, Nerva was declared emperor by the Roman Senate. As the new ruler of the Roman Empire, he vowed to restore liberties which had been curtailed during the autocratic government of Domitian.

Nerva's brief reign was marred by financial difficulties and his inability to assert his authority over the Roman army. A revolt by the Praetorian Guard in October 97 essentially forced him to adopt an heir. After some deliberation Nerva adopted Trajan, a young and popular general, as his successor. After barely fifteen months in office, Nerva died of natural causes on 27 January 98. Upon his death he was succeeded and deified by Trajan. Although much of his life remains obscure, Nerva was considered a wise and moderate emperor by ancient historians. Nerva's greatest success was ensuring a peaceful transition of power after his death by selecting Trajan as his heir, thus founding the Nerva–Antonine dynasty. He was the first of the Five Good Emperors.

Mohamed Ould Cheikh Mohamed Ahmed Ould Ghazouani (Arabic: محمد ولد الشيخ محمد أحمد ولد الغزواني; born 4 December 1956), also known as Ghazouani and Ould Ghazouani, is a Mauritanian politician and retired army general who has been the 9th President of Mauritania since 2019, and the 22nd chairperson of the African Union from February 2024 until February 2025.

Ghazouani is a former general-director of National Security and former chief of staff of the Armed Forces of Mauritania (2008–2018). He was defense minister of Mauritania from October 2018 to March 2019. At that time a close ally of his predecessor Mohamed Ould Abdel Aziz, he was elected president of Mauritania on 22 June 2019 following the 2019 presidential election. His victory in the 2019 presidential election was presented as having been the country's first peaceful transition of power since independence.

Peaceful transition of power in the context of 2019 Mauritanian presidential election

Presidential elections were held in Mauritania on 22 June 2019, with a second round planned for 6 July if no candidate had received more than 50% of the vote. The result was a first round victory for Mohamed Ould Ghazouani who won with 52 percent of the vote. However, opposition rejected the results, calling it "another army coup." On 1 July 2019, Mauritania's constitutional council confirmed Ghazouani as president and rejected a challenge by the opposition.

With incumbent President Mohamed Ould Abdel Aziz not running, the elections were reported to be the first peaceful transfer of power since the country's independence from France in 1960.

Democratic backsliding is a form of autocratization, a process of regime change toward authoritarianism in which the exercise of political power becomes less limited and more arbitrary and repressive. Democratic backsliding specifically assumes a starting point of a democratic system. The process typically restricts the space for public contest and political participation in the process of government selection. Democratic decline involves the weakening of democratic institutions, such as the peaceful transition of power or free and fair elections, or the violation of individual rights that underpin democracies, especially freedom of expression. Democratic backsliding is the opposite of democratization.

Proposed causes of democratic backsliding include economic inequality, rampant culture wars, culturally conservative reactions to societal changes, populist or personalist politics, and external influence from great power politics. Economic inequality is strongly associated with democratic backsliding in the 21st century, even in wealthy democracies. During crises, backsliding can occur when leaders impose autocratic rules during states of emergency that are either disproportionate to the severity of the crisis or remain in place after the situation has improved.

Communist rule in the People's Republic of Hungary came to an end in 1989 by a peaceful transition to a democratic system. After the Hungarian Revolution of 1956 was suppressed by Soviet forces, Hungary remained a communist country. As the Soviet Union weakened at the end of the 1980s, the Eastern Bloc disintegrated.

Peaceful transition of power in the context of 1800 United States Presidential Election

Presidential elections were held in the United States from October 31 to December 3, 1800. In what is sometimes called the "Revolution of 1800", the Democratic-Republican Party candidate, Vice President Thomas Jefferson, defeated the Federalist Party candidate and incumbent, President John Adams in the second peaceful transfer of power in the history of the United States, creating a political realignment that ushered in a generation of Democratic-Republican leadership. This was the first presidential election in U.S. history to be a rematch, the first election where an incumbent president lost re-election, leading to the first time in modern history where a national government changed hands peaceably following a free election.

Adams had narrowly defeated Jefferson in the 1796 election. Under the rules of the electoral system in place before the 1804 ratification of the Twelfth Amendment to the United States Constitution, each member of the Electoral College cast two votes, with no distinction made between electoral votes for president and electoral votes for vice president. As Jefferson received the second-most votes in 1796, he was elected vice president. In 1800, unlike in 1796, both parties formally nominated tickets. The Democratic-Republicans nominated a ticket consisting of Jefferson and Aaron Burr, while the Federalists nominated a ticket consisting of Adams and Charles Cotesworth Pinckney. Each party formed a plan by which one of their respective electors would vote for a third candidate or abstain so that its preferred presidential candidate (Adams for the Federalists and Jefferson for the Democratic-Republicans) would win one more vote than the party's other nominee.

Peaceful transition of power in the context of Democracy in Marxism

Marxist theory envisions that a new democratic society would rise through the organized actions of the international working class, enfranchising the entire population and freeing up humans to act without being bound by the labour market. There would be little, if any, need for a state, the goal of which was to enforce the alienation of labour; as such, the state would eventually wither away as its conditions of existence disappear.

Karl Marx and Friedrich Engels stated in The Communist Manifesto (1848) and later works that "the first step in the revolution by the working class, is to raise the proletariat to the position of ruling class, to win the battle of democracy", and universal suffrage being "one of the first and most important tasks of the militant proletariat". As Marx wrote in his Critique of the Gotha Programme (1875), "between capitalist and communist society there lies the period of the revolutionary transformation of the one into the other. Corresponding to this is also a political transition period in which the state can be nothing but the revolutionary dictatorship of the proletariat". He allowed for the possibility of peaceful transition in some countries with strong democratic institutional structures (Britain, the United States, and the Netherlands) but suggested that in other countries in which workers can not "attain their goal by peaceful means", the "lever of our revolution must be force" on the grounds that the working people had the right to revolt if they were denied political expression.
