One-party state in the context of Police state

A police state is a state whose government institutions exercise an extreme level of control over civil society and liberties. There is typically little to no distinction between the law and the exercise of political power by the executive, and the deployment of internal security and police forces play a heightened role in governance. A police state is a characteristic of authoritarian, totalitarian or illiberal regimes (contrary to a liberal democratic regime). Such governments are not exclusive to simply one-party states or dominant-party states, as they can also arise in a democracy or multi-party system.

Originally, a police state was a state regulated by a civil administration, but since the beginning of the 20th century it has "taken on an emotional and derogatory meaning" by describing an undesirable state of living characterized by the overbearing presence of civil authorities. The inhabitants of a police state may experience restrictions on their mobility, or on their freedom to express or communicate political or other views, which are subject to police monitoring or enforcement. Political control may be exerted by means of a secret police force that operates outside the boundaries normally imposed by a constitutional state. Robert von Mohl, who first introduced the rule of law to German jurisprudence, contrasted the Rechtsstaat ("legal" or "constitutional" state) with the anti-aristocratic Polizeistaat ("police state").

One-party state in the context of Malawi

Malawi, officially the Republic of Malawi, is a landlocked country in Southeastern Africa. It is bordered by Zambia to the west, Tanzania to the north and northeast, and Mozambique to the east, south, and southwest. Malawi spans over 118,484 km (45,747 sq mi) and has an estimated population of 22,224,282 (as of July 2025). Lilongwe is its capital and largest city, while the next three largest cities are Blantyre, Mzuzu, and Zomba, the former capital.

The part of Africa known as Malawi was settled around the 10th century by the Akafula, also known as the Abathwa. Later, the Bantu groups came and drove out the Akafula and formed various kingdoms such as the Maravi and Nkhamanga kingdoms, among others that flourished from the 16th century. In 1891, the area was colonised by the British as the British Central African Protectorate, being renamed Nyasaland in 1907. In 1964, Nyasaland became an independent country as a Commonwealth realm under Prime Minister Hastings Banda, and was renamed Malawi. Two years later, Banda became president by converting the country into a one-party presidential republic. Banda was declared president for life in 1971. Independence was characterized by Banda's highly repressive dictatorship. After the introduction of a multiparty system in 1993, Banda lost the 1994 general election. Today, Malawi has a democratic, multi-party republic headed by an elected president. According to the 2024 V-Dem Democracy indices, Malawi is ranked 74th electoral democracy worldwide and 11th electoral democracy in Africa. The country maintains positive diplomatic relations with most countries, and participates in several international organisations, including the United Nations, the Commonwealth of Nations, the Southern African Development Community (SADC), the Common Market for Eastern and Southern Africa (COMESA), and the African Union (AU).

In the case of its broad associative definition, government normally consists of legislature, executive, and judiciary. Government is a means by which organizational policies are enforced, as well as a mechanism for determining policy. In many countries, the government has a kind of constitution, a statement of its governing principles and philosophy.

A parliamentary republic is a republic that operates under a parliamentary system of government where the executive branch (the government) derives its legitimacy from and is accountable to the legislature (the parliament). There are a number of variations of parliamentary republics. Most have a clear differentiation between the head of government and the head of state, with the head of government holding real power and the head of state being a ceremonial position, similar to constitutional monarchies. In some countries the head of state has reserve powers to use at their discretion as a non-partisan "referee" of the political process. Some have combined the roles of head of state and head of government, much like presidential systems, but with a dependency upon parliamentary confidence. In general, parliamentary republics grant the highest sovereign powers to the parliament.

One-party state in the context of Semi-presidential system

A semi-presidential republic, or dual executive republic, is a republic in which a president exists alongside a prime minister and a cabinet, with the latter of the two being responsible to the legislature of the state. It differs from a parliamentary republic in that it has an executive president independent of the legislature; and from the presidential system in that the cabinet, although named by the president, is responsible to the legislature, which may force the cabinet to resign through a motion of no confidence.

While the Weimar Republic (1919–1933) and Finland (from 1919 to 2000) exemplified early semi-presidential systems, the term "semi-presidential" was first introduced in 1959, in an article by the journalist Hubert Beuve-Méry, and popularized by a 1978 work written by the political scientist Maurice Duverger. Both men intended to describe the French Fifth Republic (established in 1958).

A political party is an organization that coordinates candidates to compete in elections and participate in governance. It is common for the members of a party to hold similar ideas about politics, and parties may promote specific ideological or policy goals.

Political parties have become a major part of the politics of almost every country, as modern party organizations developed and spread around the world over the last few centuries. Although some countries have no political parties, this is extremely rare. Most countries have several parties while others only have one. Parties are important in the politics of autocracies as well as democracies, though usually democracies have more political parties than autocracies. Autocracies often have a single party that governs the country, and some political scientists consider competition between two or more parties to be an essential part of democracy.

Burundi, officially the Republic of Burundi, is a landlocked country in East Africa. It is located in the Great Rift Valley at the junction between the African Great Lakes region and Southeast Africa, with a population of over 14 million people. It is bordered by Rwanda to the north, Tanzania to the east and southeast, and the Democratic Republic of the Congo to the west; Lake Tanganyika lies along its southwestern border. The political capital city is Gitega and the economic capital and largest city is Bujumbura.

The Twa, Hutu and Tutsi peoples have lived in Burundi for at least 500 years. For more than 200 of those years, Burundi was an independent kingdom. In 1885, it became part of the German colony of German East Africa. After the First World War and Germany's defeat, the League of Nations mandated the territories of Burundi and neighboring Rwanda to Belgium in a combined territory called Rwanda-Urundi. After the Second World War, this transformed into a United Nations Trust Territory. Burundi gained independence in 1962 and initially retained the monarchy. However, a coup d'état in 1966 replaced the monarchy with a one-party republic, and for the next 27 years, Burundi was ruled by a series of ethnic Tutsi dictators and notably experienced a genocide of its Hutu population in 1972. In July 1993, Melchior Ndadaye became Burundi's first Hutu president following the country's first multi-party presidential election. His assassination three months later during a coup attempt provoked the 12-year Burundian Civil War. In 2000, the Arusha Agreement was adopted, which was largely integrated in a new constitution in 2005. Since the 2005 post-war elections, the country's dominant party has been the Hutu-led National Council for the Defense of Democracy – Forces for the Defense of Democracy (CNDD–FDD), widely accused of authoritarian governance and perpetuating the country's poor human rights record.

One-party state in the context of President (government title)

President is a common title for the head of state in most republics. Depending on the country, a president could be head of government, a ceremonial figurehead, or something between these two extremes.

The functions exercised by a president vary according to the form of government. In parliamentary republics, they are usually, but not always, limited to those of the head of state and are thus largely ceremonial. An exception to this would be presidential-parliamentary republics (e.g. Botswana and South Africa), the role of the president is more prominent, encompassing more of the functions of a head of government. In semi-presidential republics, the president has some discretionary powers like over foreign affairs, appointment of the head of government and defence, but they are not themselves head of government. A leader of a one-party state may also hold the position of president for ceremonial purposes or to maintain an official state position.

One-party state in the context of Federal State of Austria

The Federal State of Austria (Austrian German: Bundesstaat Österreich; colloquially known as the "Ständestaat") was a continuation of the First Austrian Republic between 1934 and 1938 when it was a one-party state led by the conservative, nationalist, corporatist, clerical fascist and Catholic Fatherland Front. The Ständestaat concept, derived from the notion of Stände ("estates" or "corporations"), was advocated by leading regime politicians such as Engelbert Dollfuss and Kurt Schuschnigg. The result was a authoritarian government based on a mix of Italian Fascist and conservative Catholic influences.

It ended in March 1938 with the Anschluss, the German annexation of Austria. Austria would not become an independent country again until 1955, when the Austrian State Treaty ended the Allied occupation of Austria.

One-party state in the context of Presidential parliamentary republic

A parliamentary republic with an executive presidency, is a form of parliamentary democracy in which the executive derives its democratic legitimacy from its ability to command the confidence of the legislature to which it is held accountable, but is characterized by a combined head of statehead of government in the form of an executive president who carries out both functions. This is in contrast to conventional parliamentary systems (be it in a monarchy or a republic) where the executive is separate from the head of state, and a presidential system where the executive is separate from the legislature. The president is typically elected by the legislature and must maintain its confidence to remain in office, for which purpose they may be required to hold a seat.

This method of presidential election is distinct from an assembly-independent republic, in which either the combined head of state and government (as in the Federated States of Micronesia) or the directorial executive (as in Switzerland) are elected by the legislature but are not accountable to it. It is also distinct from the semi-presidential system (in particular, the 'president-parliamentary' variant), in which the president as head of state is independent of the legislature, while the head of government is subject to parliamentary confidence.
