Newcastle City Council is the local authority for the city of Newcastle upon Tyne in the ceremonial county of Tyne and Wear in North East England. Newcastle has had a council from medieval times, which has been reformed on numerous occasions. Since 1974 the council has been a metropolitan borough council. In 2024 the council became a member of the North East Combined Authority. The council is based at Newcastle Civic Centre.

The council has been under no overall control since November 2024, being run by a minority Labour administration.

Newcastle upon Tyne, or simply Newcastle (/njˈkæsəl/ new-KASS-əl, RP: /ˈnjkɑːsəl/ NEW-kah-səl), is a cathedral city and metropolitan borough in Tyne and Wear, England. It is England's northernmost city and metropolitan borough, located on the River Tyne's northern bank opposite Gateshead to the south. It is the most populous settlement in the Tyneside conurbation and North East England. The metropolitan borough had an estimated population of 320,605 in 2024.

Newcastle developed around a Roman settlement called Pons Aelius. The settlement became known as Monkchester before taking on the name of a castle built in 1080 by William the Conqueror's eldest son, Robert Curthose. It was one of the world's largest ship building and repair centres during the Industrial Revolution. Newcastle was historically part of the county of Northumberland, but governed as a county corporate after 1400. In 1974, Newcastle became part of the newly created metropolitan county of Tyne and Wear. The local authority is Newcastle City Council, which is a constituent member of the North East Combined Authority.

Newcastle City Council in the context of North East Combined Authority

The North East Combined Authority (NECA) is a combined authority in North East England. It has a directly-elected Mayor and seven member councils: two are unitary authorities (Durham and Northumberland) and five are metropolitan borough councils (Gateshead, Newcastle, North Tyneside, South Tyneside and Sunderland). The combined authority's area and the separate Tees Valley devolved region occupy the wider statistical region of North East England.

The authority was announced on 28 December 2022 in the North East devolution deal. On 6 March 2024, the Government announced the North East deeper devolution deal, which allowed the new authority to absorb multiple previous devolved bodies and gave NECA increased devolved powers. The first election for the authority took place on 2 May 2024. The replacement of both the non-mayoral North East Combined Authority and the North of Tyne Combined Authority happened on 7 May 2024. The new combined authority was operational by the end of May 2024.

Newcastle City Council in the context of Gosforth

Gosforth is an area of Newcastle upon Tyne, England, situated north of the city centre. It constituted a separate urban district of Northumberland from 1895 until 1974 before officially merging with the city of Newcastle upon Tyne. In 2001, it had a population of 23,620.

The Ouseburn divides Gosforth from High Heaton and Longbenton to the east, while the smaller Craghall Burn forms the boundary with Jesmond and the Town Moor to the south. Kenton and Coxlodge lie to the west. There are four electoral wards on Newcastle City Council that include parts of Gosforth: Dene and South Gosforth, Fawdon and West Gosforth, Gosforth, and Parklands.

Newcastle City Council in the context of North East Combined Authority (2014–2024)

The North East Combined Authority (NECA), officially the Durham, Gateshead, South Tyneside and Sunderland Combined Authority, was one of the combined authorities in North East England. It was created in 2014, and consisted of the City of Sunderland; Metropolitan Borough of Gateshead, South Tyneside; and Durham County local authorities.

The local authorities for Newcastle upon Tyne; North Tyneside; and Northumberland were also included in the combined authority until 2018, when they left to form their own combined authority, the North of Tyne Combined Authority (NTCA). For transport policy, both combined authorities had a joint transport committee. Other combined authorities in the North East England region that are not in the North of Tyne or the North East areas are part of the Tees Valley Combined Authority.
